Russia has different approaches in consistence of built up area. Even most of Moscow within MKAD won't fit into continues built up area standard. So Moscow always gets exclusions for less development density - in City Population and WG.
Anyway - suburbs is never a part of urban area, unless someone is cheating by adding it. It's a part of metro area.

If a large part Volokolamsk active population work in Moscow urban area, it is an exburb.
I'd say if it is so, it is a mistake made by Volokolamsk authorities of not providing employment. /off-topic.
But sure, it is not Moscow's suburbs. The map shows it well be it Google or Yandex. I can call suburbs such cities or satellites as Podolsk, Reutov, Lyubertsy not much farther.

Well, let's continue and this is the final part, actually.

After moving from the Kremlin and before coming back to my friend's dacha, we went around the town a bit to see some more sights. Some of them were outside the town.

We noted a monument in honour of the Second World War. The tank is mounted just in front of the town's fire depot (an old building). By the way, the town has recently been awarded as "the town of war glory" - the honour suggests some privileges.

Getting back to the city-center to take the road to the North-East:

"House of culture" again and sorry again for a poor photo:

Having left the city we stopped near a Church which is situated on a small hill. The Church is well decorated. It is hidden from the way by the trees and grass.

I was fascinated by the colour of small and young fir-trees that grew on the edge of the hill. I didn't turn up the saturation on my camera the colour is just as real as it was:

Going inside:

The inner yard. There are several burial places here including a common one of soldiers and civilians died in the War. A bit farther there's a building of a school.

Later we stopped at a fork that connects to the Volokolamskoe highway. I took a photo of "Katyusha" (if I'm right).

And finally some typical landscapes of Rural Russia:

All the pics were taken on the 5.06.2010.

Thanks for your attention.

What do you mean? Several parks and green space inside? Well, this doesn't make an exception, Moscow is viewed as smth unique. ALONG with some satellites that I mentioned several minutes before.

What is WG?
I don't see any exception here. Some green space inside MKAD has absolutely nothing with some 50 - 60 km of sometimes virgin lands.

I guess there is misunderstanding of concepts here.
suburbs is part of agglomeration if administratively they are not parts of the city itself. Like in Paris for example where the city itself is only 105 sq km, but the suburbs are densely around so we can't sometimes see the difference.
In Moscow region it may be extrapolated onto Moscow itself + its closest satellite such as Mytishchi, Reutov or Podolsk at last. But Volokolamsk gas definitely nothing in common with Moscow Agglomeration. And trains do not tell us much. One of my colleague lives in Tver and he travels to work every day from there.

I also know some concrete examples in Italy where people travel to work every day by plane. But we can't consider all this an agglomeration or suburbs to some cities.

On the 1st of August I was in Volokolamsk one more time. This time I managed to get up to the tower with my large zoom-in objective, so I can now share some other views. Also, you can feel the difference in the nature.

The following pictures were taken from the bell tower.

New parts of the town, closer:
