Limak-Airport de Lyon gets the concession for PIA

Turkish-French consortium "Limak-Airport de Lyon" was announced on Friday the winner of the bid for 20-year concession of Pristina International Airport.

The concessionaire is committed to invest €100 million at the airport, while the Kosovo budget will benefit 23 – 55% of the revenues.

Government of Kosovo says that through private investments in Prishtina International Airport it aims to provide modern infrastructure, an improvement of commodities and services in global level as well as to benefit from the operation efficiency and transparency.

The announcement of the winner was made during a public ceremony and broadcasted live.

Limak/Aerport de Lyon has been awarded the contract because the Government has been offered an average of 39.42% of gross revenues, in exchange for concession rights.

IC Frapport Havamanli ICTAS, the second-placed bidder has offered an average of 30.37% of gross revenue.

Limak Holding and Airport de Lyon will be asked to modernize and expand the International Airport of Prishtina, invest over € 100 million in new infrastructure, including the construction of new terminal building, to offer enhanced services and increase levels of quality. Republic of Kosovo will retain 100% ownership of airport assets.

The consortium will upgrade and expand the airport by investing over €100 million in new infrastructure, including the construction of:

- A new Terminal (25.031 m2)
- A new Control Tower and related buildings
- A new Platform
- A new Parking facility
- A new area for the deployment of buses and taxis
- A new landing lane
- A new Water Treatment plant
- Airport equipment (that will support the installation of bridges for boarding the aircraft)
- Wing Expansion (to accommodate code E type aircrafts)

(E plotėsuar) Qeveria e Kosovės dhe Konzorciumi Limak - Aeroports de Lyon, nėnshkruan sot kontratėn pėr dhėnien me koncesion tė Aeroportit Ndėrkombėtar tė Kosovės, pėr 20 vitet e ardhshme.

Kontrata ėshtė nėnshkruar nga ministri i Ekonomisė dhe i Financave, Ahmet Shala dhe ai i Transportit dhe Telekomunikacionit, Fatmir Limaj, si dhe nga pėrfaqėsuesit e dy kompanive ndėrkombėtare.

Kjo ėshtė kontrata e parė e dhėnies me koncesion tė njė kompanie tė madhe publike dhe Qeveria e Kosovės beson se ajo do tė hapė dyert pėr investime tė ngjashme nga jashtė.

“Kjo ėshtė njė ditė e madhe. Pėr herė tė parė nė Kosovė, po nėnshkruhet njė marrėveshje e tillė, nėpėrmes koncesionimit”, tha ministri Limaj, i cili u bėri thirrje edhe kompanive tė tjera tė mėdha qė tė investojnė nė Kosovė.

Nė konferencėn pėr gazetarė, pas nėnshkrimit, Konzorciumi Limak - Aeroports de Lyon, pėrsėriti zotimin se deri nė vitin 2012 do tė investojė rreth 140 milionė euro.

Zėvendėskryetari i Bordit udhėheqės tė Limak-ut, Sezai Bacaksuz, shpalosi synimin qė numri i udhėtarėve nga 1.5 milion sa janė aktualisht, tė rritet nė 4 milionė nė vit.

Nė mesin e investimeve parashihet zgjerimi i terminalit prej 27 mijė metrash katrorė. Do tė zgjerohet edhe vendparkimi pėr automjete, Kulla e kontrollit tė trafikut ajror do tė modernizohet etj.

Pėrfaqėsuesit e konsorciumit, tė cilėt nga sot e marrin nė menaxhim Aeroportin, pėrsėritėn zotimin se punėtorėt, tė cilėt aktualisht janė duke punuar, nuk do tė preken.

Kushtet e caktuara janė qė ky konzorcium tė investojė rreth 100 milionė euro pėr ndėrtimin e njė terminali tė ri dhe pėr rregullimin e infrastrukturės sė aeroportit. Premtimet janė qė do tė ofrohen edhe shėrbime mė tė mira pėr tė gjithė udhėtarėt. Dhe, 39.42 pėr qind tė hyrave tė aeroportit, kompania fituese do t`i japė buxhetit tė Kosovės pėr 20 vjet rresht.

Endrit Shala, kėshilltari i ministrit Fatmir Limaj, tregoi se kontrata do tė nėnshkruhet nė njė ceremoni solemne tė organizuar nga Qeveria e Kosovės, ku do tė marrin pjesė gjithė krerėt e shtetit dhe ambasadorėt e huaj nė Kosovė. Ai tha se edhe pse kontrata nėnshkruhet sot, konzorciumit De Limak i duhet tė plotėsojė kriteret e parapara nė kontratė nė afat kohor prej 180 ditėsh.

“Disa nga kėto kushte pėrfshijnė transferimin e punonjėsve tė ANP`sė te operatori i ri, miratimin e dizajnėve pėr terminalin e aeroportit dhe pėrmbylljen financiare”, tha Shala.
Tregoi gjithashtu se plotėsimi i tė gjitha kėtyre kushteve pritet tė kryhet deri nė fund tė kėtij viti. Njėsia e Partneritetit Privato Publik ėshtė nė fazėn e pėrmbushjes sė kushteve paraprake. Zyrtarė tė njėsisė sė PPP`sa patėn treguar mė herėt se procesi pėr privatizimin dhe transferimin e ANP`sė nga prona publike nė atė menaxhim privat ka shkuar mirė.

Kontrata nė thelb pėrmban transferimin e kompetencave nė menaxhimin dhe operimin e ANP-sė te konsorciumi Limak-Lyon, i pėrbėrė nga operatorė francezė tė aeroportit, Aéroports de Lyon dhe kompania turke e ndėrtimit Limak Construction, tė cilat i kishin ofruar tė paguanin pėrqindjen mė tė lartė tė tė ardhurave bruto pėr qeverinė nė kėmbim tė koncesionit.

Aeroporti Ndėrkombėtar i Prishtinės, gjatė viteve tė pasluftės, ka qenė njė prej kompanive mė me afera korruptive nė Kosovė. Sė pari e kanė drejtuar ndėrkombėtarėt e mė vonė duke kaluar nė duart e vendorėve.

Pėr kėtė kompani, raport patėn krijuar edhe Kombet e Bashkuara, tė cilat e patėn cilėsuar si njė prej kompanive ku lulėzon korrupsioni dhe krimi i organizuar.

“Aeroporti ka pėrjetuar edhe periudhėn e artė tė tij, por mendoj se ka qenė koha pėr ta dhėnė me koncesion kompaninė”, tha Mustafa.

Konsorciumit Limak-Lion i ėshtė dhėnė kontrata mė 14 maj, pasi qė i ka ofruar Qeverisė sė Kosovės njė mesatare prej 39.42 pėr qind tė tė ardhurave bruto nė kėmbim me tė drejtėn pėr koncesion. Koncesionari do tė operojė me aeroport, duke ofruar shėrbime tė zgjeruara nė nivel tė cilėsisė sė lartė. Kosova do tė mbajė 100 pėr qind tė pronėsisė sė pasurive tė aeroportit.

Qeveria e Kosovės synon qė pėrmes investimit tė kapitalit privat nė aeroport tė sigurojė infrastrukturė moderne, pėrmirėsim tė komoditetit, shėrbime tė klasės botėrore, pėrfitime nga efikasiteti nė operim si dhe transparencė tė shtuar nė operimin dhe financimin e aeroportit. Pėrmes kėtij koncesionimi, pati deklaruar ministri i Transportit, Fatmir Limaj, Kosova do tė pėrfitojė investim tė huaj direkt me vlerė rreth 100 milionė euro si dhe pėrqindje nga tė hyrat bruto tė ANP`sė.

Kontrata ėshtė nėnshkruar nga dy ministra tė Qeverisė sė Kosovės, Fatmir Limaj nga Ministria e Transportit dhe Postė-Telekomunikacionit, dhe Ahmet Shala nga Ministria e Ekonomisė dhe Financave, si dhe Sezai Bacaksiz nga zėvendėskryetari i Bordit udhėheqės tė “Limak Aeroports de Lyon Consortium.

Ministri Fatmir Limaj ka thėnė se nė kėtė kontratė parashihet ndėrtimi i njė terminali tė ri mė njė investim prej 140 milionė eurosh.

Sipas tij, pėrveē kėsaj shume qė do tė investohet nė Aeroportin Ndėrkombėtar tė Prishtinės, buxheti i konsoliduar i Kosovės pėr 20 vjetet e ardhshme do tė pėrfitojė edhe 400 milionė euro tė tjera nga kjo kontratė.

Tė dy ministrat e qeverisė kanė thėnė se kjo ėshtė hera e parė qė Republika e Kosovės po nėnshkruan njė kontratė me njė konsorcium ndėrkombėtar, i cili mė pas do tė bėjė investime strategjike dhe afatgjata nė infrastrukturėn publike.

Sipas zyrtarėve tė qeverisė dhe atyre turq e francezė, nė ANP do tė investohet rreth 100 milionė euro nė infrastrukturėn e re, pėrfshirė kėtu ndėrtimin e terminalit tė ri me gjerėsi 27 mijė metra katrorė.

Ata kanė thėnė se pėrveē kėsaj, kontrata obligon edhe ndėrtimin e kullės sė re kontrolluese dhe ndėrtesat e reja tė ndėrlidhura, platformėn e re, parkingun e ri pėr automobila, njė zonė e re pėr vendosjen e autobusėve dhe taksive, njė central tė ri pėr trajtimin e ujit, pajisje tė aeroportit, pėrfshi midis tjerash urat pėr hyrje nė aeroplan, zgjerimin e krahėve tė shtigjeve pėr tė akomoduar aeroplanėt e kodit E dhe hapėsira tė tjera tė domosdoshme pėrcjellėse.

“Nė kėmbim pėr tė drejtat e tij koncesionari do t’i paguajė Qeverisė sė Republikės sė Kosovės njė mesatare prej 39.42 % e tė hyrave bruto tė Aeroportit Ndėrkombėtar tė Prishtinės pėr 20 vitet e ardhshme nė formė tė tarifės vjetore tė koncesionit. Varėsisht nga rritja e numrit tė pasagjerėve qė planifikohet tė arrihet mbi 2 milionė pėr 20 vitet e ardhshme, kjo tarifė mund tė arrijė shumėn deri 400 milionė pėrfitime pėr vendin tonė”, ka thėnė ministrit i Transportit, Fatmir Limaj.

Pas nėnshkrimit tė kontratės, ku tė ftuar kanė qenė ambasadorė tė akredituar nė Kosovė, zyrtarė tė USAID, Bankės Botėrore, ICO e tė tjerė, autoritetet kontraktuese do tė kenė edhe 180 ditė tė tjera pėr pėrmbushjen e tė gjitha kushteve paraprake pėr hyrjen nė fuqi tė kėsaj kontrate.

Zėvendėskryetari i bordit udhėheqės tė “Limak Aeroports de Lyon Consortium”, Sezai Bacaksiz, ėshtė zotuar se do tė ndėrtohet njė aeroport modern qė i ka hije Kosovės dhe Aeroporti Ndėrkombėtar i Prishtinės do tė jetė njė qendėr ku do tė zhvillohet trafiku ajror.

Duke rikujtuar se konzorciumi Limak ėshtė treguar i suksesshėm edhe nė ndėrtimin dhe menaxhimin e Aeroportit Ndėrkombėtar tė Stambollit “Sabiha Gokēen”, Bacaksiz ka thėnė se do tė jetė njė investim prej 140 milionė eurosh nė ndėrtimin e terminalit tė ri nė ANP dhe ka premtuar se ky terminal do tė pėrfundojė nė vitin 2012.

“Me njė investim prej 140 milionė euro synojmė qė projektin ta pėrfundojmė nė vitin 2012. Me kėtė investim do tė i kemi 27 mijė metra katrorė tė hapėsirės, do tė ndėrtojmė njė terminal modern dhe 1750 vetura do tė jetė kapaciteti i parkingut”, ka thėnė Bacaksiz.

Ai ka treguar se synimi i tyre ėshtė qė tė rritet edhe mė shumė numri i pasagjerėve.

“Synojmė qė tė rrisim numrin e udhėtarėve prej 1.5 milionė nė 4 milionė udhėtarė. Uroj qė ky projekt tė jetė i mbarė pėr Republikėn e Kosovės dhe qytetarėt e saj”, ka thėnė Bacaksiz.

Ministri i Ekonomisė dhe i Financave, Ahmet Shala, ka ftuar tė gjithė investuesit e huaj qė tė investojnė nė Kosovė. “MEF bashkė me institucionet e tjera ka futur nė rrugėn e saj pėr tė realizuar edhe projekte tė tjera tė partneritetit publiko-privat dhe ne do tė ecim edhe nė sektorin e energjisė dhe nė sektorėt e tjerė. Shfrytėzoj rastin t’i ftoj investitorėt nga tė gjitha anėt, nga Franca, nga Turqia, nga tė gjitha vendet e tjera tė botės qė tė hedhin syrin publikimet qė kemi dhe tė mbajnė afėr kontaktet me institucionet tona”, ka thėnė ai.

Kjo ėshtė kontrata e parė e nėnshkruar ndėrmjet Qeverisė sė Kosovės dhe njė firme tė madhe pėr koncesionimin e njėrės ndėr ndėrmarrjet mė fitimprurėse nė vend.

Fakte:
140 milionė investime deri nė vitin 2012. Buxheti i Kosovės pritet tė pėrfitojė 400 - 450 milionė nga kjo kontratė. Konzorciumi do t`i paguajė Qeverisė sė Kosovės 39.42 % tė tė hyrave bruto tė Aeroportit Ndėrkombėtar tė Prishtinės pėr 20 vjetet e ardhshme. Do tė zgjerohet ndėrtesa e terminalit, ajo e kullės sė trafikut ajror, vend parkimi pėr automjete e shumė investime tė tjera.

Limak Holding, a Turkish group with operations in tourism, energy, cement, technology and aviation, on Thursday signed a Public Private Partnership, or PPP, agreement with the Republic of Kosovo regarding expansion and operation of Pristina International Airport for 20 years.

With the agreement Limak becomes the first foreign company to obtain a contract since privatization started in the Republic of Kosovo. The agreement foresees an investment of 140 million euros. It will cover a modern, 27,000-square-meter terminal building that will provide world-class passenger comfort, a 77,000-square-meter apron and runway, a new traffic control tower, car park facilities with capacity for 1,750 vehicles and fuel tanks, and refurbishment of airport access roads.

Limak will be responsible for operating and maintaining the passenger terminal, car park, ground handling, fuelling and cargo areas, as well as the runway and apron facilities. The consortium will pay rental fees based on usage to the Republic of Kosovo in addition to its investments.

“We will do our best to support the growth of international investors in Kosovo,” Kosovo Minister of Economy Ahmet Shala told the Hürriyet Daily News & Economic Review. “I am pleased to see that with this investment nearly 39 percent of the revenue will be paid to the Republic of Kosovo per annum.”

Target: 4 million passengers

“Our aim is to increase the number of passenger from 1.5 million to 4 million annually,” said Sezai Bacaksız, deputy chairman of Limak, at the press conference held at the Ministry of Economy in Pristina. “I want this project to bring prosperity to the Republic of Kosovo and its citizens."

Minister of Transportation and Telecommunication Fatmir Limaj, Shala and executives from Limak and Aeroports de Lyon attended the signing ceremony hosted by Prime Minister of Kosovo Hashim Thaci.

“The Limak Group of Companies, with 35 years of experience mainly in construction and infrastructure and with a strong track record in the fields of aviation, energy, cement, tourism and food production, has proven itself with success in the design, construction, financing and operation of the projects it has undertaken,” Bacaksız said.

“Limak is highly reputable with its strong capital and management structure, its diligence in just-in-time completion of both local and international projects and world-class technology,” he said. “We strongly believe our success in the construction and operation of Istanbul’s Sabiha Gökēen International Airport will be replicated in this project, which has high importance both for the Republic of Turkey and the Republic of Kosovo, where it is the first of its kind in Kosovo.”

Strategic way to Europe

Bacaksız said: “We also reckon that the project will create a high level of added value for the regional economy. We are proud of signing the concession agreement with the Republic of Kosovo covering 20 years of operation and expansion of the Pristina Airport. Kosovo will be our strategic gateway to Europe.”

Pristina Airport has a strategic role in Central Europe, with its high international traffic providing connections to many countries including Germany, Switzerland, Austria, Turkey, the UK, Hungary and Italy. Currently Turkish Airlines, Swiss Air, Austrian Airlines, Air Berlin, German Wings and many other major airlines use Pristina Airport.

A consortium of Limak, GMR Infrastructure Limited and Malaysia Airports Holding Berhad has been operating Istanbul Sabiha Gökēen International Airport since 2008 under the buy-operate-transfer model with a 20-year concession period. Sabiha Gökēen is the youngest greenfield airport in Europe and recorded the highest growth rate on the continent between 2002 and 2009. Sabiha Gökēen's new international terminal was constructed in a record time of 18 months.

It's not too small (25,000 squared meters is a lot bigger than right now), and as regards to 'plain', I'll just say that less is more.

It also does have jet bridges.

It does have jetbridges. From that render, the only thing that I would have liked to see, that's not there, was a two level entrance, one for departures, one for arrivals.

The exterior design does not look that great but it looks simple, functional, and bigger than most airports in the region. Maybe we will like it more when they provide more details/renders.

Are you kidding? Just for comparison purposes, do you have any idea how big is Tirana Airport's new terminal building? It's 8,500 square meters, my friend.

But not only the size matters in this case because no matter how much PIA invested inside the current terminal building, from the outside the building is an utter nightmare.
The added parts after the war are not in any way matched to the existing structure of the building so now we have an architectural disaster very similar to gipsy houses.

To make a long story short, the new terminal building is a MUST for PIA and we should all hope that it starts to get built as soon as possible.

Let's not forget, Airport is not just a gateway to the outside world... its also the first impression foreigners receive when they visit our Country!

To be fair, the structure does look rather bland. No creative thought was put in the design process.

Surface area of the current terminal including the baggage handling facility is 13.333 m2 and can accommodate up to 1.8 million passengers a year.

Ok relax. I'm one of the biggest critics of TIA when it comes to its size, but PRN is not going to be much larger, if any. I don't care what we hear and read here, I guarantee you that LIMAK will build a terminal about the same size as TIA or maybe slightly larger. As for PRN becoming the largest airport in the region (and by region I assume you mean ex-YU), BEG and ZAG and LJU are quite ahead of PRN and will continue to be so for a long time.
