I know of 2 on ramps in Metro Vancouver that use them, otherwise i can not recall any others in British Columbia.

I know there are many in Phoenix when i was driving there.

There used to be one at the E6 X Rv21 intersection in Halden during summer-trafic. But after a new motorway was opened there i think there are none in Norway. They have been proposed on some of the urban expressways.

I first saw ramp meters in the Netherlands in about 2002 (can't remember exactly where) and I thought they worked quite well - they were quite high up the slip road (i.e. a long way from the mainline) and let one car from each lane through at a time so kept up a decent flow.

A few years ago they installed them on the M6 slip roads near where I live, but they don't work anywhere near as well. The lights are too close to the motorway end of the slip road, and both lanes change to green at the same time, letting about three cars from each lane through at once. So instead of one car at a time entering the mainline as with the ones I saw in the Netherlands, here you get six cars in a bunch getting there all at once, and not having built up enough speed.

Ramp meter has been implemented as temporary solution (with dynamic lane) before "Passante di Mestre"

By how much was traffic on the Tangenziale reduced after the Passante was completed? I guess the long line of trucks in the right lane is a thing of the past?

Ramp metering should ideally come with some works to prevent traffic from jamming up - usually that means an extra lane (i.e. one vehicle per lane per green light).

Over here, they are very common but the wait is very minimal. Recently designed ramps all take this into mind - e.g. you'll have your two metered lanes but there is a bypass lane for heavy vehicles or cars carrying more than a certain number of passengers.

When signs say 'one vehicle per green', and there are three or four traffic lights, does that mean three or four cars can go during every green phase?

I guess this only applies in most of Europe and Asia, but is a sign like that legally enforceable? A Vienna convention sign, as far as I understand it [Article 8 paragraphs 3-5 on additional panels], can't restrict the meaning of a permission: textual signs need not be understood by a foreign driver, so they can only relax prohibitions or clarify things (so if you don't understand them and obey the pictorial sign to which they're attached, you don't commit a motoring offence). So it would seem to me that you can perfectly reasonably ignore the textual instruction if you don't understand it, at least in the signatory countries.

In Seattle, if there are 2 lanes, there are 2 traffic lights and each one turns red or green at different times

Columbus Ohio has ramp meters on the innerbelt ramps and on 315, 71, 70 and some ramps on the 270 outerbelt
