Under current federal law, will be built where the City Cup, in the municipality of San Lorenzo, in Pernambuco, is an archaeological survey carried out before the start of works. This book aims to host the FIFA World Cup in 2014. The research will enable the rescue of the past of the area without delay in the construction. The site has been inhabited by prehistoric groups, succeeded by an occupation of the colonial period, particularly with the establishment of sugar mills. Besides these occupations there was a movement of troops during the Dutch occupation of the province of Pernambuco.

Slow pace in start of work on the World Cup arena in Pernambuco

Even though the environmental license for the construction of the Arena Recife, which shall host some World Cup games, was granted back in July, the start of the construction work on the stadium is moving at a snail’s pace.

The current scene is that of very little action on the 270-hectare site where the development shall be constructed, in the city of São Lourenço da Mata, which is 19 km from downtown Recife. In addition, homesteaders are threatening to close the access to the construction site if the Government does not pay the compulsory purchases.

There is not even a sign to say that a World Cup arena shall be built on the site. Indeed, a work site is starting to be set up, but the office does not have an Internet connection or even a telephone. Containers installed in the area are used only as a cafeteria.

There are four tractors on the site. However, according to a security guard at the work site, the machines are still idle, because an archaeological survey is being conducted in the area, prior to the clearance of the work.

Odebrecht, which is the company responsible for the work, has said, through their Press Relations Division, that they are complying with the plan as established for the first phase of construction, with the commencement of topographical services, construction of road access to the location, implementation of a work site and also the provisional installation of electricity.

The construction company has informed that they have received partial authorization to carry out these activities and that the archaeological research is getting close to completion.

Until yesterday, however, Odebrecht had not yet informed the official schedule of this work. FIFA wants the stadium ready by December 2012. Recife has already failed to comply with three deadlines set by the international federation for the start of construction work on the Arena, the last having ended on 31 May.

Compulsory Purchases

Another obstacle that has got in the way of the construction of the Arena Recife are the homesteaders (posseiros) who remain on the site’s 50 hectares, where the stadium is to be implemented, who have not yet been paid off by the Government of Pernambuco. A resident on the site for seven years, José Vieira complains about the delay in receiving due compensation.

“The contract was signed almost two months ago and we have been made several promises about when the money shall be available. I shall not be leaving the area until they pay me”, he said.

The same complaint is also aired by local resident Edilson José dos Santos, who says that the Government has not kept its promise to pay compensation 48 hours after signing the contract. “Many people have demolished their houses but not yet been paid”, he says.

The State Housing and Works Company (Companhia Estadual de Habitação e Obras - Cehab) says that the payment of the compensation shall start on 15 September. “The homesteaders have signed the appraisal processes, which have now been sent to the Secretariat of Finance. The payments then started to be made, and this led to delays of tax nature”, says the Land Regularization Manager of this institution, João Paulo Oliveira.

According to Sehab, payment of compensation has been divided into two stages. In the first stage, 130 families received payment for the improvement and were subjected to compulsory purchase of their properties. In the second phase, compensation shall be paid to 194 more families, and 37 homesteaders have already received payment.

If the time frame as established by Cehab is not complied with, then the homesteaders threaten to stage a protest in front of the street providing access to the site of the World Cup arena.

Archaeologists find historical pieces on the site of Arena Pernambuco

Archaeological pieces dated prior to the Discovery of Brazil have been found on the very site earmarked for the construction of the Recife stadium for the World Cup. The site, with an area of 270 hectares, is in the municipality of São Lourenço da Mata, which stands 22 km from downtown Recife.

This location is now being studied by specialists from the Federal University of Pernambuco (UFPE) which has a laboratory at this location. According to the O Globo newspaper, the archaeologists have found fragments of ceramic made by the Tupi-Guarani Native Brazilians who lived in the region before Cabral came along.

The newspaper also mentions the discovery of pieces of Portuguese and English china, from a period covering the 17th and 18th Centuries. This week there has been the discovery of what appears to be a wall structure for water wheels used in the crushing of sugar cane.

According to the newspaper, more than 200 prospection soundings have already been made, 160 trenches have been dug and more than 170 sections made, searching for archaeological material. The items found may be placed in a museum in this region.

Archaeological digging is a requirement of Brazilian legislation for any location where there is large-scale construction work. The forecast is that this research shall end on 15 October, then being replaced by the construction work on the new stadium in Pernambuco.

Funding for Arena Pernambuco should be released on day 11th

National Treasury approves loan of R$ 400 million from BNDES

The National Treasury Department (STN) approves the loan of R$ 400 million from Brazilian Development Bank (Banco Nacional de Desenvolvimento Econômico e Social - BNDES) for the construction of Arena Pernambuco, stage that will represent Recife at 2014 World Cup. The funds will be transferred gradually to the construction company Odebrecht, winner of the bid.

The secretary of World Cup in the state, Ricardo Leitão, expects the BNDES authorizes the funding on the next day 11th. "The direction of the BNDES has not yet approved it. Before the bank says something, an assessment is made by the National Treasury Department, which gives this opinion."

The state government made a funding on the same value of the consortium, which serves as a loan guarantee for the construction of the arena. "The government's money is in the bank as guarantee" says Leitão.

Pernambuco Arena will be built in São Lourenço da Mata, municipality located 19 km from Recife, in an area of 52 hectares. The embankment of land began in October 2010 and the foundations are planned to start this month.

Financing
So far, BNDES has approved funding to five World Cup stadiums. The transfers, however, began to be made only for Mato Grosso and Ceará.

Bahia and Rio de Janeiro still need to finish the executive project to receive the funds. Amazonas had the funding suspended by the bank at the request of the Office of the Comptroller General (CGU), which found evidence of overpricing in the notice for bid. The other six states of the World Cup have not entered with a request for funding.

BNDES opened last year the credit line ProCopa Arenas, with R$ 4.8 billion. The funding is R$ 400 million for each arena, up to a ceiling of 75% of the work.

The bank charges a long-term interest rate (TJLP), around 6% per annum, plus 0.9% annual for remuneration and up to 3.57% per annum of credit risk.

Pernambuco sets up Secretariat for Cup, but does not set budget

Responsible for the institution, Ricardo Leitão talks about the operation of the new secretariat.

The former Chief of Staff in Pernambuco, Ricardo Leitão, took over the Special Secretariat for the 2014 FIFA World Cup™ in January, this being a new institution set up in the new term of State Governor Eduardo Campos to monitor the construction work and other activities related to the World Cup.

The main intervention work will be the construction of the Arena Pernambuco, in the city of São Lourenço da Mata (19 km from Recife), and also urban mobility work. In an interview to the 2014 Portal, Mr Leitão talks about the operations of the new Secretariat, which has not had a budget allocated as yet.

How will the structure of the World Cup Secretariat be composed?
The operational structure consists of the State Secretary, a Head of Cabinet, two executive secretaries, two general managers and also the advisors associated to them. Together with the administrative personnel, the Secretariat will consist of 43 people.

What budget has been set?
As this is a new Secretariat, its budget is still being decided, based on transfers of budget items from other areas.

What will the main tasks be, for the new Secretariat?
Our main challenge is constructing the Arena Pernambuco and also the associated systems such as transport, telecommunications, security, volunteer services and receptive tourism, among others, within the time scale as agreed with FIFA. The Arena must be ready by December 31st, 2012.

How does the Government plan to cope with the FIFA requirements while, at the same time, preserving the interests of the State?
FIFA interests are quite normal, due to the fact that the World Cup is a private event that needs to generate positive results. It is up to the State to take advantage of this opportunity and develop the full potential of the positive effects of the World Cup to benefit the population of the State of Pernambuco.

What investment is planned, and what projects are in place for the World Cup City, an area where the Arena Pernambuco will be constructed together with some nine thousand housing units?The investment in the World Cup City is private. We are still looking into the planning for the occupation of the area, whether middle-class or high-class housing. Only when the work is completed will there be an estimate of the investment to be made. The time frame for the construction of the World Cup City is not monitored by FIFA. Its time frame has no relation with the schedule for construction of the Arena.

Could the Arena become a white elephant if the local clubs refuse to play there after the FIFA World Cup™?
The responsibility for the content and also the programme of events in the Arena lies exclusively with the consortium that won the tender, made up of international companies who know a lot about the issue. The consortium will manage the Arena for a period of 30 years, and is getting ready to offer attractions such as shows, religious events and also cultural events, as well as football matches.

How are the negotiation talks with the management of the local clubs?Talks have been put on hold while we wait for the results of the elections in local clubs Sport Recife and Náutico. Talks will resume in February

The arena is kind of far form the city, in the last photos I can see there is a lot of empty spaces near the urban area. Is there some enviromental restriction or something special to do it so far??

Its not soooo far from the City. Its IN THE CITY!

Its nearby three interstate highways: BR 101, BR 232, BR 408 and nearby the TIP (Integrated Passengers Terminal) and the Subway Line. If u are in the Downtown of Recife its 19km to WorldCup City.
