Not that many floors, but the first two mechanical floors at the base are dedicated to the Transit Hub infrastructure.

2 weeks ago, I went to photograph the underground concourse to the WFC (Brookfield Place) and while I was on that bridge, a security guard came over to confront me and a pair of photographers that were there much longer to tell us that we couldn't photograph from up there unless we had a permit. When the other two complained, the guard waved two others over.

I hope that they will realize that everyone and their grandmother will photograph the transit hub, particularly the Oculus, once it is finally open, but I bet that they will try to harass each and every person doing so. They constantly confront photographers on the platform level, but have given up in the mezzanine above the platforms and in the main area of the underground concourse, still giving you noticeable dirty looks.

Do they have any signage posted that says that photography is prohibited? If so doesn't cite any specific ordinances? Unless there is some specific law that has been passed by local federal or state governments I don't see how they can ban the public from taking photographs.

Port Authority regulations, not local laws. I don't know how they'll enforce it in something meant to be a tourist destination. It may only be enforced in the track and platform areas.

If they are truly a regulation instead of a law, there is actually no true way they can enforce them because they don't have the power to arrest somebody for disobeying a regulation! It sounds like they are just trying to act like a big brother and control everything in the realm which they truly can't.

Were it so simple. The PA operates its own police force, and is likely granted special jurisdiction by both NY and NJ, so I expect they can make and enforce those rules.

So where will the public enter the oculus when it first opens? Do you actually have to pay a PATH fare and go through the turnstiles at the Vesey St. Station? Enter through 4WTC?

You don't have to pay to enter the oculus , the faregates are on the western side of the station...

Not Really because they don't have their own courts! Their own police force me to authority to enforce laws that are already on the books but if somebody is arrested by the PA for violating one of the PAs rules there is no court is going to uphold the arrest or level and he finds or jail time. The only thing the PA police can do is harass people!

I believe they are empowered by the states of NY and NJ. Yes, they can arrest you, and you will be tried in the courts of one of the two states.
