Ecuador made huge improvements in its road network in the past decade. Much of it was done via concessions, which means some road sections are tolled.

It's a common way of financing road improvements in South America. Brazil and Argentina also use it extensively. Argentina introduced concessions in 1990, where the road is operated and tolled by a concession company, which pays for maintenance and expansion.

Chris, actually very few roads are concessioned. I believe only small segments of E40 (east of Guayaquil and only within Guayas Province) and E35 (between just north of Quito and Latacunga) are concessioned and thus have tolls. You can find extensive information on this topic on the spanish wikipedia if you search for "Carreteras Ecuador".

The improvement on the roads has been financed through direct investment of the central government. The plan was to bring all current roads to good condition which, as your graph shows, is almost complete. The government will then start construction of an ambitious super-carretera (autobhan) system. The first super-carretera will start construction in early 2013 and will link the provincial capital of Santo Domingo (west of Quito) with the mid-sized city of Quevedo (North of Guayaquil) This route is essentially is a section of the current E25 state road. The new super-carretera system will eventually connect all major urban centers and the current road system will become a secondary system to support the super-carreteras.
