It's simple, lack of funds, and some politic issues, also, NIMBYs are a serious problem.
Historic buildings are not a problem, today Milan, London, Madrid, Paris, these kind of historic cities also has many skyscrapers under construction.

There are many reasons why CZ has only 3 modern highrises and one U/C. According to my opinion, the first problem is that people living in Prague don´t want modern architecture, especially skyscrapers. For example, the most controversial project regarding modern architecture was "kaplického knihovna" (national library) https://cdn.i0.cz/public-data/93/b2/...b3b03861378d21 https://www.google.cz/search?q=kapli...rBDZUQ_AUIBigB
60% of people living in Prague (including me) didn´t want this project to be build in Prague. Our president Václav Klaus said, that such a project isn´t suitable for Prague and he will protect "Letna park", (where the library should stand) with his body, if it will be necessary. Simply, people in Prague are proud of old architecture and don´t want to accept new architecture. The project "Kalpického knihovna" failed.
I think it´s a pity and I´m really sad this project failed. Although most people didn´t want it to stand in Prague, it would be MEGA EXCELLENT project for Brno, second biggest city in CZ, where almost everyone would accept this project with pleasure. But our governments need all interesting things to be build in Prague. All people in Prague and Czech rep. would like to visit this project in Brno, Brno with this library would have new icon, would be the second most popular city with the tourists in CZ....
Problems like this are typical for my country

I'm even more "speechless" than you, I've never seen a project as hideous as that.
I mean, even Santa Caterina Market or Superkilen are elegant and good taste, if compared to it.
If built in Prague, they should have prosecuted authorities for crimes against humanity.
