it is basically comparable to the 2 chow tai fook center, all have no spire and are 530m tall

Nope, not yet. But it's China so they WILL get built, I'm predicting by 2020.

so the main tower is the first phase and the smaller ones the second phase of this project? rather unusual, normally we see the surrounding towers rising first.

Not at all, usually the main tower takes the longest so they time it so both the main and side towers open at about the same time. (happening with 117 and wuhan greenland)
