It appears as though the Dey Street Connector may be close to done. It is all lit up and looks nearly done.

Just a little over 2 weeks left for them to open it up, I hope you're right! I am skeptical about 2 WTC entrance opening soon, given the presence of the scaffolding and no sign of ANY activity in there for many months.

Call me a cynic, but since they've opened the oculus space itself, it's taken a bit of the heat of the PA to fully complete the remaining bits. I'm sure there will be more delays without explanations.

The oculus did not cost $4B, the total project did.
The oculus is just the most visible above ground part.

Another thing I have not seen a clear breakdown for is Transit Center vs Vehicle Security Center for the two levels of parking and loading below the ocululs and shops.

Also, the podium of 1 WTC includes ventilation for the PATH, and I don't know how that was budgeted.

Yes, that's all combined in the budget as a single item, one way or another.

To say that's a shocking number is an understatement! In the real world the administrative costs for a project are only about 5% to 10% of the project cost but throw in government influence and it rises to almost 20%!
