At last, the long-suffering motorists on the western and northern parts of the City got some relief with the 4.5-km stretch of elevated highway between Nelamangala and Yeshwanthpur (CMTI) junction thrown open to traffic on Friday.

The Elevated Highway has reduced to a mere 10 minutes travel time between Nelamangala and Yeshwantpur that used to take 45 minutes.

The stretch, part of the 19.5-km toll road, is elevated up to Widia factory, levels off to some distance and is again elevated for a distance of a few kilometres at Dasanapura and Nelamangala.

The stretch below the elevated road will continue to be toll free as it comes under the City limits, but motorists have to pay the toll on the main road beyond the City limits.

With the opening of the elevated stretch on Tumkur Road, traffic congestion caused due to plying of a large number of heavy vehicles, including lorries and non-stop buses proceeding towards the central and northern parts of the State, will be eased.

However, the speed limit on the stretch is restricted to 80 km per hour, said Additional Commissioner of Police (Traffic) Praveen Sood.

However, those coming to the City will have to bear the brunt of traffic flow at snail’s pace for six more months as the ongoing work on Metro rail project has caused bottlenecks at Goraguntepalya Junction which is also a point of convergence into a single stretch.

BANGALORE: Those at the wheel can heave a sigh of relief. The elevated road between Nelamangala and Yeshwantpur ( CMTI) junction has been opened to traffic. This to accommodate heavy vehicles plying to central and northern districts of Karnataka.

The 19.5km toll road has a 4.5km elevated stretch with exits at Nice Road (WIDIA factory), Dasanapura and Nelamangala. With the opening of the elevated road, travel time will be reduced by at least 25 minutes. While the road below the elevated one will continue to be toll free, the one beyond it, except for service roads, won't.

However, incoming traffic towards the city will face a major bottleneck at Goraguntepalya (Outer Ring Road __ Tumkur Road junction) where a Metro station is under construction, as a five-lane traffic converges into a single-lane here. This situation is likely to continue for another six months.

Newly-constructed roads are usually thrown open for public use after an elaborate inauguration (read photo-op for politicians and bureaucrats).


But, there was no such fanfare as the Bangalore-Nelamangala expressway on Tumkur Road was quietly opened to motorists on Friday. Even frequent motorists on this route were unaware that the road had been opened for public use, despite the barricades being removed. Police were forced to step in and direct motorists to use the road.

The 4.3-km-long expressway, which includes six mini flyovers, would cut travel time between Goraguntepalya (Outer Ring Road junction) and Nelamangala by an estimated 45 minutes. It currently takes an hour to cross that stretch. With this, the Bangalore-Tumkur road - an important one as it helps connect to 24 of the 30 districts in the state - is now signal free. An NHAI official said: “The road was opened for a free trial run on Friday. Toll collection may begin from Saturday.”

A host of politicians, including union surface minister Kamalnath, chief minister B S Yeddyurappa and union law minister Veerappa Moily, were in attendance when the Electronics City flyover was inaugurated. For the Nelamangala flyover, those formalities were dispensed with, perhaps because the project was already badly delayed. The project was originally scheduled to be completed by November 2009. But even at the end of 2009, it was still a work-in-progress. A new deadline - March this year - for completion was fixed, but it missed that deadline as well as several others which were subsequently set. It was finally opened to traffic on Friday.

Bottleneck

This route, the gateway to Western India, has the densest traffic with 1.2 lakh passenger car units (PCU) recorded on an average per day. Of the 19.5 km stretch, 4.3 km will be a four-lane elevated highway, while the remainder forms part of a six-lane highway with two-lane service roads on either side. However, while the elevated highway offers smooth passage for vehicles to the city, the Ring Road junction would prove a bottleneck. Just as traffic piles up at the Silk Board junction at the end of the Electronics City flyover, Goraguntepalya junction would pose a similar bottleneck if not a bigger one. The NHAI project terminates before the Ring Road junction and motorists have to endure two traffic signals there. It could turn out to be a nightmare.

Two-wheelers barred

As had been reported by Bangalore Mirror, two-wheelers would not be allowed to ply the Bangalore-Nelamangala expressway. It becomes the first in the city not to allow bikes, scooters and autos. The NHAI has put up huge boards prohibiting two-wheelers, three-wheelers and tractors from from using the flyover.

Currently, the Delhi-Gurgaon expressway has no place for two-wheelers. Although two-wheelers flout the rules, the riders are fined. Officials claim these vehicles are free to ply on the four-lane road (apart from two service lanes) below. Two-wheelers are allowed on the Electronics City flyover, but officials have found that they flout rules and are prone to accidents. Hence the ban on the Tumkur Road expressway.

Regulars find travel time cut by a third on Nelamangala highway



SMOOTH RIDE:Lorry drivers hope to save on heavy maintenance costs as the old road necessitated replacing the clutch plate every three months.

BANGALORE: Two and three-wheelers will be denied entry on the new elevated highway between the Central Manufacturing Technology Institute (CMTI) junction and Nelamangala on National Highway 4.

With National Highways Authority of India (NHAI) starting toll collection on the 19.5-km, access-controlled elevated highway from midnight Saturday, two and three-wheelers find themselves denied entry for “safety reasons”. In fact, several boards announcing the ban had already come up ahead of the toll collection. The road had been opened recently and a number of two and three-wheelers were using it.

Many like B.V. Prashanth, a private company employee who rides a motorbike and used the road during the trial run, grumbled that their commute would go back to being long and tedious.

An NHAI official said there is a freeway available for the two-wheelers, but if they wanted access to the road, the issue will have to be taken up by the State Government. However, it made it clear it opposed the idea.

‘Okay with toll'

Meanwhile, drivers of bigger vehicles, including lorries, are thrilled over the quality of road and reduction in travel time. “I don't mind the toll as the road has cut our travel time to Tumkur by almost an hour. The stretch between Yeshwanthpur and Nelamangala was so bad it would take us over an hour to negotiate it,” A. Krishnappa, who drives a cargo lorry, told The Hindu.

Besides fuel waste, vehicle maintenance cost invariably went up as the clutch plates had to be replaced every third month,” said Mr. Krishnappa, who drives through Tumkur Road daily.

His colleague, Syed Jamal, who agreed, pointed out that the toll would only be a fraction of the cost involved in maintenance otherwise.

Cut by a third

Much to their delight, many car drivers found that the new route shaved 15 to 20 minutes off their one-hour commute between Nelamangala and CMTI junction. “Traffic was opened on the elevated highway during the last couple of weeks to ensure all the checks are done before the collection of toll began,” said a supervisor at the Chikkabidarahalli Toll Plaza.

On Saturday, hours ahead of the toll collection, employees at the toll plaza were seen distributing handbills mentioning the user fee, distance and the contact details among others.

But sadly…

However, all good things must end and the happy drive towards the city ends at CMTI junction when Bangalore's notorious traffic chokes the road. It gets worse when vehicles move at a snail's pace or grind to a halt in front of the Yeshwanthpur Railway Station where the ongoing Namma Metro construction has shrunk the road width.

Bangalore: The opening of Yeshwantpur-Nelamangala flyover brought much relief to motorists on Saturday, while a free drive turned out to be the cherry on the icing. However, authorities will begin collecting the toll fee from Sunday midnight.
The flyover enabled free traffic flow, particularly at Peenya and Jalahalli junction, unlike the bumper-to-bumper traffic that ran here until Friday. The 19.5-km flyover takes off at Goraguntepalya junction, with service roads for local traffic flow.
According to Praveen Sood, additional commissioner of police (traffic), this flyover is more advantageous than the Electronic City one. “Lorries and buses are rarely seen on Electronic City flyover.Yeshwantpur flyover will be used mostly by heavy vehicles heading towards Tumkur, besides light motor vehicles, including two-whelers,” he said.
‘QUICK DRIVE FROM NOW’
For mini lorry driver Hanumanta Raju, the flyover comes as a boon as he can now reach Nelamangala in less than 40 minutes. He works with a private factory that deals in scrap articles and goods, and the quick drive will help him make more trips, he said.
Jayanth Shetty, who was heading to Mangalore along with his family, said it was a surprise for him. “Earlier, passing Yeshwantpur, Peenya, Jalahalli junction and Jindal would have taken more time due to traffic snarls. Now we can reach Nelamagala within 30 minutes,” he said.
For Uma Shankar, a resident of Sanjayanagar, the flyover will save time in reaching Nelamanagala, where he runs his business.
