HYDERABAD: For commuters between Hi-Tec City and Kukatpally, the long wait for a smooth access seems to be finally over and a solution taking shape. After much delay, the Road over Bridge (RoB) at Spinal Road has moved into the last lap of completion.

Formal approval: Formal approval for designs for the portion of the RoB that flies over the railway tracks near Hi-Tec City MMTS station had been obtained from the railways and the works in this stretch would be taken up soon.

The actual work on the 910 metre long and 21.5 metre wide RoB with four-lane divided carriageway was taken up at a cost of Rs.24.38 crore by the Hyderabad Metropolitan Development Authority (HMDA) more than three years ago.

Delayed due to various factors, the work on the stretch except for the railway portion had reached near completion.

According to the officials, only three slabs apart from the work related to the project that flies over the tracks was remaining.

Certain revisions from the initial plans were sought by the railways and it took time in getting these aspects cleared.

“We have got the nod and are in the process of initiating the required work,” the official said.

The foundation designs were already approved and the exercise on four pier foundations was being worked out.

For the superstructure design, preliminary clearance in the form of concept design too had been cleared and a detailed design with working drawings was under scrutiny for final approval.

The Road over Bridge was conceived to cater the high volumes of traffic that has started flowing between Madhapur and Kukatpally after the coming of the spinal road.

The traffic on this stretch gets blocked at a small vent below the tracks near the MMTS station leading to long traffic snarls.

110 piers: A total of 110 piers were planned for the Road over Bridge of which nearly 30 needed to be set up in the railway portion.

Decks cleared for Mettuguda road expansion

The Greater Hyderabad Municipal Corporation (GHMC) will take up widening of the road by demolishing five railway buildings, which have become major bottlenecks, in a week's time. The South Central Railway (SCR) has also agreed to hand over five structures to the corporation for widening the stretch.

The SCR would also hand over its buildings__quarter no 874, Old Accounts Section, SCRES Stage and Offices, S&T Canteen, Cloth Cutting Factory and Sangeet Junction building no 604 and quarter no 357/8__to the Corporation.

The final order on structural compensation has been passed by the AP High Court last week and it asked the GHMC to pay Rs 1.95 crore compensation to the SCR.

Earlier in October, 2010, the committee, appointed by the High Court and comprising former Supreme Court judge M Jagannadha Rao as its chairman to negotiate between the GHMC and Railways, has decided the structural compensation of Rs 1.95 crore to be paid and that was approved by the High Court now.

"With this, the structural compensation issue has been sorted out. The land compensation is likely to be sorted out this week as the committee is sitting on March 12 and 13," a senior official of the municipal administration and urban development (MA&UD) department told TOI.

The GHMC and the SCR have been at loggerheads over land acquisition, especially after the civic body bulldozed compound walls of the latter's properties in 2008. The Railways would lose about 52,938 square metres of land on the 1.5 km stretch between Sangeet junction and Mettuguda for road expansion to 150 feet. The railway authorities have till now handed over 34,056 sq metres land to the municipal corporation for laying road and the remaining, 18,881 sq metres, land has not been handed over as there are about 50 buildings, including small structures.

After detailed estimates on structural compensation for all buildings, the GHMC arrived at Rs 1.95 crore compensation, but the SCR had demanded about Rs 2.5 crore.

With regard to land compensation, the GHMC has recommended to the state government to allot alternate land for passenger and freight terminals to the railways in lieu of land it was losing for road widening. The committee might decide the land compensation (rate per sq yard) during its next sitting.

Not just for metro, but for road traffic also it's important that the road be widened ... stupid railways don't act in public interest even though it's an public service organization

HYDERABAD: Kandikal Gate Road over Bridge (RoB) may finally see light of the day. More than three years after the project suffered delays for various reasons, including the design change, tenders are likely to be finalised soon.

The Rs.27-crore project, which will connect Chandrayanagutta to the old city, has seen a design change.

From an initially proposed two-lane flyover, it has become a four-lane flyover considering the increasing traffic flow on the stretch after the international airport was opened at Shamshabad.

Cost estimates too have increased by another Rs.6 crore from the initially considered figure of Rs. 23.5 crore. The South Central Railway (SCR)'s share will be about Rs. 5 to Rs. 6 crore as it will be taking up the RoB stretch flying over the railway line.

GHMC Engineer-in-Chief P. Panduranga Rao said that a revised survey was ordered following the surge in traffic flow and it was recommended that a four-lane RoB would be a better option.

He said drawings for the new design were approved by the SCR and cost estimates had been sent to the Railway Board for final approval.

The Municipal Corporation will be handling the approach roads leading towards the railway crossing as well as land acquisition en route. There are about 100 properties lying on both ends and the Town Planning department is doing the job of issuing notices and preparing cheques for structural compensation.

Despite the Majlis Party pressing for quick clearance of the project, the work suffered delays because of the time taken for getting railway approvals and also more lands to be acquired due to the design change. Foundation stone for the RoB was laid by Chief Minister Y.S. Rajasekhara Reddy in November 2007.

There is progress on another project nearby. The SCR has also agreed to take up the track portion of the Uppuguda Rail under Bridge (RuB). Here too, a proposal for RoB was ditched in favour of a RuB as it would reduce the number of private properties to be acquired.

The drawings for the work have been cleared for the Rs.7-crore project and land acquisition was on. “There are traffic gridlocks right now, so both these projects are a big boon to the people of Old City as it will ease traffic flow,” pointed out Dr. Rao.

The initial plans for the Hitech city junction was for a grade separator at the Junction, with a flyover and an underpass, in order to ease the traffic there.A RoB from KPHB towards IT parks and a RuB from Kondapur towards Madhapur. The RoB is operational now but there is no word on the RuB.
Also a new road was proposed and partially completed between Mindspace and Kondapur passing past Ramky.
What is the status of these 2 projects? They will help ease a whole lot of traffic on this corridor and provide alternate routes in case the Metro construction begins.

Drive to clean up city roads

With a lot of posters and banners obstructing the greenery in Uppal and Kapra circles, the mayor instructed officials to remove them with help of police, if necessary.

Karthika Reddy also informed they would take up a special drive for removal of debris from April 15.

She said there was lot of debris left behind on side of roads due to demolition and digging work taken up by different departments. She added that the drive would be continued daily up to evening to ensure roads are free of debris. The mayor also pointed out that due to lack of co-ordination between various departments, debris and litter were piling up on roads.

Aleem Basha also informed the mayor about sanitation activities and informed around 16,000 bank accounts had been opened for more than 21,000 sanitation workers of the GHMC. He also informed ESI smart cards for the workers were already issued. He further said guidelines for ban of plastic in hotels were being drawn up. Briefing about trade licences, he said so far they had collected `16.20 crore in fees.

Chaotic:Vehicular traffic goes haywire at Mehdipatnam, one of the busiest junctions in the city.

The Greater Hyderabad Municipal Corporation (GHMC) has decided to improve junctions at Sarojini Devi Eye Hospital and Mehidipatnam Rythu Bazaar area to make it pedestrian-friendly and ensure free movement for vehicular traffic.

Four to five properties will be acquired for demolition near the hospital and at the mouth of the P.V.N.R. Expressway to create a free left splay and a foot-overbridge would also be constructed for the benefit of patients coming to the hospital.

Committee

The high-level city coordination committee comprising top officials from various civic departments also resolved to provide more footpath space from Masab Tank to the Rythu Bazaar by removing the encroachments. Proposed road widening on the stretch has been put on the backburner, said Additional Commissioner (Development Planning) K. Dhananjaya Reddy.

Mr. Reddy, also the convenor of the committee, told the presspersons on Wednesday that several measures would be taken up to decongest the Rythu Bazaar area. The road would be widened by 15 ft. to 20 ft. by pushing the market boundaries inside and a gate would be closed.

U-shaped FoB

GHMC Commissioner and committee head Sameer Sharma directed the officials to construct another public convenience and a uniquely designed ‘U' shaped FoB because of the heavy pedestrian movement near the market. Bus bays too would be redesigned incorporating the need to provide space for vendors.

The Roads & Building Department would take up the redesign of Rethibowli Junction, while the Municipal Corporation would recarpet the road underneath the Expressway with Rs.1.5 crore of the Rs.6 crore to be released by HMDA.

Mr. Reddy disclosed that three ramps for the Expressway including two up ones at Lakshminagar, Aramgad and a down ramp at Indra Reddy Junction would be ready for inauguration within next fortnight. Another specially-designed flyover is to be built at Tolichowki crossroads, while the Raidurg Junction is also to be improved.

Top officials of HMWSSB, CPDCL, R&B, and traffic police participated in the weekly visit that was renewed after a considerable gap.

New alignment for Balkampet link road

The new link road coming up to link Begumpet with Balkampet and Fatehnagar beneath the Begumpet flyover is almost ready but has ran into the Indira Gandhi Puram slum towards Suprabhatnagar side.

There are more than 100 properties which need to be taken over and the residents to be rehabilitated elsewhere but with neither the officials nor public representatives making any headway, an alternative alignment is being considered.

The fresh alignment is laying a road abutting the old airport wall to reach Fatehnagar. But, it requires a small bridge to be built over the nala and taking some land of the public school. The project cost also increases by another Rs.4 crore, senior officials said.

Another bridge over the Hussainsagar lake bed portion is also being proposed to obtain the approval of the Supreme Court monitoring committee to complete the first stage of the road from Raj Bhavan to Begumpet via Methodist Colony.

Total cost of the project is Rs. 21.98 crore and Rs.15.77 crore has been completed. Mayor B. Kartika Reddy said that the new alignment was under examination. She was addressing a press conference to give details on several ongoing projects on Friday.

Other major link roads nearing completion are the 120 ft Filmnagar road connecting to old Mumbai highway and also a 60 ft wide road connecting around ‘Kotha Cheruvu' at a cost of Rs.19.73 crore. Jubilee Hills Road No.45 to Durgam Cheruvu at a cost of Rs. 5.10 crore and Seven Tombs to Gachibowli at a cost of seven crore rupees.

Work was also on for new connecting roads at Chintalmet crossroads to Guru Nanak college, Borabanda to Hi-Tec city railway station, Dargah junction to O.U. colony, Moosapet tank to Railway station via IDL, Road behind Ambedkar University to Kavuri Hills, from NH-9 to Chandanagar MMTS railway station, Madhapur to Moosapet Malaysian Township and another one connecting Anjaneyanagar.

Road widening

Major road widening are going on from Golnaka crossroads to Indira Gandhi statue via Temple Alwal, Rajiv Rahadhari to west Venkatapuram railway gate via Kothabasti crossroads, Suraram crossroads to Vishwakarma weaker section colony (Qutbullapur), Asifnagar to Bapu Ghat, etc.

Eight new electric crematoria will be ready within a month as works are apace at S.R.Nagar (two), Amberpet (two, Bansilalpet (two) and Banjara Hills (two) at a total cost of Rs.6.71 crore. She also briefed about progress of Charminar Pedestrianisation programme, new slaughter houses, housing, nala works and so on.

With relations between South Central Railway (SCR) and Greater Hyderabad Municipal Corporation (GHMC) never been warmer pending ROBs and RUBs have got a fresh lease of life. And new projects too are taking shape like the proposal to have a ROB or RUB at Tukaram Gate.

Located between Secunderabad railway station and Lalaguda station (in fact, the latter is just few metres away), the railway crossing has become a traffic bottleneck with gates closed for most of the time to allow trains – expresses, goods and local trains to move.

With Mayor B. Kartika Reddy seeking a solution for the cramped crossover, municipal engineers got their technical consultant, Stup Consultants, to do a feasibility study.

The agency has given a report stating that the best option was to go for an RUB at the site.

“If we go for a ROB, one of the arms will reach the existing old ROB near the railway quarters connecting the road towards Malkajgiri. Hence, it was observed that building a RUB was better,” explained Srinivasa Rao, Executive Engineer.

The level crossing connects Marredpally and Malkajgiri without the need to touch Mettuguda.

It also offers an alternative to commuters wanting to avoid the busy Tarnaka to Sangeet road. Of course, the dampener is when the gates close for a considerable time it is utter chaos as vehicles pile up on both sides during peak hours.

At times, such is the rush to cross over during morning and evening peak hours that time is not sufficient for all vehicles to cross before the gate is closed for yet another train as approach roads on either side are pretty narrow.

Engineering-in-chief P. Panduranga Rao said the consultant report has been submitted to railway authorities and once they clear the project, the General Arrangement Drawing (GAD) plans would also be given. Cost estimates and details of properties acquisition would be based on the railway plans, he added.

Hi-Tec City ROB off track as cost overshoots

HYDERABAD: The rail over bridge (ROB) proposed between Hi-Tec City railway station and Kukatpally has run into another obstacle with the project cost escalating by Rs 23 crore.

The project got stuck as the state government's administrative sanction is required due to escalation of the cost. The bridge cost has been revised to Rs 47 crore from Rs 24.38 crore.

The 910-metre ROB is being taken up by the Hyderabad Metropolitan Development Authority (HMDA) and the works began in March 2007. The bridge starts from KPHB Phase IV (rear side), Kukatpally to Cyber Towers and lands near Hi-Tec City railway station on spinal road to ease congestion on the busy road. It also reduces the distance between Old Bombay Highway and the National Highway-9 by seven kms and very convenient, especially for those who want to reach Kukatpally from Mehdipatnam.


As per the original plan, the bridge works were supposed to have been completed by August 2008, but got delayed due to changes in the design, objections raised by the South Central Railway, hitches in getting approvals and shifting of utilities like water pipelines.

Now, the civil works ran into another hurdle due to the revised project cost. Originally, the ROB was proposed at a cost of Rs 24 crore. As per the revised drawings, especially to complete the railway track portion, the cost has been revised to Rs 47 crore.

HMDA sources said the railway track portion of ROB, about 120 metres, was proposed to be taken up with pre-stressed concrete girders, but the SCR reportedly asked the HMDA to take it up with composite steel girders. As a result, the project cost has gone up by Rs 23 crore.

"The HMDA has written to the municipal administration and urban development (MA&UD) department for revised administrative sanction to facilitate payments to contractors," a senior engineering official of the HMDA told TOI.

HMDA officials said even after getting clearance from MA&UD for the revised cost, the works might be delayed as the authority, which is facing financial crisis, has to bear the project cost. Also, the SCR has cleared only foundation drawings of the railway portion and the super-structure drawings were yet to be approved.

Except the area covering tracks, 90 per cent of the works are over and only two slabs on either side of the railway track have to be put in place, according to officials.

When contacted, HMDA chief engineer V Madhwaraja said foundation works have already begun though the HMDA has written for administrative sanction from the MA&UD department and awaiting approval. He said the bridge would be ready by September.

Road-widening works in Begumpet

GHMC officials told Express that works relating to construction of culvert on both sides and widening of roads has been taken up at a cost of `80 lakh. Officials added that efforts are also being to acquire two more private properties, Allauddin Buildings and Jabbar Buildings, which are also major bottleneck, to make the entire Sardar Patel road free from obstructions.

As part of implementation of the Master Plan for Inner Ring Road, road widening to 150 feet, from Begumpet Flyover to Sardar Patel road has been taken up, for which many properties had to be taken over. However, few properties could not be taken over after their owners filed for compensation. One such property belonging to M/s.

Kochar got affected to an extent of 1,003 sq yds on the north side and 391 sq. yds on the other side, according to a GHMC official.

The civic body then initiated private negotiations with owners of the land as the building was a major cause of traffic jams in the area. After a lot of persuasion, the latter consented to hand over the land and a GO was accordingly issued by the government for payment of `3.41 crore compensation to Vijay Kochar. The property was taken over by GHMC officials on Wednesday.
