I would have thought that Saransk would be one of the cities most likely to be dropped if the number of hosts is reduced. Maybe they're trying to steal a march on others by starting construction early.

Design and project was made by local architectural company - "SaranskGrazhdanProekt" with colleagues from Moscow and St.Petersburg.
