HONG KONG | Second Layer City Development News

Hi,
I saw last week on a French television something about a huge project in Hong Kong. It was about some plans to build a second city at 200 m ABOVE the actual city. A sort of second layer with residences, offices, streets, transportation etc. Really SF ...
Someone knows something about this? I searched the net but no results... I would like to find some links, photos etc. Thanks a lot.

Is is very bizarre. It was a serious TV program on a French national television, but I saw just the last 4-5 minutes.
This idea was presented by a Hong Kong Architecture company, with a short name. The 500-600 ft level was "chosen" in order to offer enough space for the ground floor buildings.
There was also a debate, I saw a sociologist telling that this project will transform the "below" city in a sort of basement downtown with a terrible impact on the mood of the people.
