BRAZIL: A five-year memorandum of understanding for Brazil and China to co-operate on railway projects was one of 32 bilateral agreements signed in Brasília on July 17 during an official visit by President Xi Jinping of China.

‘Our relations are developing with an unparalleled speed in many areas of co-operation’, said President of Brazil Dilma Rousseff. ‘China and Brazil are the biggest developing economies in their respective hemispheres, growing closer all the time’.

According to the Ministry of Transport, the agreement will cover the exchange of best practice in areas including railway construction and freight operations. It also aims to encourage private-sector investment in new railways in Brazil, as well as co-operation on upgrading projects.

In addition, Brazil and China have signed an agreement with Peru to examine the feasibility of building a transcontinental railway between Brazil and Peru, which would serve large areas of agricultural production and mineral extraction. On the Brazilian side, the Ministry of Transport says it is preparing to call tenders for a concession to build 883 km of new railway from Campinorte in Goiás state to Lucas do Rio Verde in Mato Grosso. Planning is underway for a further 1 510 km through Sapezal to Porto Velho, which would be extended via Rio Branco and Cruzerio do Sul in Acre state to reach the Peruvian border.

China Railway Construction Corp is reported to have signed an agreement with Camargo Corrêa to examine the potential for bidding together on railway concession projects in Brazil

BRAZIL's federal government says it has received 81 study proposals from 19 groups for the construction of six new railway corridors totalling 4676km.

The projects are:
  • the 990km Sinop, Matto Grosso – Mirituba, Pará, freight corridor, which received 16 proposals
  • the 659km Estrela D'Oeste, São Paulo, - Dourados, Mato Grosso do Sul line, which received 15 proposals
  • the 950km Sapezal, Mato Grosso, - Porto Velho, Rondonia, which also received 15 proposals
  • the 457km Açailândia, Maranhão, to Barcarena, Pará, line which received 14 enquiries
  • the 775km Anápolis, Goiânia - Corinto, Minas Gerais, line which received 11 proposals
  • the 845km Belo Horizonte, Minas Gerais, to Guanambi, Bahia, line which received 10 proposals.
The interested consortia will have six months to develop studies for the Açailandia - Barcarena, Anápolis - Corinto, Belo Horizonte - Guanambi and Estrela D'Oeste - Dourados projects, and a further eight months for Sinop – Mirituba, and Sapezal - Porto Velho lines, which the government only announced that it was looking to build in late June.

All these new railways will operate under Brazil's new open-access model.

HYUNDAI-ROTEM, Korea, is to establish a rolling stock assembly plant in Brazil under an agreement with the government of the state of São Paulo, which was signed at Bandeirantes Palace on November 12 in the presence of the state's recently re-elected governor Mr Geraldo Alckmin

The plant at Araraquara will be built on land owned by Hyundai-Rotem's Brazilian partner Iesa and will assemble LRVs, commuter trains and metro trains.

Hyundai-Rotem decided to build the plant after securing a contract last year to supply 30 EMUs to São Paulo commuter rail operator Paulista Metropolitan Trains Company (CPTM). The Korean company is also supplying 55 trains for the Salvador metro through concessionaire CCR and has also supplied the train fleet for São Paulo's metro Line 4.

The project will be implemented as a private concession and includes the construction of a 1200km railway at an estimated cost of Reais 8bn. The project also includes a Reais 6bn port and Reais 2bn industrial facility near Colares

Also freight trains export iron ore. The railroad belongs to Vale, the world's second largest mining company

PRESIDENT Dilma Rousseff announced ambitious plans on June 9 to revive investment in Brazil's inadequate transport infrastructure in an attempt to stop the country's slide into recession. The plan includes a new funding model aimed at addressing the previous failed concession strategy

The plan seeks to raise up to Reais 198.4bn ($US 64.5bn) for investment in rail, road, air and port projects, of which Reais 86.4bn would be for rail.

Most of the rail investment will be for new line construction. This includes Reais 7.8bn for two more sections of the North-South Railway namely Palmas - Anápolis and Barcarena -Açailandia; Reais 4.9bn for Anápolis - Estrela D'Oeste - Três Lagoas; and Reais 9.9bn for Lucas do Rio Verde - Mirituba
