I don't think the project will finish before 2020, because

1. PP is not ready
2. It is a huge development project.

As for its progress, the exterior of the building on the left, (next to the temple) looks like is very much complete, the building on the right (closest to the bridge) is progressing, not many workers, it is mostly brick laying now. The part in the middle between those 2 building seems to have new columns erected, but since the gate is always close, and blocked by a small store anyway, very difficult to see its progress.

Cambodia Plaza project in Limbo

There is no indication as to when construction might resume. There are only 2 buildings being constructed and super market area has only scaffolding while the hotel has not yet been completed. The reason why the project has proceeded slowly is due to the effect of the global economic and financial crisis in 2008. (source: PP post)

This section of Russian Blvd is pretty clean. Are all main streets in Phnom Penh this clean ?
