Housing proposed on city-owned Hilltop site
Units planned for low-income and senior tenants

A Westerville developer wants to buy a long-vacant city-owned property on the Hilltop to build a housing complex for senior citizens as well as single-family homes.

The Woda Group LLC plans to ask the city to rezone the 22.5 acres off Wheatland Avenue just north of W. Broad Street.

The company wants to build the project in three phases, said Greg Large, the zoning chairman for the Greater Hilltop Area Commission.

The first phase would be 60 rental units in an L-shaped building toward the back of the property, with construction beginning in 2013, Large said. Forty-two units for senior citizens would be built after that. Plans also call for 33 homes, Large said. Those could be sold or rented, said Tom Simons, a senior vice president of the Woda Group.

The company has an option to buy about 6 acres for the first phase and would develop the $10 m illion project along with the nonprofit group Homes on the Hill, Simons said.

A resident of the first phase could not have income of more than $28,381 a year. That would qualify the project for low-income-housing tax credits and federal money, said Rita Parise, the city’s housing administrator.

Geoff Phillips, who sits on the zoning committee and lives in the Highland West neighborhood near the site, wonders whether people will be able to afford the single-family homes.

“Why are we adding more when we have so many vacant structures on the Hilltop?” Phillips said. “ What I want for the area is mixed-income” housing.

Developers met with the area commission’s zoning committee on Thursday and plan to return on Feb. 2 to address questions about traffic and the site’s cleanup, Large said.

Columbus has long sought to redevelop the property — behind the Columbus West Family Health and Wellness Center — as an anchor for the neighborhood, which is struggling with blight and a decaying commercial strip along W. Broad.

The city spent $1.7 million to buy and clean up the land, which was the site of part of the Central Ohio Psychiatric Hospital until it was razed in 1988. Crews removed contaminated soil, asbestos and other debris.

Other attempts to redevelop the site have failed.

The city and Dominion Homes announced a plan in December 2003 to put 106 homes there. But the builder backed out because of the falling housing market and the cost to clean up the property.

Three doctors who expressed interest in building medical offices there in 2010 also changed their minds.

Leafy Dale Adds New Apartments to Victorian Village

The Wood Companies are already busy with construction on High Street with their apartment building development over top of Northstar Cafe, but that’s not stopping them from already moving on to their next big project: The Leafy Dale.

Constructed in 1895 as a hotel, the Leafy Dale building stands tall at 789 Dennison Avenue, a half-block northwest of Goodale Park. “The building has been vacant for about five years,” says Mark Wood, President of The Wood Companies. “A couple of other developers tried to redevelop it into condos a few years ago and ran out of money before they were able to finish it.”

The Wood Companies stepped in recently to buy the Leafy Dale, and is currently working on construction documents to move forward with building out 26 apartment units for rent.

County delays casino-area zoning plan

The Franklin County commissioners have scrapped a zoning plan for the area around the new Hollywood Casino Columbus because businesses owners voiced their disapproval.

The commissioners voted yesterday to postpone action for a year to give their economic-development team more time to collaborate with property owners near the Westland Mall.

The development team had asked the commissioners to approve the zoning plan in December, but businesses expressed frustrations over how the county’s proposal would jell with zoning in the city of Columbus.

Some land near the $400 million casino is in Columbus, and some is in unincorporated areas of Franklin County.

Columbus passed its zoning overlay — the rules and construction guidelines for development — almost a year ago. Those rules specified a neighborhood business district that would be more like N. High Street in Clintonville than the Morse Road area near Northland.

Some business owners told county commissioners that the city’s zoning will encourage business growth because it provides specific rules and regulations on subjects such as building setbacks.

James Schimmer, the county’s economic-development director, said yesterday that the proposed county zoning is not much different, but he wants more buy-in from property owners before proceeding.

“We still have the market study that we plan to follow, but this is a large area with multiple jurisdictions and different types of owners, so we want to make sure we have what is best for the area,” Schimmer said. “We want to have an agreed-upon plan from everyone because we are talking about development that will happen as long as 20 years down the road.”

A recent market analysis by a Maryland-based consulting firm suggested an open-air shopping plaza at the Westland Mall site that could attract a big-box anchor such as Bass Pro Shop and lead to 2,650 spinoff jobs near the casino. The consultant said the Penn National Gaming casino also would support hotels and restaurants.

The casino, being built at the site of the former Delphi auto-parts plant, is expected to create 2,000 jobs and is supposed to open late this year. Columbus annexed the site from Franklin Township.

“Everyone wants to make this a vibrant area once again,” said auto-dealer Chris Haydocy. “It’s incumbent upon everyone that is invested out here that there is a higher standard. I think it’s a good idea to take a step back to make sure we get buy-in from everyone.”

Haydocy, who leads the Western Vision group that is trying to revitalize the area near the casino, said business owners want a uniform zoning code that addresses proper landscaping, building materials, signage and building regulations. He said everyone wants sidewalks.

“There’s a 1.2-mile section from I-270 down to Wilson Road that doesn’t have sidewalks and absolutely needs it,” he said. “Sidewalks are off the table of discussion. We have to have them in the area.”

Schimmer said he will spend the year devising a plan with business leaders’ input, and he will present it to commissioners in January 2013.

REALLY?!

Considering you (Chadoh25) are about the only person posting on this Columbus development thread - I'd think you'd be thrilled that someone else is finding a few different things and posting them here as well. In my opinion -- "Development" relates to anything that is helping to grow a city. Major sports events that bring people in from all across the country (and from Canada in the case of the NHL) are very important for helping to fill hotels, restaurants and bars. With more of these types of events and conventions, etc. - the demand continues to increase for new restaurants, hotels and other visitor oriented venues.

Columbus has developed an entire area of its downtown around the Nationwide Sports arena. The restaurants and hotels around there do well when more events occur there. More restaurants, bars and businesses make the area more attractive for additional residents. This means more apartments and condos will be built.

Having more big events like the NHL All Star game brings more attention to the city. If the city and its arena look good and exciting on national television -- it could help attract people to visit and maybe even consider the city as a location for a potential business expansion.

Columbus could probably use some more national attention -- and hosting an exciting NHL All Star game might be one way to help do that.

BTW -- Columbus' sister city to the West --- Indianapolis - has been working to attract major sporting events for decades - and has recently received huge amounts of national and international attention for very successfully hosting the most recent Super Bowl. Having tens of thousands of wealthy, influential business leaders from New York and Boston in the city for the past week undoubtedly will lead to some future important new developments for the city. Numerous major convention organizers were brought into town to see what the city is like - and how well it can handle major events of all types. I have no doubt that at least several of these 15,000 - 30,000 person conventions will make positive decisions to hold their events in Indy after seeing how well things went with Super Bowl XLVI.

I think you're being very narrow-minded to think that hosting an NHL All Star game is not an important, development-related event for the city of Columbus.

I think you're being very narrow-minded to think that hosting an NHL All Star game is not an important, development-related event for the city of Columbus.
LOL I'm all for Columbus hosting events. But this is strictly a development thread. AGAIN, if you or he can somehow point to a project that has OR will happen as a result of it, then fine. Be my guest. What annoys me is the fact that he like to post these off topic comment which aren't related to a single project. Like for example, when he post about OSU getting a new head coach. That may be important to football fans, but last I checked, it didn't result in any new developments in or around the University District. I don't want to see this thread hijacked or turned into the "Columbus Sports Thread". And you're right, I AM the one who maintains this thread, and I would greatly apperciate it if we could stay on topic. I don't go into the Toldeo thread to post off topic comments, so I'd apperciate the same.

New property taxes staying to fix Weinland Park
Infrastructure in neighborhood will get benefits

Columbus will set aside new property taxes on developments in the Weinland Park neighborhood to pay for streets and other public improvements there.

The Columbus City Council approved two tax-increment-financing districts last night in an agreement with Wagenbrenner Development, the company that is redeveloping the former Columbus Coated Fabrics site with homes and condominiums.

In the districts, taxes on the increased value of the property will go into a special fund. That fund will reimburse Wagenbrenner for upgrades it makes to public streets, curbs, street lights and other infrastructure.

Councilman Zach M. Klein, who leads the council’s development committee, praised the Weinland Park project. “It’s been a very successful project in the community,” he said.

The city will reimburse Columbus Public Schools for the schools’ share of the property taxes set aside in the districts, City Council President Andrew J. Ginther said after the meeting.

“The policy of the city of Columbus is to make the schools whole,” said Ginther, a former school board member.

Other agencies supported by property taxes, such as Children Services and the zoo, will not be reimbursed.

Wagenbrenner has been before the council regularly recently for its developments in Weinland Park and the Harrison West neighborhood just south of Ohio State University.

Last month, the council approved zoning changes necessary for the company to build 108 apartments in Harrison West. The council also has supported the company’s requests for millions in state grants to clean up the former industrial sites.

In another matter last night, the council approved refinancing up to $253.5 million in city debt.

“With the interest rate levels we have today, I am absolutely convinced we can save millions of dollars,” said city Auditor Hugh J. Dorrian.

Looks like some good infill for Columbus. Can you imagine what this picture would look like if they bury the power lines and get a set of pole mast arm mounted traffic signals? Maybe add some more decorative streetlights to the mix?

Yeah, I wish they would do that too. I know they were thinking about doing that on 3rd Street in German Village, or at the very least, removing old lines that aren't working anymore. Maybe once the area improves alittle more they might do that.

New Hilton hotel to become gallery for central Ohio talent

About 160 paintings, sculptures, photographs and other works — representing a veritable who’s who of central Ohio artists living and deceased — are expected to become a big draw at a new Downtown hotel.

Works are being purchased from artists and galleries for the $140 million Hilton Columbus Downtown, opening in the fall on N. High Street in the Short North arts and entertainment district.

And, in a first for the Hilton chain domestically, all of the 532 guest rooms will feature artwork placed on the ceiling directly above the beds.

“People’s eyes light up when you talk about what’s going to be unique about the property,” said Julia Hansen, the hotel’s director of sales and marketing.
