Because the Kingdom tower has its foundations done and they are working on basement levels.

It was moved to u/c when foundation works began - more precisely when they started drilling for foundation piles.

Thanks for posting the two pictures of the excavation work going on. Those are the kind of pictures I especially like to see. As a native New Yorker, who has seen plenty of foundation excavation and building construction jobs in Manhattan since the 1950s, it's interesting to see how the methods have changed over the years. This (and the excavation work going on across the street) is especially interesting to me, with two jobs going on side-by side.

Not to start a debate on what I consider non-important, as far as I am concerned, this building is under construction. Yes, excavation and foundation work is unglamorous to most people, and remains totally unseen once the superstructure goes up, but the fact is, you simply cannot have a building without a foundation.

When there is currently massive excavation going then it IS under construction. Excavation is the first step to building the foundation. There is no doublespeak about that.

except for the areas around Downtown that have
been reclaimed from the river (Battery Park, most

In a way those who have always been in favor of new twin towers get what they have always wanted.

A tower of almost exactly the same height, although on a different location and different design, in the future these towers might seem connected watching the skyline from a distance.

Yes, but this one will be 110 feet taller and on higher land, so from a distance I think the difference will be very noticeable.
