This is incorrect information. The Tower's height is 140 m (42 fl) and it would be completed in Q4 2012 - Q1 2013.

This year the tallest in Saint Petersburg office building – the 140-meter Leader Tower will be completed in the Constitution Square. The ambitions of its owners are not only expressed in the height and engineering parameters, but also in the declared rental rates, more characteristic of prime-location business centers.

The erection of a reinforced concrete framework and floor slabs has been completed and at the present time the glazing of the office tower facades has commenced. Denis Kirillov, Managing Partner of MC Lider Inc and project manager, said in his interview for CRE North-West that his company plans the completion of fit-out and handover of the building to tenants in late 2012.

A safe bet

The office high-rise is being raised in Moskovsky district’s Constitution Square formed at the intersection of Leninsky prospekt and Krasnoputilovskaya Street. Another major road adjoining the square is Novoizmailovsky prospekt. Numerous routes of public and commercial transport run over these arteries and the nearest metro stop Moskovskaya is within a 10-minute walk from the office center.

Exits to Moskovsky prospekt and Pulkovo Highway lie at a distance of less than 1 km. It takes 10-20 minutes to get from here to the historical center, terminals of Pulkovo Airport and exits from the Ring Motorway. Yet a number of experts do not see only pros in developed transport infrastructure. “This spot is always noted for rather high traffic and during the entire workday traffic over Leninsky and Moskovsky prospekts is congested,” affirms Vasily Dovbnya, Deputy Director of Consulting and Appraisal Department Colliers International SPb. “I am passing this spot on the way to my office and I assure you that there are no transport problems any more. Our analysts simply ignore the interchanges providing access to the Ring Motorway, which eased the traffic in the square,” fences Mr Kirillov.

Be that as it may, the Constitution Square today is a new business area in the making, where both high-end business centers (Leader, the building of Lenenergo Plc and others) and plainer office properties (Energia, a former SRI building) are represented. Pyramid BC has been put into operation and Setl City will start its own office project. After the delivery of Leader Tower, leasable office space in the given location will reach 180,000 sq m. In parallel another business cluster of Moskovsky district is being formed on Pulkovo Highway and at the airport’s international terminal. Here such business centers as Aeroplaza, Technopolis and Pulkovo Sky have actually been built, commissioned and filled with tenants. Two office buildings of MFC Airportcity have been completed and a brokerage campaign is under way. More than 100,000 sq m of office space is also concentrated in this area.

Head of office real estate department at ASTERA allied with BNP Paribas Real Estate, Alexandra Smirnova, points out that Moskovsky district is in high demand, “And though the business centers that have opened near Pulkovo during the recent 2-3 years partly met it, the district is short of office premises located near the metro stops.” “Newly built quality business centers in Moskovsky district may offer the market what it lacks – namely, small office units from 100 to 250 sq m and larger office blocks from 1,000 sq m. Such offer is simply lacking in the downtown,” adds Deputy General Director of Maris|CBRE, Nadezhda Ermishina. “Today Leader Tower is the tallest building among those that are now at the stage of construction, catching the eyes of tenants seeking representative offices (e.g. energy companies). Thanks to the planned level of infrastructure and fit-out, the given center needs to be considered in the context of demand for Class A offices throughout the city,” states Business Development Director at Jones Lang LaSalle SPb, Sergey Fedorov.

What is inside?

The 38-storey skyscraper now under construction will be squeezed between two office seven-storey buildings. One of them houses the head office of Lenenergo Plc while another – a business center owned by Pyramid Co. Chief architect of Leader Tower Alexander Ageev recalls that it took roughly 1.5 years to have such a complicated structure approved. The tower centers on a rigidity nucleus accommodating elevator shafts and all vertical communications. Special safety requirements were laid too. For example, isolate rooms without windows are designed in the center of each floor for the evacuation of employees in case of fire. These rooms will be equipped with a self-contained system of water and air supply. In a usual mode these premises will reportedly be used as rooms for talks. The building is divided into three vertical fire sections separated by technical floors (cellar, floors 13, 26 and 38). Two smoke-free stairwells are also fashioned. The tower will be serviced by eight high-speed elevators with loading capacity of 1 metric ton each.

Leader Tower has a rectangular shape (24 x 42 meters) in the plan with slightly orbed sides of the front and rear facades. The standard floor has the height of 3.3 m, first floor – 4.5 m and the basement floor – 3.6 m. The regular column grid is 6 x 6 meters.

Entrance and public zones will be accommodated on the first floor; cafes will occupy the second and third floors, while all floors above will house office premises. Standard floors will be divided into four office blocks, 200 sq m each. There is an opportunity for the open floor layout inside the blocks – it will be possible to plan an en-suite public bathroom and a small cafeteria in each of them.

A multilevel parking garage for 340 automobiles that will be linked with the tower by means of a special gallery will also be set up near the office building. A panoramic restaurant with a glazed roof is designed on the upper floor. Visually this floor will be split in two: one part will overlook the city and Constitution Square while another will face the Pulkovo Hills. Here it will be possible to accommodate two halls for visitors (376 and 321 sq m), kitchens, a cloakroom and utility rooms. A helipad will be fashioned on the rooftop. The building’s public spaces will reportedly be lined with natural stone. “We are holding negotiations with well-known Italian and Spanish designers – some of the public interiors were developed by the Spanish group PORCELANOSA Grupo in partnership with NOVUS,” remarks Denis Kirillov.

What is on the outside?

Meanwhile the project stakeholders take special pride in the Leader Tower facades. Toned mirror-like hardened glass set up on the outside of cassette glass packs is used as the main walling and finishing material. In their turn, the glass packs are fastened to the guides fixed on the monolithic floor slabs. LED tubes will be mounted into the sashes to provide the building’s illumination on the principles of so-called light architecture. “Spacing between such sashes is 1 meter – the most optimal distance between LED lights allowing the transmission of high-quality images in keeping with the German company’s technology…,” illumines Mr Kirillov. In his words, such technologies are for the first time used in Russia: “The first experience in using this technology has been gained in Moscow, but we’ll have a more advanced version. It will be possible to show anything on such a facade – from the Russian flag to advertising.” Originally, it was also planned to set up a 25x10-meter high resolution screen (800 pixels/inch) in the lower part of the main facade overlooking Leninsky prospekt. Such a structure made of metal cells is special in that it does not rid the tenants of daylight illumination."

The project owners decided to give up on the LEED certification of Leader Tower. “Such procedures are too costly, albeit good for project promotion on the market and for building its image. However, tenants are little interested in any particular certificate. Much more important is to get a quality project at an adequate price,” explains Kirillov. This does not mean, however, that the property won’t meet all the standards recommended in “green” development. In particular the use of the above-described facade will enable the reduction of heat loss in winter and the inflow of heat in summer roughly by 30%. In addition, the BMS (building management) system will reportedly be introduced to streamline the facility management processes. “With this purpose in mind, I secured the permission to visit Torre Caja Madrid Tower and Eurostars Madrid Tower during the year. Our expert team studied the experience in the management of the given buildings during 5 days. We were greatly helped by Fosters & Partner. It is impossible to learn this from our national experts, since I am not aware of a single successful implementation of BMS in this country,” he resumes.

Up market

While the construction costs, according to various media, were estimated at the level of 2.5–3.0 billion rubles, Mr Kirillov is not sure what the ultimate amount of investments can be. “When you exceed the 20-storey mark the cost of works increases dramatically. It is hard now to guess the exact cost, especially because not all engineering solutions have been finalized,” he notes adding that the holding company has so far been using its equity capital. Yet Kirillov mentions the exact cost of office space lease – 2,300 rubles/sqm/month – and he is confident that all office units will be filled at a minimum discount. “Large national and regional companies engaged in natural resources have already declared their interest in the project and we’ve already arrived at a prelease agreement of half of the entire space with one of the state companies.” Kirillov’s optimism is based on several factors. First of all, he intends to wean off a part of demand for high-end office space in the city core. “The value of the Gold Triangle will soon fade away. The reasons are transportation collapse, the lack of parking space, low quality of engineering outfit in the renovated buildings etc. In all of the world capitals business clusters are removed beyond the downtown and in St. Petersburg one such cluster will be formed in the Constitution square,” he is convinced.

Secondly, the success of Leader Tower can be seen from the dynamics of rental rates and the demand for office space in the Constitution square. “The occupancy of LEADER BC is 100% with the level of base rent averaging 850-900 rubles/sqm/month less utility charges. Some of the companies who had paid up to 1,200 rubles/sqm for quality office space with fit-out prior to the crisis still pay similar rents. There is limited rotation and a waiting list also exists,” he says. Nearby office facilities do not face any problems with occupancy either. One of the office buildings was fully leased by Lenenergo back at the stage of construction and two anchor tenants have already been found for the Pyramid BC that has recently been commissioned. “Almost everything is in demand in the Constitution square – even low-quality premises. Some tenants of the C-class business center Energia are ready to stump up 900 rubles/sqm/month.”

“The rental rate declared by the owners of Leader Tower is 1.5 times higher than the market average, but given the unique characteristics of this property and the time of its delivery, a significant premium above the average market rent can be justified,” cautiously estimates Mr Fedorov. Alexandra Smirnova doubts that it will be possible to fill the property at the announced rates, because the business center does not boast a premium location. What is more, in her opinion, the capacity of parking in the future business center will be insufficient to satisfy the requirements of all tenants. “A company willing to pay this rent will expect more than one car space per 200 sqm of rented space,” Smirnova resumes. Mr Dovbnya also thinks 2,300 rubles per sqm too high: “I perceive it as a sort of market testing.” Testing is going on.
