THE bright blue and yellow Stork Hotel on the south-east corner of Elizabeth and Therry streets will make way for a 61-level, 452-unit apartment project if a recent application lodged with the Melbourne City Council is approved.

Brady Property Group is proposing to build the apartment tower on the site adjacent to the Queen Victoria Market car park. The hotel, which is reported to be more than 150 years old, was bought by Brady after a hotly contested auction last year.

Brady paid $11.8 million for the 1030-square metre site, against a reserve of $6.5 million.

Nearby, rival builder Grocon is proposing a major residential-based redevelopment of the former Carlton & United Brewery site on the corner of Swanston and Victoria streets. Grocon bought the 1.6-hectare site from RMIT University in 2006 for $39 million.

The 67-storey development planned for the old Stork Hotel site in Melbourne’s CBD that gained planning permission earlier this week will front a slatted façade that will act as an optical illusion, the developer has said.

The veil-like façade will hide the building from certain angles and change with the differing lights of day, the Brady Property Group’s Darren Rogers said.

“It’s unusual and it can’t quite be appreciated by looking at the rendering,” Rogers told Architecture & Design. “It will look different from different angles and the slatted veil façade will reveal itself to you as you walk up the street.”

The 471-apartment slender tower designed by Peddle Throp Architects will be built on the site of the 150-year-old Stork Hotel that has been approved for demolition.

The tall, slim tower was a reaction to the 1970s city projects where developers bought half a block and built “a monstrosity that would take three days to walk around”, Rogers said. Small blocks of land are also much easier to come by, he said.

Construction could start as early as mid 2010 on the project which, at a predicted end value of $300 million, will be the Brady Property Group’s largest so far.

City planning activist Maureen Capp, of Residents Rights, said city sites were being overdeveloped, leaving an ''ugly legacy for future generations''.

''The city is just being decimated of all its lovely old buildings and history,'' she said.

Developer Tony Brady surprised the industry by paying $11.8 million for the Stork site at auction in May last year, against a reserve of $6.5 million. He yesterday said construction on the latest project would be given high priority.

''With our current … projects on schedule, we would be looking to start our next construction as soon as mid-2010," he said. The project's end value of $300 million makes it Mr Brady's largest so far.

Ms Capp said the State Government's justification of approving large projects for the sake of construction jobs was questionable. ''The economy is ticking along very nicely and we don't need this stimulation for developers.''

The Department of Planning rather than Melbourne City Council has authority to grant permits for any building over 25,000 square metres in the CBD.

The council has said it wanted to strengthen planning controls to protect the city against towers being approved by Planning Minister Justin Madden's department and the state's planning tribunal.

The council said there had been an increase in applications for oversized buildings on small, narrow sites of about 200 square metres, several of which have been approved recently by the Victorian Civil and Administrative Tribunal or the Department of Planning and Community Development.

A report from council officers says the CBD's small streets and lanes, ''emblematic of the best of the Melbourne urban character'', are being damaged by decisions of the department and tribunal.

''The scale, grain and character of these valued city precincts is being undermined by a growing number of development proposals out of scale with these settings,'' the report says.



Height increase maybe? I guess it's taller than 211m now?
Unfortunatly, construction won't start on this until Brady, the developers, finish their other building called Melbourne Star. They expect that to be done by 2012
