'e-mitra': Now pay phone, water and power bills from home

What is your vision for Jaipur?

We are planning to provide more facilities for the citizens, including the information technology enabled services. As a part of our e-governance facilities, we intend to enable citizens to be file and process requests through their home via internet. It will be major revamp of citizen services.

What is the progress in e-mitra and lokmitra services?

More than 4.5 lakh citizens in our district are using services of over 100 lokmitra kiosks to pay their bills under one roof. The online portal 'e-mitra' also enables citizens to avail similar services through computers from their home. The new technology, for which trials are on, will help users pay telephone, water and electricity bills through one portal.

Are you planning for a system to redress public grievances directly in the near future?

We already have the 'Aastha' cell which looks into the issue. I meet people in the office and take note of their grievances. A positive aspect of this system is that I can assess critical and moderate grievances while talking to people and mark the critical ones to officers concerned to dispose it within a given deadline. Every day I receive three to four critical cases on an average.

How are you dealing with the problem of water contamination in Jaipur?

Officials have identified and marked the areas where the instances of water contamination are frequently reported and accordingly measures will be sought to improve the supply. But replacement of the dilapidated supply pipes is a huge process and would require time before it gets completed.

Sanganer area continues to wait for water treatment plant?

A trust has been constituted nearly two weeks ago under the chairmanship of district collector for development of a water treatment plant in the area.
The issue of chemical effluent from printing industry has been a serious concern and the plant will help to treat the water for hazardous chemicals before releasing it into water bodies.

Rajasthan Government to open 8 more Special Courts for hearing cases of atrocities

The Rajasthan Government will open eight more special courts exclusively for hearing cases under the Scheduled Castes (SC) and Scheduled Tribes (ST) Atrocities (Prevention) Act.

As many as 6,168 cases about atrocities on SC and/or ST people had been lodged in the state during the period of past one year and this number is second highest after Uttar Pradesh where 7,576 such cases were registered in the corresponding period, Union Social Justice and Empowerment Minister Mukul Wasnik and Rajasthan Chief Minister Ashok Gehlot said here this afternoon.

Addressing a joint press conference after review by a Central Committee, the status of implementation of the above Act, rate of conviction and redressal of the complaints, Mr Wasnik and Mr Gehlot said 17 special courts were already working to hear exclusively these cases and if needed required number of new courts could be increased.

'The high number of cases should not necessarily give a reflection of a bad situation but that might also be an indicator of awareness for registering FIRs', Mr Wasnik said.

Moreover, the state government's performance in due trial and taking other administrative measures was satisfactory and even at the meeting the Chief Minister had assured that his government would take all necessary steps in this regard. UNI

राजस्व मंडल, अजमेर ने राज्य सभी 33 जिलों में संभागीय आयुक्त, कलेक्टर, एडीएम, एसडीएम, तहसीलदार,उप तहसीलदार से लेकर ग्राम सेवक और पटवारी एलआरसी तक को मोबाइल सेवाओं से जोड़ दिया है। इससे राज्य के 11 हजार 946 राजस्व अधिकारी एवं कर्मचारी आपस में सीधे जुड़ जाएंगे।
राजस्व मंडल को बीएसएन ने ये सीयूजी सेवाएं उपलब्ध कराई है। जिन अधिकारियों व कर्मचारियों को यह सुविधा दी गई है। जिससे अधिकारी व कर्मचारी जिम्मेदारी का निर्वाह कर सके।



एडीएम प्रथम एचएल अटल ने बताया कि जोधपुर में संभागीय आयुक्त, जिला कलेक्टर, एडीएम,एसडीएम तहसीलदार, उप तहसीलदार, एलआरसी पटवारी सहित 347 को एलजी का हैंड सैट व बीएसएनएल की सिम उपलब्ध करा दी गई है।

NGO gets special status from UN body

Jaipur: A Rajasthan NGO, Vaagdhara, which works for the empowerment of impoverished and vulnerable groups in the state, is among 17 from across the world to be granted special consultative status by the UN Economic and Social Council (ECOSOC).

The Banswara-based Vaagdhara, established in 1986-87, is one of three from India to be given the honour. The status recognises an NGO's expertise in certain areas of work and these can submit written statements and petitions to the UN.

The other two Indian NGOs to get the new status at a session of ECOSOC's Committee on Voluntary Organisations at the UN headquarters in New York earlier this month are the Tamil Christian Broadcasting Network and the Serve Train Educate People's Society.

Vaagdhara works to create capacity-building opportunities among farmers, tribal populations, women and children in southern Rajasthan.

Vaagdhara secretary Jayesh Joshi said here Thursday that the NGO - working in the tribal-dominated Vaagar region comprising Banswara, Dungarpur, Udaipur, Pratapgarh and Chittaurgarh districts - was human and technological resource for the well-being of rural communities.

"The main sources of sustenance of these communities have been primitive agriculture and minor forest produce. Having been deprived of their lands, tribals now live off cattle rearing or manual labour to agricultural farms," said Joshi.

He said the region was low in terms of human development indicators and lacked infrastructure facilities.

Joshi affirmed that the special consultative status would enable Vaagdhara to highlight the issues afflicting the tribal population at the international level and help evolve meaningful strategies for their development.

The NGO has taken up work for natural resource management, community health and education, lift irrigation, check-dam construction and gender development in the region.

One of the major interventions by Vaagdhara during the past year has been the Make Trade Fair Campaign, though which it has apprised thousands of farmers of the "monopolistic, unfair and dominating policies" being implemented on the pretext of globalisation.

"Thanks to our campaign, tribal agriculturists have understood the need for protecting their rich bio-diversity," said Joshi.

Raj to conduct test for aspiring teachers

Jaipur: The state education department will conduct the Teacher's Eligibility Test (T.E.T) shortly, where the directions of National Council for Teacher Education (NCTE) will be followed.

The education department has said that the candidates who qualify the test will be eligible to be appointed as teachers in both government aided or unaided schools. "The teachers will have to qualify the eligibility test conducted by the state government. Only then they will be appointed as teachers in any government or private schools," said Ashok Sampatram, principal secretary, education department.

"According to Right to Education Act, the guidelines of NCTE are applicable to all the government aided and private schools regarding recruitment of teachers in schools," Sampatram added.

Employment sees upward trend

As per the Economic Survey tabled in the Lok Sabha on Friday by Finance Minister Pranab Mukherjee, on the employment front, the country has been able to withstand the adverse impact of the global crisis and generate employment since July 2009, as reported in the quarterly quick employment surveys conducted by the Labour Bureau.

An upward trend in employment has been continuously observed since July 2009. During the quarter July to September, 2010, overall employment increased by 4.35 lakh.

The Economic Survey states that during 2009-10, 5.26 crore households were provided employment under the Mahatma Gandhi National Rural Employment Guarantee Scheme as against more than 4.51 crore during 2008-09.

During 2010-11, about 4.10 crore households have been provided employment till December 2010.

The Survey states that under the scheme, maximum employment during 2009-10 was provided in Rajasthan followed by Andhra Pradesh, Uttar Pradesh , Madhya Pradesh, Tamil Nadu and Bihar.

The Survey points out that towards increasing transparency and accountability in the MGNREGS, social audits have been conducted in 93 per cent of the districts ( as reported by the States).

A new scheme for monitoring by eminent citizens has been introduced and 61 eminent citizens have been engaged and assigned to a district each to provide first hand feed back on the implementation of the scheme. An ombudsman has also been instituted in each district for effective grievance redressal.

The Survey observes that further improvements in this scheme could include shifting to permanent asset building and infrastructure development activities, reducing transaction costs, better monitoring and extension of the MGNREGS to urban areas.

The Survey points out that as per the multidimensional poverty index, India with a poverty index of 0.296 and poverty ratios of 41.6 per cent (in terms of purchasing power parity of $ 1.25 a day) and 28.6 per cent (national poverty line) is not favourable placed when compared to countries like China and Sri Lanka .

The Survey indicates that Inter-State comparisons of socio-economic development of selected States show some interesting results.

While developed States like Gujarat, Maharashtra, Karnatak, Haryana, Kerala [ Images ], and Tamil Nadu have performed well in terms of many indicators, many hitherto backward states like Bihar, Orissa, and Uttarakhand are also showing good growth performance. (PIB)

Raj Police strikesgold at national commando meet

Jaipur: A 24-member commando team from Rajasthan has excelled over the 23 commando teams from various states and the central government forces to win the All India Police Commando Competition.

The combat, survival and rescue skills of the commando teams were evaluated in a series of competitions held at the Border Security Force (BSF) Academy at Tekanpur, Madhya Pradesh.

The state team defeated commandos of the elite National Security Guard and Paramilitary forces to bring Rajasthan its first victory in the national event. The Tamil Nadu police team came second while Assam Rifles scored the third position.

"The state police have scored second position in national commando competitions in 2008 and 2009, however, this is the first time they have struck the gold medal," said Sudhakar Johari, ADG, Rajasthan Police Training Centre (RPTC).

It was under company commander Ratan Singh. The young team, with an average age less than 25 years represented the state at the five day national competition that concluded on Friday.

The team had been through persistent rigorous training at RPTC, Jodhpur. Officials also acknowledged the contribution made by team of Major General (retired) Dalveer Singh in training the commando teamat RPTC. The competitions required time-bound performances and ambush stimulations. "The details of competition remain confidential, however, it was primarily evaluated on the basis of their performance in handling terrorist strikes and other critical situations," a senior police official said.

Standards of the police training have been much elevated in face of the changing security situation. These teams are being developed to deliver emergency response and ensure security to the citizens during calamities. However, carrying out anti-terrorist and insurgent operations remains specialty of the state police team.

Community radio contributes towards development of Rajasthan rural women

A community radio station in Rajasthan has contributed towards the development of rural women in Tilonia by educating them about banking, child health and government policies among other issues.

The radio station has imparted knowledge of new technologies to the villagers, to help them improve their earnings and increase development.

The Tilonia community radio station was started in November 2009, and has a frequency range, which is effective over a 15-kilometre radius covering around 30 villages and 50,000 people.

Ratan Devi, programming head and announcer of the radio station, said: " The concept of community radio in Tilonia is to give information to the local people in their native language, so that they easily understand things."

" It is the people's radio and they decide what kind of information they want. They should come here and talk to us, and inform us about the issues they want to know so that we can impart knowledge in a better way," she added.

Dabu Devi, a native woman, said: " It is for our benefit. We can get information about the amendments in employment opportunities. The women in the village are illiterate, but by listening to the radio programmes they get information about employment opportunities and understand their rights and don't get cheated by anyone. We are really benefited; we also get the news when there is an increment in the daily wages."

Local women are also invited to the radio station to take part in discussions and perform.

The programmes are targeted at women and are based on developmental, agricultural, health, educational, cultural, environmental, social welfare and other community development issues. (ANI)

देश में सबसे बेहतर हमारी ‘ममी’ की हैल्थ

जयपुर. अल्बर्ट हॉल संग्रहालय में 1885 से संरक्षित 322 से 30 ईस्वी पूर्व की ममी, भारत में संरक्षित अन्य ममी से सबसे बेहतर स्थिति में है। इसकी पुष्टि मिस्र से ममी का परीक्षण करने आए तीन सदस्यीय दल की जांच हुई है। इस दल ने प्रारंभिक परीक्षण के लिए ममी का एक्सरे भी करवाया है।

रेस्टोरेशन टीम की सदस्य व साइंटिफिक रिसर्च की डायरेक्टर प्रो. अमाल सैमुएल आईसेक ने कहा कि यह ममी अखमीन क्षेत्र की है, जो कि मिस्र में ममीफिकेशन के क्षेत्र में सबसे अग्रणी शहरों में शुमार है। पुरातत्व व संग्रहालय के डायरेक्टर एसपीसिंह ने कहा कि ममी का लकड़ी ताबूत और मृत देह के ऊपर लिपटी कुछ पट्टियां खराब हो गई थीं, जिनकी रेस्टोरेशन टीम के दिशा-निर्देशानुसार मरम्मत करवाई जा रही है।

इससे पहले विभाग की ओर से 1998 में रेस्टोरेशन का काम हुआ था। मिस्र के बायोलॉजिकल डैमेज डिपार्टमेंट की डायरेक्टर जनरल सामिया मोहम्मद एल मोगेमी, ममी ट्रीटमेंट के विशेषज्ञ तारेह अब्देल ने बताया कि ममी को जिस एयर प्रूफ बॉक्स और रसायन के साथ रखा गया, वो इसके लिए बेहतर साबित हो रहे हैं। हालांकि हमने डायरेक्टर को कुछ नई तकनीक के बारे में सुझाया है।

ममी से जुड़ी जानकारी: तूतू नामक महिला की संरक्षित मृत देह मिस्र के प्राचीन नगर अखमीन से मिली है। यह महिला खेम नामक देव के उपासक पुरोहित परिवार की सदस्या की है। देह के ऊपरी आवरण पर प्राचीन मिस्र का पंखयुक्त पवित्र भृंग का प्रतीक अंकित है,जो मृत्यु के उपरांत जीन तथा पुनर्जन्म का प्रतीक है। पवित्र भृंग के दोनों ओर प्रमुख देव का शीर्ष तथा सूर्य के गोले को पकड़े श्येन पक्षी के रूप में होरस देवता का चित्र है। इनसे नीचे की ओर चौड़े मोतियों से सज्जित परिधान गर्दन से कमर तक कॉलर के रूप में पहना हुआ है। पंखदार देवी का अंकन इस देह की सुरक्षा के लिए किया गया है।

इसके नीचे के तीन फलकों में पहले में चिता की शय्या पर मृत देह के दोनों और स्त्रियों के चित्र, दूसरे में पाताल लोक के निर्णायकों की तीन बैठी हुई आकृतियां हंै, तीसरे में होरस देवता के चार पुत्र जो कि चारों दिशाओं के रक्षक दिक्पाल हैं, जिनके मुंह मानव,सियार,बंदर और बाज पक्षी के हैं। इसके नीचे का फलक पांवों के ऊपरी आवरण पर बना है। इस फलक में अनुबिस देवता मृत देह को पकड़ कर औषधि से संरक्षित करते दिखाए गए हैं। अनुबिस नेपालिस के अधिष्ठाता देव हैं, जो कि ओरिसि तूतू को पुनर्जन्म के लिए संरक्षण दे रहे हैं
A mummy displayed in Jaipur's Albert Hall Museum since 1885, according to a restoration team from Egypt, is in a better condition compared to other Mummies in India.

The restoration and scientific research team from Egypt did an x-ray and are now restoring some damaged bandages and the wooden coffin. The director of the museum informed that putting the mummy in an air proof box along with some chemicals has helped it and the visiting team has now suggested some more techniques to the Museum director. This is not the first time the mummy is getting restored. A similar restoration was done in 1998.

Rajasthan to deploy special police to protect forests

Jaipur, March 4 (IANS) The Rajasthan government plans to deploy battalions of Rajasthan Armed Constabulary (RAC) to protect forest areas in the state, an official said Friday.

Rajasthan boasts of two tiger projects, a bird sanctuary and 25 wildlife sanctuaries.

'The tiger reserves, existing ones and those proposed, will be given priority in the deployment of RAC battalions,' a senior home department officer told IANS.

Acting on a proposal sent by the forest department to the state's chief secretary, the home department has asked the director general of police (DGP) to make necessary arrangements in this regard.

The DGP is supposed to make a detailed report on the deployment and send it to the home department before the scheme is implemented.

He added RAC battalions will be deployed at forest areas in Alwar, Sawaimadhopur, Bharatpur, Dholpur, Karauli, Nagaur, Kota, Jaipur, Udaipur, Rajsamand, Jalore and some other districts.

National Tiger Conservation Authority of India is considering some other dense forest areas in the state to develop them as tiger reserve besides Ranthambore in Sawaimdhopur district and Sariska in Alwar, due to growing population of big cats here, the officer said.

With this, there is a need to put a check on incidents of illegal grazing in the protected forest areas, illegal mining, poaching of wild life animals and attacks on foresters, he added.

'Recently there had been many incidents of tigers and leopards straying into the villages around forests areas following which the animals were attacked, even killed in some cases.

'While trying to rescue these wild animals, the foresters were also attacked. Stepped up security in these areas will hopefully help tackle such situation,' the official added.

Now, get rail and bus tickets at railway stations

Hanumangarh (Rajasthan), Mar 4 (PTI) Post offices in the country will soon start issuing rail and bus tickets along with delivering letters.
This is part of Rs 1,850 crore Project Arrow, under which a Head Post Office (HPO) was inaugurated by Minister Minister of State for Information Technology and Communication Sachin Pilot here.


"Under Project Arrow, we plan to provide the best and most-advanced postal network in the country," Pilot told PTI here.

"Post offices, very soon, will not only be delivering letters but also be providing additional facilities like rail and bus tickets," he added.

The minister will inaugurate HPOs in Bikaner and Nokha tomorrow and will move to Barmer, Dhorimanna, Pali, Marwar Junction and Jalore on March 6 to open more such facilities.

Under the project, postal staff have been trained to handle the new technology and infrastructure facilities in these post offices have also been upgraded.

Earlier in the day, Pilot addressed a Bishnoi community function at Jambeshwardham in Bikaner.

Started in 2008, Project Arrow aims at improving postal network, computerisation of all 1,55,500 post offices across the country by 2012 and providing additional facilities such as rail and bus ticket booking in rural areas.

The project also has a special insurance policy for rural areas known as the Rural Postal Life Insurance (RPIL).

Under the Rs 1,850 crore four-phased project, Government is focusing on information, communication and technology.

Pilot projects have been started in five states including Karnataka, Rajasthan, Tamil Nadu, Maharashtra and Andhra Pradesh.

The government has tied up with IT-major Accenture for IT consultancy in the programme.

Rajasthan has highest number of pvt univarsities

New Delhi, Mar 11 (PTI) The country today has 77 private universities with Rajasthan topping the list with as many as 16 such institutions, the Rajya Sabha was informed today.
"According to available information, as on date, there are 77 universities established by state legislatures without public funding," Minister of State for HRD D Purandeswari said during Question Hour.
She said state legislatures were competent to establish private universities, with or without public funding.
Rajasthan has 16 universities, seven of them in the state capital, Jaipur. Uttar Pradesh and Gujarat have 11 private universities each. Himachal Pradesh has the third highest private universities in the country at nine.
Meghalaya and Uttrakhand have five private universities each while Haryana and Sikkim four each. Chhattisgarh has three private universities whereas Nagaland and Punjab have two each.
Assam, Bihar, Karnataka, Madhya Pradesh, Mizoram, Orissa and Tripura have one private university each, she added.
"Standards of eduction in private universities, including those relating to teaching, are regulated through the University Grants Commission (Establishment of and Maintenance of Standards in Private Universities Regulations, 2003)," she added.

Water helpline for citizens this summer

Jaipur: The district administration will introduce a toll-free number to address water-supply related complaints this summer. Every summer, water scarcity compels citizens to take it to the streets because the Public Health and Engineering Department turns a deaf ear to their woes despite several complaints.

Administration promises to take prompt action on the complaints received on the toll-free number — 1077. The toll number is the brainchild of collector Navin Mahajan and is expected to be introduced soon.

Additional district manager Narayan Lal Meena said, "The complaints which will be received on the toll-free number would be forwarded to the PHED engineers of their respective areas." The collector would monitor the actions taken on the complaints of citizens. An official said the toll-free number would also help expose errant PHED engineers as the complaints would pinpoint the place of the faulty water supply.

Govt plans toll-free helpline to protect consumer rights

Jaipur: The state government plans to introduce a toll-free number for consumers to address their day-to-day problems with service providers.

For the project, experts would be roped in by the state government to assist the consumers. They can take legal advice as well as information related to any consumer-related issues. They will guide consumers in finding solutions related to products and services. The consumer helpline would also facilitate consumers with process of filing complaints against defaulting service providers.

State Federation of Consumer Organisations president Anant Sharma said, "Consumers have six rights — right to safety, right to information, right to selection, right to hearing, right to compensation and right to consumer education. The helpline would educate consumers about all these rights."

Within a month, toll-free number would be introduced and the consumers could take the benefit. Citizens in the state are serious about their consumer rights. So far, around 3 lakh cases have been filed in the consumer court against service providers and the state stands at top position of solving maximum cases. Until now, 2.8 lakh cases have been taken care of. The toll-free number would also provide information to the consumers about the legal fight against defaulting service providers.

Toll-free number would guide the consumers by informing them about the entire strength of consumer rights protection.

Smart Ration Card to be issued in Sardarpura area

Jodhpur: Smart Ration Cards will be issued in the Sardarpura area from Monday on a trial basis. The scheme has been introduced to provide relief people from lengthy paperwork and black marketing.

Shriven Infocom, the Andhra Pradesh-based company responsible for the project, updated the database of with information pertaining to 160 Ration Cards from the Baiji Talab situated Ration Shop no 12. Ration Cards to 60 families were issued as well.

Company technician Iqramuddin said that data pertaining customers of Shop 22-113 will be fed into the database on Monday. 344 families buy ration from these shops.

इसमें प्रथम पुरस्कार नैनो कार, द्वितीय पुरस्कार हीरो होंडा मोटरसाइकिल, तीसरा पुरस्कार 12 रंगीन टीवी, चौथा पुरस्कार 5 साइकिल, 5वां पुरस्कार 50 मिक्सर ज्यूसर ग्राइंडर, छठा पुरस्कार 50 साइट्रस ज्यूसर, सातवां पुरस्कार 100 दीवार घड़ियां रखी गई हैं। लॉटरी 7 अप्रैल को विश्व स्वास्थ्य दिवस पर निकाली जाएंगी।

Seven days in jail for not harvesting water at home

Jaipur: Your ignorance towards groundwater harvesting could now earn you a hefty penalty and a week behind the bars.
The Jaipur Development Authority (JDA) on Thursday made a provision for seven-day imprisonment and Rs 25,000 fine on citizens who have plots measuring more than 300 square metres in area and have not constructed groundwater harvesting structures. Buildings constructed up to 5,000 square meters will also be covered under this provision.

The civic body will start a special drive for enforcement of this new law from Monday.

"Now, people will be fined Rs 25,000 and may have to spend seven days in jail for not complying with provisions of the JDA Act," said Sudhansh Pant, commissioner, JDA.

The JDA took this decision after many denizens did not pay heed to the notices which were served to them last year instructing them to construct groundwater harvesting structures. Last year, the enforcement cell of the JDA had issued 450 notices for construction of groundwater harvesting structures. However, few paid heed.

Witnessing such weak response, the JDA on Thursday amended provision 37 (a) of the JDA Act and made it mandatory for households to make provision for harvesting groundwater or face punitive action. To ensure people comply, the JDA has again served notices to people.

"Under this provision, the civic body will produce a challan for non-compliance against households in court," added Malini Agarwal, deputy inspector of general (DIG) with authority.

Other than the punitive measures, the state government has proposed to motivate people to voluntarily construct such structures by offering rebate in urban development tax. Several people had actively adopted rainwater harvesting last year.

Cabinet nod for bill on free education

JAIPUR: The state cabinet on Tuesday gave its approval to the draft Rajasthan Right of Children to Free and Compulsory Education Rules, 2011 Bill. It also approved the notification regarding Engery Conservation Building Code (ECBC) which would be applicable to big commercial buildings whose connected load is more than 100 kw. Compliance with these directives would help in 30-40% energy conservation.

The cabinet meeting was held in the morning before the assembly session. The Rajasthan Right of Children to Free and Compulsory Education Rules, 2011 will be enacted for the implementation of the Right of Children to Free and Compulsory Education Act, 2009 of the Government of India. Under these rules, provisions have been made to open a primary school within one kilometre walking distance and upper primary school within two kilometres walking distance. To open schools in hilly regions, desert and remote areas, provisions have been made regarding minimum population and number of students.

It has also been made that all the non-government schools whether they are government-aided or unaided will give admission to a minimum of 25% students belonging to weaker sections and disadvantaged group and no fee would be charged from students belonging to these sections.

The state government would also constitute a State Advisory Council for protecting child rights. The council would be chaired by the education minister. In the meeting, approval was given to the State Litigation Policy. This policy would streamline the state litigation and ensure efficient and effective execution of the litigation and quality improvement. It would also help in minimizing the burden of unnecessary litigation.

बॉर्डर पर तारबंदी, छूते ही बजेगा अलार्म

जोधपुर. पाकिस्तान से सटे राजस्थान बॉर्डर पर अब मैक्सिको की तर्ज पर सर्विलेंस कैमरे और इंटरल्यूड अलार्म लगाए जाएंगे। किसी भी घुसपैठिए के भारतीय सीमा में दाखिल होते ही उसकी तस्वीर कैमरे में कैद हो जाएगी और कंट्रोल रूम वहां तैनात जवान को अलर्ट कर देगा। इसी तरह इंटरल्यूड अलार्म संवेदनशील इलाकों में तारबंदी पर लगाया जाएगा।

घुसपैठिए या अवांछित तत्वों के तारबंदी छूते ही वह बज उठेगा। बॉर्डर को अपग्रेड करने के लिए सर्विलेंस कैमरे और इंटरल्यूड अलार्म का ट्रायल बाड़मेर की मुनाबाव सीमा पर शीघ्र ही किया जाएगा। इसके सफल होने पर बाड़मेर, जैसलमेर, बीकानेर व गंगानगर बॉर्डर पर अत्याधुनिक कैमरे व अलार्म लगाए जाएंगे। गृह विभाग ने राजस्थान सीमा को और अधिक हाईटेक बनाने तथा यहां का सुरक्षा घेरा मजबूत करने की तैयारी शुरू की है। इन दोनों उपकरणों के ट्रायल के लिए अगले महीने एक टीम मुनाबाव आएगी।

बाड़मेर सेक्टर के डीआईजी बीएसएफ विजय सकारिया ने बताया कि थार एक्सप्रेस की जांच के लिए अण्डरकैरेज स्कैनर लगाने के लिए एक्सपर्ट टीम अगले महीने आने वाली है। साथ ही सर्विलेंस कैमरे व इंटरल्यूड अलार्म का भी ट्रायल होने वाला है। बॉर्डर पर अत्याधुनिक सीसीटीवी कैमरे लगाए जाएंगे। सीमा चौकी पर बने कंट्रोल रूम से इन कैमरों के माध्यम से बॉर्डर की हर गतिविधि पर निगरानी रखी जाएगी।

किसी संदिग्ध व्यक्ति के भारतीय सीमा में घुसते ही कंट्रोल रूम तत्काल बॉर्डर के नजदीक तैनात गश्ती दल को अलर्ट कर देगा। राजस्थान सीमा बाड़मेर से गंगानगर तक 1037 किमी लंबी और 293 सीमा चौकियां हैं। बाड़मेर सेक्टर के डीआईजी बीएसएफ विजय सकारिया ने बताया कि थार एक्सप्रेस की जांच के लिए अण्डरकैरेज स्कैनर लगाने के लिए एक्सपर्ट टीम अगले महीने आने वाली है। साथ ही सर्विलेंस कैमरे व इंटरल्यूड अलार्म का भी ट्रायल होने वाला है। अत्याधुनिक सर्विलेंस कैमरा व इंटरल्यूड अलार्म लगने से बॉर्डर पर चौकसी के लिए मैनपावर पर निर्भरता कम हो जाएगी। साथ ही घुसपैठ व तस्करी पर काफी अंकुश लग सकेगा।

सर्विलेंस कैमरा किसी टावर पर लगाने से बॉर्डर का काफी एरिया उसके दायरे में रहेगा। इससे भारतीय सीमा में दाखिल होते ही घुसपैठिए के इरादे को नाकाम करना आसान होगा। साथ ही चौबीस घंटे बॉर्डर की गतिविधियों पर हर वक्त कड़ी निगरानी रहेगी। - बीएस चौहान रिटायर्ड डीआईजी, बीएसएफ।

बीएसएफ ने पांच साल पूर्व थर्मल इमेजर, लॉरोस व एचएचटीआई जैसे अत्याधुनिक उपकरण खरीदे थे, लेकिन इन सभी का उपयोग मैन्यू अली होता है। साथ ही बॉर्डर की चौकसी के लिए बड़ी तादाद में जवान चौबीसों घंटे पहरेदारी करते हैं। इसके बावजूद घुसपैठ के साथ ही तस्करी की आशंका बनी रहती है।

विलायती बबूल से बनाए बिस्कुट व कॉफी

जोधपुर. केंद्रीय शुष्क क्षेत्र अनुसंधान (काजरी) के वैज्ञानिकों ने विलायती बबूल की फलियों से कॉफी एवं बिस्कुट तैयार किए हैं। इन्हें हैदराबाद स्थित राष्ट्रीय पोषाहार संस्थान में टॉक्सीसिटी जांच के लिए भेजा गया है। जांच रिपोर्ट में यदि इन्हें आम लोगों के उपयोग लायक पाया गया तो इन उत्पादों को बाजार में उतारा जाएगा। साथ ही इनसे संबंधित इंडस्ट्रीज स्थापित कर रोजगार के अवसर उपलब्ध करवाए जाएंगे।

काजरी में बुधवार को राष्ट्रीय नवोन्मेषी परियोजना के तहत आयोजित ‘विलायती बबूल पेड़ का भूत, भविष्य एवं वर्तमान’ विषयक संगोष्ठी में परियोजना अन्वेषक डॉ. जेसी तिवारी ने यह जानकारी दी। उन्होंने बताया कि बबूल की फलियों से पशुधन के लिए सस्ता एवं संतुलित पौष्टिक पशु आहार भी तैयार किया गया है। प्रधान वैज्ञानिक डॉ. बीके माथुर ने बताया कि बबूल की फलियों के उपयोग से पशुओं के दुग्ध उत्पादन में वृद्धि हुई है।

इससे पहले काजरी प्रभारी सुरेश कमार ने कहा कि विलायती बबूल से मानव व पशुधन के लिए आहार उत्पाद बनाने की काफी संभावनाएं हैं। इससे मूल्य संवर्धन में भी सफलता मिली है। आईसीएआर, नई दिल्ली के सहायक महानिदेशक डॉ. जेसी डागरा का कहना था कि विलायती बबूल से गांवों में 70 प्रतिशत ईंधन की आपूर्ति हो रही है। मुख्य अतिथि ब्रिगेडियर मनजीत मेहता ने दो दिवसीय संगोष्ठी का उद्घाटन किया।

चार लेखकों की पुस्तक का विमोचन: संगोष्ठी के दौरान डॉ. जेसी तिवारी, आर. राधाकृष्ण, एसएल हर्ष तथा डॉ. एचसी बोहरा द्वारा लिखित पुस्तक ‘विलायती बबूल भूत, भविष्य एवं वर्तमान’ का विमोचन किया गया। कार्यक्रम का संचालन वैज्ञानिक प्रतिभा तिवारी ने किया।
