In a few years I guess. As usual with a lot of chinese projects, whole area's will open up at once, instead of just a single building every time.

This area actually looks a lot more 'real' than other places built all at once. It looks livable. In maybe 10 or 20 years it should be a booming area, no doubt with a couple of supertalls. Can't wait to see it with leaves on the trees.
