Chinese city gets tough on smoking for Asian Games
source

BEIJING, Wednesday 8 September 2010 (AFP) - The Chinese metropolis of Guangzhou has set the "toughest" anti-smoking rules in the tobacco-addicted nation as the city spruces up for the Asian Games in November, state media reported on Wednesday.

Smokers in the city will incur fines of up to 50 yuan (seven dollars) for lighting up in public places such as offices, elevators and karaoke parlours under the rules which came into effect on September 1, Xinhua news agency said.

Xinhua called it "the nation's toughest smoking ban."

But the fine is roughly equivalent to the cost of four to five packs of mid-priced cigarettes in China, the report said -- a relative slap on the wrist for residents of one of China's richest cities.

China has an estimated 300 million smokers, who freely light up in restaurants, buses, and other public spaces. An offer of a cigarette has become an almost ceremonial gesture when Chinese meet new people.

China is the world's biggest consumer of tobacco, and up to a million people in the country die every year from lung cancer or cardiovascular diseases directly linked to smoking.

Authorities have launched various anti-smoking campaigns over the years amid growing fears of a looming health timebomb.

The government has pledged to ban smoking in all indoor public places by next year, but activists and experts have raised doubts that the rules can be implemented in a country where enforcement of many laws is weak.

Xinhua quoted Jiang Huan, deputy head of the National Tobacco Control Office, as saying a nationwide ban would deal a heavy economic blow as nearly a tenth of tax revenue in the country comes from tobacco sales.

Under the new Guangzhou rules, smoking is now strictly banned in "public locations including offices, conference rooms, halls and elevators."

Smoking will be allowed in places such as airports, shopping centres and restaurants with more than 75 seats, but only in designated areas, Xinhua said.

Proprietors of locations where the ban is broken face fines of 3,000-5,000 yuan.

The two-week Asian Games kick off on November 12.

Test events at Asiad chess venue

Three rounds (round 10-12) of Chinese Chess League Division A games were held in the newly built Guangzhou Chess Institute, which also served as test events for the Asian Games.

Live broadcast on the internet

Round 11: Chongqing vs Shanghai

Round 10: Shandong vs Jiangsu (Shandong team is currently leading by huge advantage, very likely to be the champion this year)

The players and coaches were overall satisfied with the venue during the games. However, some players expressed concerns regarding the new paint smell and construction noise. Staff at the institute said all finishing work was scheduled to be done by September and the venue would be further improved in two months.

I heard they might follow what Beijing did in 2008 to control the traffic volume. Would you like to share some first-hand experience with us?

Chess was introduced in Doha Asian Games. This time Xiangqi (AKA Chinese Chess) and Weiqi (AKA Go) are also added to the Asiad board games.

Xiangqi

China's Asian Games village ready, handed over to organisers
source: Press Trust Of India

Sep 21, 2010

The Township of the 16th Asian Games in Guangzhou in November is ready and it has been handed over to the Organising Committee with claims that the facilities would be a shade better than 2008 Beijing Olympics. The Games Town with more than 8,000 apartments has been formally handed over to the Guangzhou Asian Games Organising Committee, official 'China Daily' reported today.

After more than two years of construction, Games Town is ready to accommodate the expected 40,000 athletes, coaches, technical officials and members of the media from around the world for the Games to be held from November 12 to 27.

In addition to an Athletes' Village with 13 apartment buildings, the Games Town includes a media village, technical officials' village, international broadcast centre and the main press centre.

Xu Ruisheng, vice-mayor of Guangzhou and executive deputy secretary-general of the Organising Committee, said "the coming Asian Games will serve as a showcase for China's Lingnan culture that thrives in Guangdong and other parts of south China".

"I think the facilities for the athletes at the Asian Games are much better than at the Beijing Summer Olympic Games. There is lots of green and it's very good environment for the athletes," the newspaper quoted Former Japanese Olympian Yuko Arakida as saying during her recent visit to the Township.

Constructed on the banks of Pearl River tributaries, the 2.73-square-kilometer Township is more than 63 per cent covered in greenery.

Tropical trees and fruit plants are now being planted to meet the goal of a green and eco-friendly Asian Games.

Organising Committee officials have promised to offer their best service to all athletes, officials and other personnel during the Games.

"The Guangzhou Asian Games will make every guest feel at home with the best service and the most hospitable reception," said Tang Ruping, director of committee's service department.

Guangzhou: Air and water improved for Asian Games

source: China Daily/Asia News
Sep 21, 2010

THOUGH benefiting from its range of successful industries and rising income levels, Guangzhou has had to fight hard to clean up, then reduce ongoing pollution over the past few decades.

The environmental protection bureau in the capital city of Guangdong province says water in the Pearl River and its tributaries that run through the city has become clearer while air quality has greatly improved.

The Guangzhou city government invested enormous sums to fight pollution in recent years, resulting in an improvement of the city's water and air quality, according to the bureau.

Ouyang Ming, deputy chief of water quality for the city government, said more than 48.6 billion yuan was spent to battle water pollution from January 2009 to July this year.

The effects are obvious, according to local residents.

"I can no longer smell the terrible odour from the Donghao stream that runs through my community," said Li Wenjie, a housewife in Guangzhou's Yuexiu district.

"Donghao used to be a stinking open ditch that smelled terrible. But now its water has become clearer and many trees and flowers have been planted along the banks," she added.

In addition to separation of rain pipes from sewage lines, a total of 30 sewage treatment plants have been constructed in the past months to increase the city's sewage treatment capacity by 2.25 million tons a day.

The water quality in 121 rivers and streams with a total length of 388 kilometres has been improved, according to the environmental protection bureau.

The government also made deep investments on high-tech measures to ensure air quality meet State-mandated standards.

As of September 1, owners of large vehicles are required to use the highest-octane gasoline to reduce emissions.

And the city's environmental protection bureau has set up 29 checkpoints to monitor vehicle emissions.

More than 30 chemical plants that produced polluting emissions in the city proper have now been relocated or shut down.

The move aims to ensure better air quality for the upcoming 16th Asian Games to be held in Guangzhou from November 12 to 27 this year, officials from city's environmental protection bureau said.
