The Bangalore-BIAL ITIR is a 50 km2 (12,000 acres) IT Investment Region that is under development 15 km North of Bengaluru International Airport. It has received final State cabinet approval on January 28th, 2010 and Central approval on June 5th, 2010. It will be situated at the Nandi foothills between Chikballapur and Doddaballapur in the Muddenahalli/ Kanivenarayanapura area. The Karnataka government has set up an empowered committee headed by Chief Minister B. S. Yeddyurappa and IT/BT minister Katta Subramanya Naidu to guide the development of the region.

The ITIR is one of the largest infrastructure projects in Karnataka's history. Total cost is expected to be one lakh crore rupees ($22 Billion). The initiative will provide direct employment to 1.2 million people and indirect employment to 2.8 million. Development will involve a Centre-State partnership in conjunction with private partners. Basic infrastructure such as road, rail and telecommunication links will be provided by the Centre. The State governments will provide physical infrastructure and utilities, including power, water, sewerage and effluent treatment facilities. The Karnataka State Electronics Development Corporation (KEONICS) has recently issued Expression of Interest (EOI) for developing the region. Over 55 multinational IT companies including Infosys, Wipro, TCS, and Cognizant have signed signaled an interest in joining and have signed MOUs. The first phase of ITIR spread over 2,500 acre will be completed in by 2012, while the second and third phases will be built over the next five to ten years.

The State government has started the process of land acquisition from farmers and is paying 56 lakhs per acre and providing 7,000 square feet of developed land per acre to farmers.

BANGALORE, JUN 1: Even as the B S Yeddyurappa regime is leaving no stone unturned to mop us an unprecedented Rs 4 lakh crore investiment proposals at the Global Investors’ Meet being held in the city on June 3 and 4, Karnataka is planning to set up an Information Technology Region (ITIR) with the support of Centre at an estimated cost of Rs 2 lakh crore.

The ITIR, an integrated IT city with all physical and social infrastructure, is proposed to be set up near Devanahalli in the vicinity of the Bangalore International Airport Ltd (BIAL) on a 10,000 acre plot in a phased programme.

The first phase of the ITIR would come up on 2,200 acres involving investment of Rs 40,000 crore in another 3-4 years. The second phase would involve investment of Rs 1,60,000 crore and would be implemented in the 10-15 years.

Giving this information at a news conference, Karnataka’s IT/BT and Information Technology Minister Katta Subramanya Naidu said 55 companies have evinced interest in setting up operations in the ITIR. Many developers have come forward to establish IT parks.

ITIR would be governed by a management board and the state empowered committee headed by Chief Minister B S Yeddyurappa, which would take decision on all matters of the project, the minister said.

“We hope to get over Rs 2 lakh crore investment having potential of creating over three million jobs,” Naidu said.

Several major IT companies have evinced interest to set up their companies. KEONICS is the nodal agency for the ITIR and the US based Deloitte had prepared the detailed project report, which has been submitted to the Centre along with the project proposal.

The State Government has also conducted a feasibility study on the project and has prepared a draft legislation to set up the ITIR, which has been submitted to the Centre for its suggestions.

A Bill on the proposed ITIR would come up in the monsoon session of the State legislature meeting later this month, he said.

The Centre would support the State government in creating infrastructure facilities such as metro rail links, rail connection and roads. The centre and state governments would share the infrastructure cost on 50:50 basis.

A mini airport, educational excellence centre and other facilities would also be provided at the ITIR. To address the water problem, an understanding would be reached with the Bangalore Water Supply and Sewerage Board, Ashok Manoli, principal secretary, IT/BT, said.

Naidu said the land acquisition process would be completed in a few weeks and the work on the ITIR would commence once the Centre gave its formal approval.

BANGALORE: The Union government has given an in-principle clearance to Asia’s biggest IT investment region (ITIR), which will come up near the Bengaluru International Airport.

Announcing this to the media on Tuesday, CM B S Yeddyurappa said the Centre gave clearance to the proposed ITIR that envisages to attract a whopping investment of over Rs 2 lakh crore and create over 3 million jobs, directly and indirectly.

Principal Secretary, Large and Medium Scale Industries, V P Baligar said KEONICS had deposited Rs 20 crore with the Karnataka Industrial Area Development Board (KIADB) to start the land acquisition process.

The ITIR, an integrated IT hub, will have world class facilities, including a mini-airport, and will come up in two phases in about 12,000 acres between Chikkaballapur and Doddaballapur.

BANGALORE: As many as 55 companies have proposed to invest over Rs 12,353 crore in Karnataka, India's knowledge hub and a favourite destination of IT and biotechnology (BT) sectors.

"We have received investment proposals worth Rs 11,000 crore from IT firms and Rs 1,353 crore from biotech firms. Among them are Infosys, Wirpo, TCS and Tata Elxsi," state IT and BT minister K Subramanya Naidu told reporters here on Tuesday.

The IT bellwethers, which are already present in the state, are expanding their operations with additional software development centres in this tech hub.

The state government will enter into memoranda of understanding with 55 IT and BT firms at the Global Investors Meet (GIM 2010) June 3 to set up operations in the proposed Information Technology Investment Region (ITIR) at Devanahalli near the Bangalore international airport.

"Many developers have come forward to set up IT parks in the ITIR, which will be 2,200 acres in the first phase. We hope to create three million direct and indirect jobs in the region in two phases," Naidu said.

The state government will constitute a management board to govern the ITIR and the state empowered committee under the chairmanship of the chief minister will be the apex body on all matters related to the ambitious project.

The project report on ITIR, prepared by global consulting firm Deloitte, is awaiting approval from the central government.

"The region will have an integrated township with modern amenities, especially road and metro rail connectivity to ferry people faster between the city and Devanahalli, about 35-40 km away," Naidu said.

The project is expected to attract an investment of Rs2 lakh-crore, information technology and bio-technology (IT&BT) minister Katta Subramanya Naidu said on Tuesday, adding that it would have an employment potential of over three million.

“The ITIR will come up on a geographical area of about 40 square kilometers, and will spread across 10,000 acres. Over 57 IT companies, including Infosys and Wipro, have evinced interest in setting up operations in the region. The ITIR will be an integrated IT city with excellent physical and social infrastructure,” the minister said.

The ITIR will be governed by a management board. There will also be an apex body to take decisions on all matters related to the project.

It will have representatives of both the central and the state governments, and a management board.

“We have already identified about 10,000 acres for the project and a preliminary notification has also been issued in respect of 2,100 acres,” Naidu said, adding that the project would kickstart in a month’s time.

Apart from the road and rail connectivity, a mini airport will also be constructed near the ITIR. “Infrastructure will be developed with assistance from the Centre. The state government is planning to invest Rs40,000 crore in the first phase, and Rs1,40,000 crore in the second phase of the project,” IT&BT secretary Ashok Kumar Manoli said.

ITIR is expected to be spread over 10,000 acres,and could do for north Bangalore what Whitefield did for east Bangalore and Electronics City for south Bangalore.IT/BT minister Katta Subramanya Naidu said the government expects to acquire around 2,200 acres in the next 15 days.ITIR has received inprinciple approval from the Centre,and will be an integrated township comprising of commercial and residential properties.The government has already drafted a separate bill for ITIR and is expected to passed this during the next assembly session.
Naidu said an investment of about Rs 12,353 crore is expected to flow into Karnataka from IT and biotechnology sectors in the next three years.He said the government will be entering into a memorandum of understanding (MoU) with various companies in IT/BT sectors during the Global Investors Meet.
Infosys Technologies,Wipro Technologies,Tata Elxsi and L&T are among the major companies with whom the state government will be signing MoUs.

Commitments to the tune of Rs45,500 crore was made at a session on the IT sector at the GIM.
Ashok Kumar Manoli, principal secretary, department of IT, BT, Science and Technology, said that the Centre had approved the ITIR (information Technology Investment Region) near the Bengaluru International Airport in Devanahali.
“ITIR will be an integrated township with walk to work facilities and will be only 12km from the airport,” he said, while calling the project a “magnet of attraction”.
Minister for IT & BT Katta Subramanya Naidu assured improved infrastructure in the city. Addressing the session, he revealed his dream: “Bangalore should be able to capture one fifth of all IT-related work globally in a few years.”
The new world was the theme of the many speakers. Delivering the keynote, Kris S Gopalakrishnan, CEO and managing director of Infosys Technologies, said Bangalore needed to be part of a new world of computing – pervasive computing (a system where almost every device has computational capabilities).
Harsh Manglik, chairman and geography managing director for Accenture India, and chairman of Nasscom termed Bangalore as a talent magnet. He said that there were about 2,000 technology-related companies in the city.
Infosys would investment Rs 710crore in the ITIR, creating 12,000 jobs, while Manyata Developers Limited would build service apartments and an IT&BT Park with an investment of Rs1,880 crore. The park was likely to generate more than a lakh jobs.Other companies which signed MoUs on Friday included Wipro (Rs477crore), Larsen & Toubro (Rs650 crore) and Chandra Developers Pvt Ltd (Rs459.98crore).

Govt to take up 21 Bills including one to set up IT investment region
Legislature session begins on June 28
Bangalore, June 26, DHNS:

A bill to set up an Information Technology Investment Region (ITIR) near Devanahalli on 10,000 acres are among the several bills that state government plans to introduce and take up for discussion during the month long session of the state legislature commencing from June 28.

According to sources in the secretariat as many as 21 bills including nine pending bills will be taken up during the session.

The ITIR Bill will provide statutory sanction for setting up the investment region spread across 10,000 acres in and around Devanahalli. In the first phase, an integrated information technology (IT) city with physical and social infrastructure will come up on 2,200 acres involving an investment of Rs 40,000 crore in two years.

The Karnataka State Higher Education Council Bill, to provide statutory status to a 41- member panel to advice the state government on the introduction of reforms, new guidelines and activities in the field of higher education, will also be introduced during the monsoon session of the legislature, the sources added.

The bill was passed without debate amid pandemonium due to the stand-off between the ruling Bharatiya Janata Party (BJP) and the opposition Congress and Janata Dal-Secular (JD-S) who are demanding a Central Bureau of Investigation (CBI) probe into illegal mining activities in the state.

Competing southern states like Andhra Pradesh and Tamil Nadu also propose to set up such hi-tech regions for attracting global investments and create millions of jobs.

To be spread over 10,000 acres in two-three phases near the Bangalore international airport at Devanahalli, about 40 km from the city centre, the investment region will be developed with the private sector playing a large role in its infrastructure development.

"Top three Indian IT bellwethers - TCS, Infosys Technologies Ltd and Wipro - are among 55 IT firms which have shown interest in setting up their software development centres in the region. Notification to acquire 2,080 acres has been issued," Naidu said.

According to state IT & BT principal secretary A. K. Manoli, a management board will govern the region and the state empowered committee under the chairmanship of the chief minister will act as an apex body on all project-related issues.

"The central government has adopted a policy resolution May 28, 2008 to set up ITIRs across the country to promote investment in IT, ITeS and electronic hardware manufacturing units, which will be economic growth engines," Manoli said.

When developed, companies in the region will avail similar tax benefits applicable to the special export zones (SEZs). Though global consulting firm Deloitte prepared the project report for the region, it is awaiting central government approval.

Yes they would when the travel time is just 25 mins. b/w BAIL is not 50km from Bangalore its 35km. And this is a mixed type of construction where there will be lot of residential apartments

Yeshwantpur - Chickballapur train line passes thru the ITIR. If the authorities had half a brain they would get commuter rail service for Bangalore started. It may take you 30 mins from yeswantpur and byappanahalli. If you want to come from MG road there is the HSRL expected to be extended to ITIT, which will burn a hole in your pockets, but will reach you to ITIR in 30 mins. Forget about going to work in ITIR by road.

Exploiting "other side of airport" like Gurgao maynot materialise here as airport is already far from city. Here airport is 30km far while delhi airport 15km from center and and gurgao further 15km away from airport.

well like it or not Devanahalli is the New Bangalore ,no investor is interested in other parts of Bangalore .90% of projects approved in GIM for Bangalore region was in Devanahalli. Well people had asked same questions when E-city and ITPL were formed if u remember

I know few married couple where husband and wife who work in whitefield and e-city respectively, but how can they manage if it is e-city and itir???? I think bangalore will lose its edge where all the IT talent pool available in east bangalore

Half of Engineering Colleges are in north bangalore ,40% of city's IT workforce originate from north and west Bangalore even they are traveling now ,ITIR will have residences ,Malls ,5-Hotels &mini airport, To sum it up ITIR will be modern heaven.well if husband and wife work in diametrically opposite directions .It is the case with US also where couples meet only on weekends if they are working in different regions

I guess i support the cause of ITIR. I guess companies should start moving out of scattered places and get into something like an ITIR these setups dramatically change the way things have been working all these days- say it bengaluru or any other city.
Well planned roads/drainage will do wonders to the image of Bengaluru.
