Sun, not only higher level officer but junior level state officials are feeling the heat. Their primary problem is the mushrooming of political dadas and the total chaos in who controls what. Their is a 'poribartan'. Earlier their used to be one political dada but now they have to counter multiple dadas with multiple and often conflicting demands which they are finding it difficult to manage.

You cannot make everyone happy

day after West Bengal Chief Minister Mamata Banerjee announced extension of a suburban train, locals and passengers at its original terminus Monday disrupted services on a busy section for nearly nine hours during office hours, inconveniencing thousands of commuters.
Train services on Eastern Railway's Howrah-Burdwan chord line were disrupted from 7.47 a.m. to 4.25 p.m. as a group of passengers obstructed railway tracks in Baruipara.

frankly, personally I find very few girls good enough to be my spouse, does that make the rest of them eligible for rape ? astounding logic kaju.

It does look like some sections of the media are saying the same. Hopefully the trend will be reversed in the near future.

Senior officials fleeing West Bengal

http://timesofindia.indiatimes.com/i...w/11970181.cms

Quote:
IPS officer Damayanti Sen, who cracked the Park Street rape case, has applied for central government deputation, once again highlighting the fact that senior officials are opting out of the state.

Officials privately blame the CM's way of functioning for the state of affairs. On several occasions, she had snubbed senior officers, which has not gone down well with the bureaucracy. Also officers now seem keen on relatively insignificant posts rather than being "in the eye of the storm" in key posts.

Mamata Banerjee raps cops for cracking case

http://timesofindia.indiatimes.com/a...w/11970143.cms

Quote:
Two senior police officers have been made to pay the price for solving a rape case that CM Mamata Banerjee had said was a "fabricated story". Detective chief Damayanti Sen and joint commissioner,
HQ, Javed Shamim stood at the Writers' Buildings rostrum on Monday and issued a clarification that no one had asked for.

A section of officers feels Sen and Shamim were pulled up by Mamata for the embarrassment she faced when the case was cracked.

Both the officers said they had sought a meeting with the CM but insiders say they were summoned to Mamata's chamber and hauled over the coals for an hour. When they emerged, Sen looked shaken.

Kolkata rape: 'Misbehaving' policemen removed from duty

Kolkata : Two Kolkata police officers who had misbehaved with an Anglo-Indian woman when she went to a police station to report her alleged rape were Tuesday removed from active duty following an inquiry.

"Sub-Inspectors Manish Singh and Saikat Niyogi have been removed from active duty. Departmental proceedings will also be initiated against them," said Joint Commissioner (Headquarters) Jawed Shamim.

The Anglo-Indian woman, a mother of two, had complained that she was raped at gunpoint Feb 6 inside a moving car after partying late at a night club on fashionable Park Street.

The women and her family members later alleged that when they went to the Park Street police station to report the matter, they were subjected to lewd comments and misbehaviour by the two officers.

Later a probe headed by Joint Commissioner Supratim Sarkar was ordered into the matter. Sarkar submitted his report Tuesday following which the duo were removed from active duty.

Three people have been arrested and sent to police custody so far while two others including the prime accused are absconding.

Feb 28 strike: WB govt warns of action
Last Updated: Tuesday, February 21, 2012, 22:16 0

Kolkata: With ruling Trinamool Congress opposed to the all-India industrial strike called by trade unions next Tuesday, West Bengal government on Tuesday warned of action against any forcible closure of establishments and also said all government employees must report for duty.

The Mamata Banerjee government said no leave will be allowed for state government employees on February 28 and that necessary steps must be taken by authorities to ensure that normal life was not disrupted in any way.

"All state government offices will remain open on that day and all government employees should report for duty," Chief Secretary Samar Ghosh said in a circular.

A joint secretary to the state government in another circular to all departmental secretaries asked them to send to him details of attendance of employees by 12:30 pm on the day of strike called by central trade unions.

The chief secretary in his circular to all divisional commissioners, IGPs, IGPs (railway), SPs, SPs (railway) and district magistrates asked them to take all precautions to ensure there was no violation of law and order and that no untoward incident took place place on the day.

"Attempts at forcible closure of government offices, shops, markets, educational institutions and industrial establishments, should be firmly dealt with," the circular said.

"There should be no stoppage of vehicles and trains due to squatting or other types of blockade. Such a situation should not be allowed to develop and prompt advance action should be taken to effectively deal with them," it said.

The circular called for extensive patrol and adequate reserve police forces at strategic centres and said "no government property should be allowed to be destroyed."

Left-backed unions, State Coordination Committee and Nabaparjay, a state government employees' federation opposed the state government's directive.

State coordination committee leader Anutosh Sanyal described the circular as undemocratic and said that its members would nevertheless join the strike.

I hope the state government is able to keep things up and running.

No more happy holidays for government staff.

Tough action should be taken against trouble makers trying to enforce the bandh / strike.

Two orders, two faces

http://www.telegraphindia.com/112022...y_15169664.jsp

Quote:
The order on Tuesday (that no leave would be granted to employees on February 28 when a Left-backed general strike has been called), was a departure from the years of blessings the Left had showered on its sympathisers, enabling them to take part in bandhs.

However, what chief minister Mamata Banerjee could have held up as a model of badly needed work culture in Bengal now runs the risk of being branded partisan because of the December order.

The Mamata Banerjee government had granted up to six days of special casual leave to 1,000-odd elected delegates of a Trinamul-backed employees’ union less than two months ago.

Echo of jumping the gun (continued)

Quote:
Mamata Banerjee and other senior Trinamul leaders today either termed the murders of CPM leaders Pradip Tah and Kamal Gayen the result of the party’s “internal feud” or “janarosh (people’s anger)”, continuing to prejudge a crime before police completes investigations.

Although it is too early to know if Trinamul’s claims about the Burdwan twin murders are true, several police officers said the practice of giving a “clean chit” to the accused could affect their probe.

This evening, Mamata declared in Delhi that the murders of Pradip and Gayen were the fallout of “the CPM’s internal feud”. Her comments, besides being premature, were at variance with the statements of her party colleagues who had cited “people’s anger” as the reason behind the killings earlier in the day.

A senior police officer said ministers “issuing a clean chit” to an accused even before the start of investigations could hamper the probe. “Arrests are made on the basis of the FIR. Ministers issuing statements to defend those accused in sensitive cases could influence the probe,” an officer said.

Business leaders slam Left for bandh call
TNN | Feb 23, 2012, 04.11AM IST
Kolkata: The leading industry bodies of the state strongly criticised the strike called by Left trade unions on February 28, saying it would send the wrong signal to investors.

A few industry bodies even felt that the proposed strike has lost its relevance because issues like food inflation and free fall of rupee that were alarming even a few months back had now been moderated. FIchairman (ER) Gorav Swarup made it clear that the strike will be bad for Bengal."It sends a negative signal about the work culture of the state which does not have a good reputation," he added.

Bharat Chamber of Commerce president Ashok Aikat went a step ahead. "It will be good if the Left trade unions called off the strike. We are disappointed with this strike and worried that the bandh culture is coming back using various excuses. We are extremely unhappy," he added.

CII director general (ER) Saugat Mukherjee pointed out that any strike is detrimental to the industry and, in turn, bad for the state's economy.

Deepak Jalan, senior vice-president of the MCC Chamber of Commerce & Industry, said the chambers do not favour any kind of strike by any party on any sort of issue. "There are many other ways of protest. and political parties must understand this if they really care for the aam admi (common man).

Such bandhs hardly yield any result apart from inconveniencing people, industry and trade. The images of the state and the country also take a beating. Bandhs are the biggest deterrents for investment," he added.

According to him, since the Left Front is strong only in West Bengal, its adverse impact on other states will be marginal. "Economic activities will be disrupted only in West Bengal. At least the IT sector, apart from essential services, should be allowed to function normally," he added.

Bengal National Chamber of Commerce & Industry secretary D P Nag said: "We don't support such strikes as it will do no good to anybody. It halts the growth of the state across sectors. People can have differences on many issues, but they should talk it out with the concerned authority and try to get a solution."

Hopefully this bandh falls flat on its face. People should come out in support of Government and work culture and go to work in full force that day.

what's going on here? A bandh of a different kind where the industry is calling for a strike. They are even speaking like trade union leaders!

Tolly backs industry strike call

http://www.telegraphindia.com/112022...y_15163502.jsp

Quote:
Tollywood has decided to support the 24-hour countrywide strike called by the Film Federation of India on Thursday against the Centre’s decision to impose a 10 per cent service tax on entertainment.

The new tax means that film producers, distributors and exhibitors would have to cough up 10 per cent of the collection from their films.

A press conference will be held at the Eastern India Motion Pictures Association (EIMPA) office in central Calcutta on Wednesday afternoon to announce the strike in the presence of directors, producers, exhibitors, technicians, actors and members of the Artistes’ Forum.

“This is unacceptable. There’s already an amusement tax on ticket sales, and if we pay another 10 per cent, we will incur huge losses,” said Arjit Dutta of Priya Cinema and the vice-president of the federation. “I understand that a day’s strike will be a huge loss for the industry. Cinemas will be closed, shootings have to be rescheduled. We will lose a few crores.”

Shrikant Mohta, the producer of Shree Venkatesh Films, said: “We will lose around Rs 5,00,000 because of the bandh but paying the service tax will be a bigger loss. How can we pay 10 per cent from the box office collections of our films?”

Directors whose films are on the floors will be the worst hit.

EIMPA president Surinder Singh said: “To gain something, we must lose certain things. Yes, there will be losses, but the strike is a protest for a bigger goal.”

Congress joins Left to protest CM's no-bandh order

Quote:
The West Bengal Pradesh Congress has of late joined the Left Front against the Mamata Banerjee government's diktat refusing leave to its employees on February 28 when central trade unions have given a countrywide strike call.

Adding fillip to the CPM's clamour, state Congress president Pradip Bhattacharya questioned the government order, never mind the fact that the strike has been called by Left trade unions against the UPA-led Centre's "faulty policies" like price rise.

The success of bandh never proves the popularity of the calling party and it will not be otherwise this time as well. Mostly people do not venture out because of inconvenience and fear of violence. If govt can maintain law & order and provide public transport people will be encouraged to join office.
