The basic design was submitted to the NYC DOB with the NB permit application. It is not available on-line yet.

I doubt that this would be anywhere near as massive as to resemble Willis Tower.

It will be a lot taller. Willis is a dated 70s boxy structure.

And that's still debatable considering a pinnacle height 60 feet higher than Taipei 101 as well as over twice as much square footage of space.

See I disagree with you, I love the Sear's tower,, I like it actually better than anything in the U.S. other than 1WTC,, It's just so well MASSIVE

Well I doubt I'm the best person to answer this question, but I do know there have not been any rendering released yet. There was a rendering, but it was rejected. There were also some other things said about how it won't have a spire or anything like that on top. And it will be thin but, sturdy or something like that.

And the excavators are just sitting there - not digging at all.

Makes me wonder if they have everything lined up, like financing. If they did then why are they proceeding so slowly?
