1500 delegates to attend Pravasi Bharatiya Divas

JAIPUR: Over 1,500 delegates from across the globe are likely to participate in India's annual diaspora conclave to be held in Jaipur from January 7 to 9, 2012. According to Vayalar Ravi, minister of overseas Indian affairs and civil aviation, Trinidad and Tobago Prime Minister Kamla Persad Bissessar will be the chief guest at the 10th edition of the Pravasi Bharatiya Divas (PBD).

The theme of PBD 2012 will be 'Global Indian-Inclusive Growth'. "We are expecting a good number of participants in the event. Over 1,500 delegates are likely to be present," Ravi said at a press conference in Delhi. While Prime Minister Manmohan Singh is scheduled to inaugurate the event on January 8, President Pratibha Devisingh Patil will deliver the valedictory address and confer Pravasi Bhartiya Samman awards January 9.

Ravi said the event would provide an excellent opportunity to connect with 27-million strong Indian diaspora spread over 150 countries across the world. The Indian diaspora is the second largest expatriate community in the world after the Chinese. "The expatriate community plays an important role in the growth and development of the country. Our aim is to encourage them to play a greater role," the minister said.


The event will be organised by the ministry of overseas Indian affairs in partnership with the government of Rajasthan. The Confederation of Indian Industry is the institutional partner of the event. The three-day event will be held at the recently-launched hotel Marriott in Jaipur.

"The event will help people from northern part of the country, especially Rajasthan, to reconnect with the diaspora and find jobs abroad," Ravi said.

Raj to create cadre to strengthen intl wing

New Delhi: Rajasthan is creating a separate cadre of policemen to strengthen its intelligence gathering mechanism to deal with civil disturbances in the state, Chief Minister Ashok Gehlot said on Saturday.

Addressing the 15th meeting of National Integration Council here, Gehlot said his government is making all efforts to modernise and empower its police force.

"A separate cadre is being created to strengthen the intelligence wing to ensure proper and timely intelligence gathering... Recently police commissionerates have been established in Jaipur and Jodhpur," he said.

A decision has also been taken to have a minimum of 45 and 60 police personnel in rural and urban police stations respectively, he said.

On recruitment plans of Rajasthan Police, he said, "The state shall be recruiting around 12,000 police personnel in next three years to implement this decision."

To handle civil disturbances, Gehlot said political and administrative efforts are made at the very beginning to resolve such issues.

On the Communal Violence Bill, the Chief Minister said a new law is essential to effectively deal with incidents of communal violence in the country.

"It is essential to have a new law in addition to the existing law on communal violence in order to combat it effectively," Gehlot said.

I personally feel that the bill, which is under consideration of the central government, shall prove effective in dealing with this problem, he said.

You can now file RTI application online

Jaipur: Very soon, you would be able to demand information under right to information (RTI) online.

The Rajasthan government is introducing an online system to file your query under the RTI Act online. The administrative reforms department has collaborated with the state information commission to process RTI applications on the internet.

RP Jain, principal secretary of the department, said that an online system for RTI has already been put into place and would be opened to the people within a couple of months. "We are developing an electronic platform to make RTI available online. Any applicant can file application online by logging into the site which we are developing," Jain told DNA. He said that the applicant would also be able to remit the fees for seeking information online.

The applicant can file his query for which he would be provided with an acknowledgement number or a receipt. Jain said that the initiative to make RTI online is a revolutionary decision.

People travel long distances to file their queries. They would no longer have to sweat it out in the offices for the hearing on the appeals as well. "It would save the people a lot of trouble and time," Jain said citing the harassment faced by the people when their dates for the appeal are postponed. In future, the information and schedule of their appeals would be made available online.

Officials with the department said that making RTI online is a part of the government's plan to remodel the way RTI is implemented in state.

Rajasthan plans bill for transparency in tenders

New scheme for expectant mothers from today

JAIPUR: The much publicised mother and child protection scheme - 'Rajasthan Janani Shishu Suraksha Yojna (RJSSY)' will be launched in the state from Monday.

The aim of the scheme is to provide pregnant women free insititutional delivery and keeping the newborn under care for 30 days. The health and family welfare department claimed that the scheme would bring down the maternity mortality ratio.

The state government has asked the ministers concerned to launch the scheme in their respective areas.
Health minister A A Khan said, "All the preparations are done. The scheme will run from September 12 to September 14. On these three days, block levels camps will be organised. All the block health officials will be there."

The department has prepared a list of 1.18 lakh vehicles to carry expectant women. The pregnant women would get free medicines, blood tests, lodging and food during the hospital stay. "The sick infant will also be provided similar facilities, to lower their mortality rate," said an official of the department. The scheme would boost institutional deliveries.

Over 5300 women die in the state due to delivery complications, while 98,500 infants die within a year of their birth. Out of them, 66,800 infants die within a month of their birth and 50,700 infants die within a week of their birth.

BJP alleged that the government scheme is a gimmick. Party spokesperson Jyoti Kiran said, "It is sad that Jaipur has recorded the highest number of delivery deaths. The government has various child and women protection schemes already. The figures of maternal deaths show that government has not audited the previous schemes and has launched the new scheme."

She alleged that following up implementation is more important than launch of newer schemes.

Rajasthan government hikes DA

Jaipur, Sep 15 (PTI) In a good news for its seven lakh employees and three lakh pensioners, the Rajasthan government today raised their Dearness Allowance (DA) by 7 per cent with effect from July 1. The DA, which at present is 51 per cent will now be 58 per cent of the basic salary, an official said, adding that it would put an additional burden of Rs 875 crore on the state exchequer annually. Chief Minister Ashok Gehlot gave nod to the increase in DA soon after the hike was announcement for central government employees.

Rajasthan forts in heritage tag fray

Five forts in Rajasthan have officially been nominated as Indian entries for the tag of World Heritage Site.

The forts — Chittorgarh, Kumbhalgarh, Ranthambore, Gagron and Amber — are all located on the Aravalli range, which also happens to be one of the oldest mountain ranges in the world.

“All of them together tell a story about the way Rajput military architecture has evolved over time. It is almost a narrative which gives a lyrical history of Rajput culture and their interaction with Mughals and other neighbouring dynasties,” said Shikha Jain, convener of the Haryana/Rajasthan chapter of Intach, an organisation that seeks to preserve Indian art and cultural heritage.

Inclusion in the list of World Heritage Sites does not mean financial or other benefits but can impact the footfall pattern as these sites are usually mentioned when drawing up tour packages.

The forts date back to between the 15th and 19th centuries. While Kumbhalgarh, Ranthambore and Chittorgarh represent the architectural style of Hindu forts, Gagron and Amber represent a fusion of Mughal and Hindu architecture.

Chittorgarh, Gagron, Kumbhalgarh and Ranthambore also have additional historical “layers” from the 6th and 10th centuries, Jain said.

In Chittorgarh and Kumbhalgarh especially, remains of the Mauryan era have been found. Amber represents the more evolved and mature form of Rajput architecture. Chittorgarh is also India’s largest fort.

The five have been picked after an extensive study of forts all over India. Each represents a different era, different geographical area and different designs. Both Ranthambore and Kumbhalgarh are forest forts. One of the defences of these forts is the thick vegetation surrounding them which practically hide their existence.

While Gagron fort is much smaller, it stands out as an excellent example of using water as a defence. The fort is surrounded on all sides by water. It has been constructed on the junction of two rivers.

The last Indian monument that got the tag of World Heritage Site in 2010 was Jantar Mantar.

“Recently, a representative of Unesco inspected the five forts. Based on the report, Unesco will take a decision by June next year,” Archeological Survey of India director-general Gautam Sengupta said.

Last year, just a month ahead of when Unesco was scheduled to take a final decision on whether to include Santiniketan in the list of heritage sites, India had withdrawn its application fearing rejection, which would have meant reconsideration difficult.

Of the 911 monuments that Unesco has labelled World Heritage Sites, India hosts 28. Five of these are natural sites.

He told that the buyers would be from leading industries, such as Fabindia, Soma, Mother Earth, Weaver's Studio, Handloom Heritage, Upada Saree Ltd, Zari, Sheetal and many more. As many as 40 designers and buyers from India are participating and will interact with 35 Kota Doria weavers from Rajasthan.

RIICO clocks record profit in 2011-12

Jaipur: Rajasthan State Industrial Development and Investment Corporation Ltd (RIICO) has posted an all-time high profit of RS 291.02 crore for the financial year 2010-11. In comparison to last year, it has registered an increase of 89.86 per cent. The profit was announced by chairman Sunil Arora in 42nd Annual General Meeting at Udyog Bhawan.


Arora informed that RIICO sanctioned term loan of Rs 212.44 crore in this financial year as against Rs 98.23 crore in 2009-10, registering an increase of 116.29 per cent. He said that during the financial year, the corporation disbursed term loan to the tune of Rs 132.15 crore registering a jump of 127.61 per cent against the previous year.


He informed that RIICO has acquired 4,137.81 acres of land this year and 424 industrial plots were planned, 672 plots were developed and 1421 plots were allotted in various industrial areas.

Rajasthan takes lead in policy for common land

JAIPUR: After taking lead in helping the country draw up the Rigth to Information Act and the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Rajasthan has become the first state in the country to have drafted a policy underlining the importance and the need to preserve and secure common land (commons) in rural areas.

The government has issued a series of orders to facilitate the process and aims to complete the demarcation of such land within the purview of the gram panchayats and under common use such as grazing lands, common ponds and their catchment areas, playgrounds. The state government has also issued orders facilitating the utilisation of MGNREGA funds for improving the productivity of common land and has issued operational guidelines.

According to M S Rathore, director of Centre of Environment and Development Studies, "The Rajasthan Common Land Policy is the second attempt of the state government at decentralisation. Earlier too, the state government framed its water policy which too aims at making the government act just as a facilitator while the common people get involved in its conservation and supply. Here too the government intends to act as a facilitator while involving communities in planning, regeneration and management of common land."

Rathore was speaking at a state-level orientation workshop on 'The Commons' at the officers' training institute to deliberate upon the policy development and consult a larger audience, including government officials, PRI representatives and members of NGOs on how these may be implemented effectively across the state. The workshop was organised by the Foundation for Ecological Security (FES) along with the department of rural development and panchayati raj and presided over by minister Bharat Singh.

Common land is a crucial source of livelihood for rural households providing wide ranging contribution to the village economy from food, fodder, timber to farming system, animal husbandry, resource conservation and recharge of ground water. However, over the years loss due to encroachment has been taking place threatening its extent and health.

The Rajasthan Common Land Policy aims at giving the gram panchyats, gram sabhas and ward sabhas the responsibility of the management of the common land, making sure that the poorer sections of the community have special claims on produce from common land, involving NGOs, academic and research institutes for assisting village communities in management of such land and stopping privatisation of common land.

The workshop discussed the draft policy and the recent Supreme Court judgment on commons.

'Stop common land encroachers from contesting polls'

Jaipur: Bharat Singh, minister for rural development and panchayati raj, proposes to stop those encroaching on common land from contesting any kind of polls. The minister's made the remarks at a workshop on the Rajasthan Common Land Policy. He felt most encroachments of common land were done in nexus with politicians.

"Like there are rules that those having more than two children cannot contest polls the government should make a policy those encroaching common land will not allowed to contest any elections," Singh felt. His The remarks came close on observation that money, muscle and political power were the main reasons for the disappearance of common land. The minister said the proposal would be forwarded to the government for action.

CM Ashok Gehlot launches free medicine scheme

Jaipur: Gandhi Jayanti in the state was celebrated with the launch of chief minister's free medicine scheme aimed at providing free treatment to all patients visiting various government hospitals, dispensaries and health centres throughout the state.

The ambitious welfare-oriented scheme was launched by chief minister Ashok Gehlot at a state-level function in Sawai Madhopur, Karauli and Dausa today. Similar functions were held in all districts for the scheme under which indoor and outdoor patients from all strata of society are eligible to get free medicines.


Addressing the gathering at Dausa, chief minister said that such schemes will find success only with the involvement of public. "More than 200 generic medicines of wide range from essential life saving drugs given to treat routine ailments, like cold, cough, fever, eye infections are being made available to the patients in the first phase and within three months the number would go up to 400. The medicines are not launched hurriedly, it has been tested and passed after approval," added CM.
Commenting on the absence of Dausa MP Kirori Lal Meena, Ashok Gehlot said that disease can come to anybody and it never looks into party, as such all parties should join hands when scheme related to public benefits is launched.


Rajasthan PCC president Chandrabhan Singh said that many people are trying to wrongly promote the scheme. "We have previously launched many schemes and any good work faces opposition. But it finds success as the day passes by. Initially, they are problems which will be sorted out," said Chandrabhan.

Jaipur emerges as top 4th eCommerce hub

Jaipur : The Pink City of Jaipur emerged as fourth top eCommerce hub in the country lagging behind cities like Chandigarh, Chennai, Kolkata and Hyderabad.
According to eBay India Census-2011 released here yesterday by Navin Mistry, head, retail exports, eBay India, the Rajasthan state capital was emerged at the fourth slot in eTransactions after Delhi, Mumbai and Bengaluru.

Deodorants, topaz rings, women’s tops, cushion covers and quilts were five top domestic items sold from here between July 2010 and June 2011 where as cocktail rings, chandelier earrings, agate gemstones, chain bracelets and ethnic skirts were five top exported from here, Mr Mistry said.

Likewise, chocolates, diamond rings, calling cards, hand tools and bath soaps were popular top domestic products bought by the people of Jaipur where designed fashion socks topped the list of five imported products bought by people here.Besides this, toy trains, solitaire pendants, sleepwear and sleeping masks are other items in the top five imported products marketed in this town.
Among brands Nokia, Apple, Samsung, Reebok and Seagate emerged as top five most sought after brands in the Pink City. Rajasthan as state secured sixth position in the state ranking after states like Maharashtra, Delhi, Tamil Nadu, Karnataka and Andhra Pradesh, the Census revealed.

साहित्य के नोबेल की दौड़ में राजस्थान के शेक्सपीयर !

नाटक और फिल्में भी बनीं :
देथा की कई कहानियों और उपन्यासों पर कई नाटक और फिल्में बन चुकी हैं। इनमें हबीब तनवीर द्वारा निर्देशित नाटक चरणदास चोर और अमोल पालेकर के द्वारा बनाई गई फिल्म पहेली प्रमुख है। पहेली को भारत की ओर से ऑस्कर में भी भेजा गया था।

6 अक्टूबर को घोषित होने वाले इस नोबेल के लिए अन्य देशों के साहित्यकार भी दौड़ में हैं।

2007 के बाद से कम हुआ लेखन :

2007 में एक दुर्घटना के बाद देथा ने लिखना बंद कर दिया है। वह कहते हैं, जब भी लिखने बैठता हूं, तनाव होने लगता है। इसलिए यह संभव नहीं है। हम चारणों के वंशज हैं। हमारे पूर्वज राजाओं के लिए गाते थे। इसलिए कहानी हमारे खून में है।

सरकारी खजाने में आए 5000 करोड़ ज्यादा

थार के तेल ने किया निहाल: जानकार सूत्रों ने बताया कि केन्द्र व राज्य सरकार दोनों ने पिछले पांच माह में करों की अच्छी वसूली की है लेकिन थार क्षेत्र से निकले तेल ने खजाने की फिजा बदल दी है। तेल से हुई आय के कारण राज्य के गैर-कर राजस्व में पिछले साल की तुलना में 50 फीसदी की बढ़ोतरी हुई है।
