Would have been much more impressive if those ridiculous coastal building regulation norms, height restrictions, MOEF guidelines etc were not there.

never believe wikipedia on skyscraper news

CTBUH has it listed on 2015 for now, which seems more realistic, but still probably only a guess. end dates are always hard to figure out since a lot can happen.

Very wisely said, KillerZavatar.
Deekshith explains this quite well.
At the present construction speed (that's faster than the average construction speed in India but slower than the average speed in some other parts of the world), the completion date should be before the end of 2015.
However, if there are many unforeseen obstacles and delays, completion date could take upto 3 years more.
Let's hope that doesn't happen though.
