It's only for making bricked roads, not 'infrastructural' projects like rail-, water- or cable-related projects.

Local infrastructure projects are usually brick roads in towns or neighborhoods of cities, which I was referring to.

I saw that house building program in tv some time ago. It's really cool since the land is actually used in rather effective way. I wonder if it's possible to include small retail in the ground level? That would most certainly make it even more self-sustainable.

There was a good Dutch documentary on it not too long ago. Because the housing market went down the drain as a result of the financial crisis, many planned developments got canceled. Developers and city councils were left with lots of building ground, while they needed money in the short term. So they started selling individual lots to citizens and have them build their own house. It's becoming more and more popular throughout the nation. And although it may seem a bit messy, there are regulations, of course.
