I don't have other detail about this building. I find it fortuitously in flickr.com.
But it's common to see this type of building in Thailand, especially the old shop houses and government offices, when they built around 60s-80s.

Most people hate this structure, and there are discussions of tearing it down. I like it though.

I think I've noticed it near Brooklyn Bridge? I don't know if that's brutalism, but I like it. I get a real sixties/seventies-feeling about it.
