Russian GP a done deal?



Formula One supremo Bernie Ecclestone has agreed terms with Russia for the country to hold its first grand prix in Winter Olympics host city Sochi in 2014, a report said on Saturday.

Ecclestone told the Kommersant daily that after several rounds of negotiations conditions for the contract have been agreed and they had been given the document.

"The document has still not been signed but when the appropriate person from Russia signs it, I will sign it the next day," Ecclestone told the newspaper.

He said that the annual fee Russia would pay for hosting a grand prix would be comparable with that of around 40 million dollars paid by new hosts Singapore and Abu Dhabi.

The paper said the fee could prove to be the one sticking point given that by the time the country hosts the grand prix in 2014, the price for hosting the event could already be much higher than 40 million dollars.

Officials in the office of Deputy Prime Minister Dmitry Kozak, the government's pointman for the Sochi Winter Olympics, confirmed that he had received the final version of the contract from Ecclestone.

"There is a major compromise in the contract and it could be a practical basis for completing negotiations," an official told the paper without giving further details.

It also remains to be seen whether Russia would build a special circuit for the Grand Prix in Sochi or use existing roads, the paper said.

The 2014 Winter Olympics in the Black Sea city, a hugely prestigious project championed by Prime Minister Vladimir Putin, will be the biggest event to be held in Russia since the collapse of the Soviet Union.

I'm think that Bernie Ecclestone is interesting in this more than Russians because Russia is part of the global market. Back in the 1980s, he dreamed to spent F1 race in the USSR (then Hungary become the first Eastern Bloc state which organized the race). Actually, Sochi don't need in this.

“Snow guaranteed” - Sochi 2014 Organizing Committee president

Officials from the International Olympic Committee have been inspecting Sochi’s preparations to host the 2014 Winter Games.

It’s the forth such visit by the IOC’s coordination commission and its members were impressed by the changes.

“Sochi Olympic preparations are now halfway through, but the progress the city has already made is impressive,” said the head of the IOC delegation, Jean-Claude Killy.

He added that Olympic buildings have already “started shaping”.

Russia’s deputy prime minister Dmitry Kozak, who showed the delegation around, echoed Killy. “107 Olympic buildings are currently under construction,” he said, adding that 50 of them “will be finished by the end of the year.”

The delegation members stressed that environmentally-friendly measures were being taken in the construction of the facilities.

Meanwhile, the President of the Russian Olympic Committee, Aleksandr Zhukov, stated that preparations are now entering a new phase. “Starting from 2011, 74 sporting events, including 29 international ones, will be held in Sochi,” he said.

On Tuesday morning, snow started falling in Krasnaya Polyana, the area where most Olympic events will be held. Making use of this opportunity, the President of Sochi 2014 Organizing Committee, Dmitry Chernyshenko, once again tried to reassure those fearing unsuitable conditions for the Games, saying that “snow is guaranteed.”

Olympics Sochi may not need public funds - Games chief

Russia's Sochi 2014 Winter Olympics may not need help from state funds as sponsorship plans have exceeded expectations, Games chief Dmitiry Chernyshenko said on Monday.

The Black Sea resort has an organising budget of some $2 billion which does not include infrastructure construction and improvement, worth several more billion.

Sponsorship revenues are already over $1.0 billion, making Sochi by far the most successful winter Games organising committee in that respect, and even look likely to surpass Beijing's $1.2 billion domestic sponsorship revenue mark for its much bigger 2008 summer Games.

"It is true we have exceeded our (sponsorship) plans but we have now established new plans," Chernyshenko told Reuters a day before the start of an International Olympic Committee (IOC) coordination commission visit to monitor progress.

"We want to run the Games without attracting public funds or government money," he said, days after organisers signed up Russian insurance company OSAO Ingosstrakh as their latest partner.

Sochi will also have revenues from tickets, the licensing plan and broadcasting rights.

Chernyshenko said more sponsorship deals were expected.

"There are some more contracts in the pipeline and we will have news on that soon. The licensing programme has started and we recently signed the contract for the post, stamps and coins."

Chernyshenko, a Sochi native who also led the successful bid, said construction was not a concern, despite the need to built almost all venues from scratch.

"From the construction perspective the coordination commission will visit the Olympic park and see the growing number of venues," he said.

Construction in Sochi, which has been named Europe's biggest building site, has been a matter of concern for some time with the IOC urging organisers to stick to the timetable.

Chernyshenko said all venues would be completed by 2013 as planned and several, including the ice hockey stadium, were ahead of schedule.

International Ski Federation (FIS) chief Gian Franco Kasper warned last week of possible "white elephants", saying Sochi had to make sure there was a use for all the venues after the Games.

Chernyshenko said Sochi was bidding to become a regional winter sports hub, investing far more than needed to just host the Olympics.

The biggest challenge for organisers lay in having the right personnel in place for such a big event, he said.

"The major challenge is the people. We have to understand we are creating a new city with extended infrastructure and the proper workforce to maintain and operate. It is not only the competitions but also the hotels and so on."

Organisers were ready to incorporate any new disciplines the IOC might introduce in Sochi.

Women's ski jumping has long been battling for inclusion in the Games programme. It was rejected by the IOC for the Vancouver 2010 Games but will be reconsidered at the body's meeting in Acapulco from Oct. 24.

"It is up to the IOC to decide on the sports programme. But generally we are fully supporting the idea of welcoming any new (discipline) recognised by the international federations," Chernyshenko said.

Formula One to Sign Agreement for Russian Grand Prix to Start in 2014

Formula One chief Bernie Ecclestone plans to sign an agreement today for Russia to host a Grand Prix from 2014 to 2020, in a ceremony that may be attended by Prime Minister Vladimir Putin.

The talks on the proposed contract were held at the Black Sea resort of Sochi yesterday, the government’s press service said. Russia plans to build a racetrack in Sochi, host city of the 2014 Winter Olympics, according to the proposed contract, which allows the arrangement to be extended for five years.

Ecclestone said in April that he aimed to bring the motor- racing series to Russia by 2012. Formula One currently has 19 races, with more countries vying for a spot on the series. Staging a Grand Prix puts race hosts “on the map,” Ecclestone said in a Bloomberg TV interview in March.

Putin is trying to polish Russia’s image and boost its prestige abroad by attracting major sporting events such as the Olympics and Formula One. He has also spearheaded a bid to host the 2018 soccer World Cup.

Putin agreed to sponsor Formula One’s first Russian driver, Vitaly Petrov, who drives for the Renault SA team. In a March 1 meeting with Renault Chief Executive Officer Carlos Ghosn, Putin said the French carmaker’s “symbolic step” in hiring a Russian driver would stimulate its cooperation with Russian companies.

Renault owns a 25 percent stake in OAO AvtoVAZ, Russia’s largest carmaker. Christian Esteve, head of Renault’s Avtoframos factory in Moscow, said on Aug. 25 that Russia is a priority market for the carmaker. Renault, Nissan and AvtoVAZ plan to control 40 percent of the Russian market by 2015, he said.

Yearly Fee

Ecclestone told Kommersant last week that Russia will pay a yearly fee of about $40 million for the right to hold a Grand Prix race. Building a racetrack may cost Russia as much as $200 million, the Moscow-based newspaper said.

Construction of facilities for the 2014 Olympics should cost 185 billion rubles ($6.1 billion), according to Deputy Prime Minister Dmitry Kozak’s office. Forty percent of construction for the games will be completed on schedule this year, RIA Novosti reported yesterday, citing Taimuraz Bolloyev, head of Olimpstroi, the state corporation in charge of preparations.

Sochi 2014 Olympics 'on schedule'

Planning for the 2014 Winter Olympics in Sochi is on schedule, according to the International Olympic Committee.

The IOC's co-ordination commission concluded a three-day trip to the Russian city on Thursday.

Commission chairman Jean-Claude Killy said: "We have been impressed by the quality of the work that Sochi 2014 and its partners have presented to us.

"Sochi 2014 is delivering on its promises to the athletes, and preparations remain on track."

Members of the commission visited the sites of several Games venues - including the Olympics Stadium - as well as meeting with Russian prime minister Vladimir Putin to discuss the progress.

Former Olympic ski champion Killy added: "As they reach the halfway point in their preparations, we can see the progress that is being made.

"Sporting venues are rising from the ground, new sections of road are being used by the public, and environmental initiatives are being undertaken."

The Frenchman said, though, that "a number of areas require careful monitoring" as work continues.

"Here we are talking about construction, workforce recruitment and training, and the co-ordination of Games operations," he said.

"Each of these areas is key for any Games, and Sochi 2014 is no exception. But the organisers have underlined to us that they know that they must pay close attention to these areas, and I am sure that they will not let us down."

The co-ordination commission will pay another visit to Sochi in March.
