Based on the pictures seams like piling is already completed on site and they are digging to reach their caps.

Stupid question, but what are all those pipes for, at different levels and all?

As for helipad, no, this won't be the first, because I'm pretty sure that there won't be one here either. It would be a complete waste. If they want to build something new, they can build a pool up there.

Reinforcement for the side walls to prevent collapse. While the structure inside the hole progresses upward, they got removed.

It really surprises me that this is going ahead. Thought it was too early for it financially speaking.
How come eyes of tirana is not moving. Funding or politics?

Interesting...never seen that. The area it sits on seems much smaller than TID...or am I seeing it wrong?

I don't think it was ever a serious project. Plus the land it was "planned" on wasn't even owned by the people "planning" it. It was owned by the central government.
