Bec@ause it's broken down beyond that, it's much more specific than to put all "hispanic" together. And after that it prolly came so close between several races that it wasn't fair to even call one the majority.
i.e. a tie between puerto rican and cuban This isn't just a "big three" breakdown (white, black, hispanic), as you can see it's much more specific. Not to mention compensation for all of those great census avoiding people, which really are not part of this country anyway, which complicates things. So they took a shortcut and said Miami-Dade is such a mess we'll just call it "other"

hispanic is not a race, it's an ethnicity! you could white hispanics, black hispanics, asian hispanics, etc.
Cuban is not a race, it's an ethnic group. You could have white cubans, black cubans, middle eastern cubans, even jewbans. Same as puertorican, irish, etc.

It's not even ethnic, for no country shares any similarities with other neighbor (maybe central american countries), besides language. There are many ethnicities withing a country as well, for example countries in South America with their diverse native and "old world" ethnicities. The differences are as England and Bulgaria... sure, they are Europeans, but no one would say they belong to a EUROPEAN ETHNICITY.
Hispanic is just a made up word created by the American government to profile Amerindian Mexicans living in USA. It worked back then when most Spanish-speaking people from Mexico were AMERINDIANS or MESTIZOS with Spanish names. In the beginning it was considered a racial label. Sometimes I think the government changed the term, from being a racial label, to an "ethnicity" label once they saw their first blonde, blue-eyed Cuban immigrant hahaha
