It probably referred to this YIMBY article from May 2015 with the exact same title.

Yeah. For some reason, it was the first story that popped up when I visited the site, on my phone, so I didn't realize the date, immediately.

I totally agree, this cantilever must be an enormous engineering challenge and is probably the reason why it is still progressing so slow.

Looking at the pictures from ILNY, it seems like, maybe, they are finally proceeding with the construction of the cantilever. The cantilevered platform has been raised a few floors, placing it at the top of the core, stay tuned.
