That is one of the reasons why I think people hate Brutalism, and perhaps quite a lot of other modern architecture as well. There is an assumption that concrete is an easy-pour no maintenance product. In fact there is a lot of work to make concrete come out right and a lot of work to keep it looking fresh and new.

Definitely the lack of maintenance has a big part of the negative impression of brutalism. Also, the lack of awareness of the architectural values of modernism and brutalism. True modernist and brutalist buildings gain their beauty from their overall use of form, lines and space, instead of the superficial detailing/sculptures that make pre-modern buildings seem 'nicer.'

Of course, when that clean modern beauty is damaged, either through messy rotting windows, grime, or grafitti, the buildings look bad, and it seems quite a lot of mid-century buildings have this issue.
Also I think most such buildings haven't yet crossed the age line from "outdated" (20-50 years) to 'historic' (50+ years) which could lead to further hate.

I think the name also gives a really bad vibe. If instead of 'brutalist' the style was called something more artsy, like 'brut moderne,' I think the impressions of the style would have changed.

It uses 'beton brut' (pure architectural concrete) strong lines and forms, so I would say yes. Though obviously it's a more modernized version.

I would say late 60s - early 70s judging by the abstract shape and the materials. Too bad they scarred the building by covering up the gaps.

Edit: 1968, apparently. I wish there were some photos of the rest of this complex.
