It is an intumescent paint; i.e., one that swells as a result of heat exposure, for fire protection. NYC building code does not allow exposed steel without fireproofing, so they had to either encase the steel in a gypsum/cement spray-on coating or use the more expensive but less obtrusive intumescent paint.

I don't believe that code section is going to apply in this case. That requirement is only for structural steel and in this case I believe it would be considered architectural steel.

Maybe the rafters, but not the portals and transitions, which are structural.

I was referring to the rafters. The transitions would be questionable but obviously the portals are structural although in this case they actually only support their own weight so they are extremely overdesigned.

All the temporary quotes were taken down from the store fronts in the West Concourse, as well as whatever was holding them up and a fence is blocking off all the entry's into the future stores...I'm assuming retail tenants have begun fit out...
