must be a glass shortage in Belarus...

are they waiting for presidential elections to be over before putting up the glass? As if there is a fear that glass will be broken in response to the results....more like a Nacht der langen Messer than a Kristallnacht.

ok, I know there's no glass shortage in Belarus per se.

However, I suspect that for this project they want to use high-quality energy-efficient reflective glass that you would expect to see on class-A office space or luxury downtown condos, NOT those cheap steklopakety that you might encounter on the facades of mass-produced multi-family housing on the outskirts, in places like Loshitsa or Kamennaya Gorka.

I'm just searching for a reason for why such a large shell of a building has been put up without any glass going in with the exception of two vertical panels on what appears to be the seventh floor up.

The situation appears to be the same in the other high-rise going up along the Prospekt Pobediteley corridor, the building known as Royal-Plaza. They have 3 vertical glass panels up on the third or fourth floor, judging by the latest photos posted on SSC.

I noticed that this tower and the Linder tower in Saint-Petersburg have almost no glass,yet both buildings are almost topped out.Is this normal construction practice in eastern Europe?
