Core team to re-brand Bengal
Team Wally Olins has taken guard for Mission Bengal.

The first runs were scored on Friday when the steering committee that will drive the Brand Bengal project was formed under the chairmanship of Ardhendu Sen.

The chief secretary met members of Saffron Brand Consultants, Olins’s company, for a two-day brainstorming at Writers’ to identify key members for the committee and to discuss the roles and responsibilities of the government.

Brand guru Olins, responsible for the positioning of London for Olympics 2012, has been appointed by the state government for a project “to create a brand idea and brand identity for Bengal”.

The fees for the project at this stage is Rs 1 crore that the government will pay Team Olins for “strategy and recommendations”.

The steering committee, that will meet Saffron Brand Consultants every 15 days, will be headed by the chief secretary and include nine other secretaries and principal secretaries from various departments (see box).

“We met the secretaries of the various departments who will be on board. We made the same presentation that we had made to the chief minister and the finance minister when we had met them in June. It was to make them understand the purpose of the project and the role each one will play,” Avik Chattopadhyay, the CEO of Saffron Brand Consultants, India, told Metro.

“We also discussed how we will go about doing our own audit in different parts of the state. We want to meet and observe a cross-section of people and organisations starting from panchayats and primary health care units to successful entrepreneurs in order to understand how Bengal is contributing to their growth and development and what has made them stay on in this state,” added Chattopadhyay.

Niloy Ghosh, the special secretary of information and cultural affairs, said they would facilitate such meetings for Saffron.

“We have already started our fieldwork with multiple teams in north, south and central Bengal. We will share all our deductions during the fortnightly meetings. The steering committee will act as a sounding board and give us their inputs since it’ll eventually be they who will execute the activation,” said Chattopadhyay.

And how involved will Olins — the man who has branded Poland, Spain and Rio de Janeiro, besides being adviser to Orange, Prudential, Forte Hotels, Coca-Cola, Renault, Volkswagen and Tata over five decades — be in Brand Bengal.

“Wally will be present at crucial meetings whenever some important strategies need to be decided upon,” assured Chattopadhyay.

Webel Venture Capital weighs 5 business plans

WEBEL Venture Capital Ltd (WVCL),a venture fund set up by the West Bengal government is on an investment spree.The 25-crore fund that has already funded a dozen start-up companies in the state is evaluating business plans from five more new ventures.These fresh proposals have been sent for preliminary technical appraisal to IIT Kharagpur.
The three-year-old fund is emerging as an investor of choice for local entrepreneurs with networking groups such as The Indus Entrepreneurs (TiE) directing fresh business plans for consideration.Of eight such proposals sent by TiE,five were chosen by a panel of industry experts including serial entrepreneur Christian Aspegren and Merie Joseph,project manager,Indian health kiosk.Some of these start-ups that have sought funding are Nevaeh Tech,Apex Audit Management and Comunet.
Webel is the latest in a list of stateowned venture capital firms that are emerging as active risk capital investors.The Kolkata-based fund has invested a fifth of its corpus in about a dozen start-ups such as IKure Techsoft,KCM Infotech,PervCom Consulting,Videonetcis Technology and Aptsource Software.
Other state governments that have active VC funds include Karnataka,Andhra Pradesh and Gujarat.For instance,Karnataka Information Technology Venture Capital Fund (KITVEN fund) launched in 1999 with an initial corpus of Rs 15 crore has now floated a second fund called KITVEN Fund 2 with a corpus of 26.25 crore.
Typically,a governmentowned VC fund should look at long-term return horizon of fiveseven years as they are investing in a completely greenfield venture, said Vikram Hosangady,executive director of consulting firm KPMG.To be effective,such funds will also need to have a proper operating team and charter with a shareholders agreement that spells out how to safeguard the investment risk,he added.
Entrepreneurs who have raised funding from Webel also are looking to gain from the funds long term focus.We had taken 25 lakh from Webel VC for our firm.The reason behind choosing Webel VC is that there will be no unnecessary pressure on the return on investment aspect.In the case of private VCs,the start-up needs to perform from day one which sometimes become a tough task, said Somprakash Banerjee,an IIMC professor,who is on the board of PervCom Consulting,a start-up that develops remote tracking devices.
With more than half its corpus yet to be invested,Webel does not expect to raise fresh funds in the short term.We have funds with us and do not need to expand our corpus further, said Dhrubes Biswas,chairman of WVCL.
State-run VC funds such as KITVEN in Karnataka and in Andhra Pradesh have already built up a strong investment track record.
We have already funded 17 start-ups from our initial fund.We have made another two investments from our second fund.There are two-three projects in the pipeline which we will fund from our second fund.Though there is no thumb rule,we generally expect a return of 25% on our investments, said AR Jayakumar,CEO of KITVEN.
Similarly,the Andhra Pradesh Industrial Development Corporation (APIDC) had floated a venture capital fund known as APIDC-VCL in 1990 with an initial corpus of 24 crore.Later,it was privatised and now APIDC-VCL is a public-private partnership company between Ventureast Group and APIDC.It has now floated a 155-crore fund to finance the biotechnology sector.

City may soon ride Merc buses

Kolkata: The city may well be able to carry on with celebrations beyond the festive season. After Volvo hit the roads to pamper residents, earlier jostling for space in rickety and rundown buses, a number of private operators are now vying for Mercedes buses under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to give people a smooth ride after Puja.
The success of Volvo operations in the city has apparently accentuated this sudden enthusiasm for Mercedes buses. Stating that they had received a number of proposals from private operators to run Mercedes buses in public-private partnership, transport minister Ranjit Kundu added, “We have already struck a deal with Daimler Chrysler India Limited (DCIL), the manufacturer of the vehicle,”
The Volvo experiment has reportedly shattered many myths, the biggest being a dearth of takers for the luxury bus. On the contrary, Volvo services have made many car owners shun their vehicles for a bus ride to their workplace or airport. “A clean, air-conditioned public transport is any day a much better option than taking your car to burn expensive fuel while negotiating the chaos on road,” said Pratik Chakraborty, who takes the Volvo to his VIP Road businessoutlet from Deshopriya Park.
The Volvo experiment is all set to be replicated with the 45-seater Merc coach which comes with fire-retardant upholstery, LCD screen, laptopcharging point, temperature control, seats with mechanical reclining, ample leg room and a unique suspension system that allows the driver to lift the floor height of the vehicle up to six inches to ensure a smooth ride on bumpy roads. “The more the merrier. If one bus can replaces ten cars, what else is required. This will take increasing traffic pressure off the roads, reduce fuel-consumption and thus diminish emission and ensure a safe journey,” said Dinesh Mohan, transport expert from IIT-Delhi, one of the biggest propagator of bus-rapid transit system.
At present there are five service centres for Merc buses in the south and the west but none in the east. A Merc bus bears a price tag of Rs 85-90 lakh — against Rs 82 lakh for a Volvo in Kolkata. The German company expects the demand for high-end buses to grow with the improved road network in the country and increasing need for efficient public transport systems.

Delta India to set up export-oriented plant in Chennai

Upbeat about the growing Indian telecom market and aiming to make India as the export hub for the world to compete with China, he said the Chennai unit, which would be targeting the European market, could also at a later stage consider catering to the Indian market. The Delta India already has a manufacturing plant in Puduchery which, having 2,000 employees, exports products to China. Anusorn said he is also looking for land in Kolkata to set up a factory by next two years to target the European market as also SAARC countries like Bangladesh, Bhutan and Nepal. He, however, acknowledges the difficulty in acquiring land in Kolkata in view of opposition from different quarters. A key component of Delta India's plan to set up the factories in Chennai and Kolkata is the decision to recruit a sizable number of skilled women workers whom Aunsorn found by the experience in Puducherry plant are equal in performance as men. "We have already invested 100 million dollars in India and we are going to put in another 100 million dollars there," said Anusorn, who is also the Chairman of Thailand-India Business Council. Replying to a question, he said given that the telecom sector has hit a high growth trajectory in India, telecom power sub-sector has "very bright prospects." He said the Delta also wants to manufacture power conversion equipment in India, which at present is being imported from Thailand for export, in order to be more competitive with China. He said Delta's Indian investment story is aimed at competing with China for the world telecom power market but pointed out that while Chinese authorities provide all support for export units, the same is hard to match by India. "I need the support of Indian government to export to the world because I want to compete with China," he said.

KMC scraps Park Circus Market revamp

KOLKATA: It's official now. The much-touted Park Circus market modernisation project has been scrapped by Kolkata Municipal Corporation (KMC) which dilly-dallied over for it for around three years. The Trinamool Congress-run civic board finally decided to do away with the project, which was once touted as one of the most ambitious projects of the city.

Confirming the decision, mayor Sovan Chatterjee said he was not interested in the project planned by the Left Front board.

The present civic board, said Chatterjee, could not honour an "irrational agreement" signed by the previous Left Front board with Reliance. "I want to make it clear that we are not interested in the project," said the mayor.

However, former mayor Bikash Bhattacharya said the agreement was inked, following all required procedures. It could have been one of the major projects in Kolkata had some traders not objected to it. "Transparency was the key word in whatever projects we undertook. But in this particular project, we had failed to hand over the market in accordance with the agreement signed with Reliance," he said.

Three years ago, Reliance Retail was awarded the contract for modernisation of Park Circus market. The KMC inked a build-operate and transfer (BOT) agreement with Reliance Retail in 2008 and agreed to hand over the market to them in six months. According to project plans, the Reliance was supposed to demolish the century-old market and build a new retail market. Around 500 traders registered with the KMC market department were to get back their space in the new market. The remaining space was supposed to be used by Reliance which was to convert it into one of the biggest retail chains in the city. Reliance Retail had paid `33 crore to the KMC for the project, three years ago.

However, the project could not see the light of day as the former Left Front-run civic board missed several deadlines to hand over the market to Reliance. The Left-run board had arranged for rehabilitation of the 500 traders at a temporary shelter at Park Circus Maidan in 2009. But the traders did not want to shift there, fearing loss of business. According to Mohammed Iqbal, who runs a stationery shop at Park Circus market, the traders were not willing to shift because they feared that once the stall was handed over to the civic authorities, it might be difficult to get back the same amount of space at the same location. "Besides, we don't know how long will it take to reconstruct the market. We can't go to Park Circus maidan if we lose business," he said.

A section of KMC market department officials, however, felt that the present board would have to change its mindset and go in for modernisation of the market.

"We need to save the crumbling market by remodelling it at the earliest. We also need to ensure that the present stall owners are accommodated once the modernisation is complete" said a KMC official.

Bangladesh Prime Minister Sheikh Hasina Saturday made an appeal in New York to make Bangla an official United Nations language in recognition of the vast number of its speakers and its rich literary heritage.
Bangla is the national language of Bangladesh as well as the main language in the eastern Indian state of West Bengal. It is also widely spoken in parts of Assam and Tripura, northeastern Indian states.

Ms. Hasina told the General Assembly that over 300 million speak the language globally.

“I fervently appeal to you all for acceptance of our very legitimate request,” the Bangladeshi premier said.

Currently, there are six official languages at the UN—English, French, Arabic, Chinese, Russian and Spanish.
Language plays a role in many conflicts but Bangladesh is the one of the rare nations to actually be born out of a fight over language. After Muslim-majority area separated from India during Partition, it became East Pakistan. But in 1971 the province broke away, angered by efforts to suppress its language and culture and impose Urdu, the language spoken by West Pakistan, now known just as Pakistan. Language proved a bigger bond than religion.

Bangla speakers appear to have done some successful lobbying over language already. UNESCO, the cultural arm of the United Nation, agreed in 1999 to celebrate linguistic diversity every year on February 21, designating the day International Mother Language Day. February 21 has also been known as Language Martyr’s Day in Bangladesh since 1952, after students demonstrating peacefully for Bangla to be made an official language of what was then East Pakistan were shot dead by armed forces.
Bangla’s UN claim is not the only one from South Asia. India has been making efforts to get Hindi accepted as an official language. There are some efforts on behalf of Urdu. And there are other widely spoken languages like Portuguese and Japanese that could make similar appeals.
But Bengalis, the term widely described to encompass all who speak Bangla, will argue that theirs was the lingua franca in which Nobel literature laureate Rabindranath Tagore wrote his poetry and in which Satyajit Ray found his cinematic voice.
But even if Ms. Hasina were to get her way, it wouldn’t lead to widespread “Nomoskars” (Greetings) at UN meetings. Even though the UN has six official languages today, it is English and French that are the most widely used for day-to-day working.

RPG Group may make entry into education sector

Kolkata: The RPG Group is considering education as a possible business vertical beyond its existing businesses in power,carbon black,entertainment and retail.
We will take a firm call on education as a possible business stream in six to eight weeks.If we do so,it will be in postgraduate education.In all probability,we will expand the scope of business schools beyond metros to non-metros and towns, RPG Enterprises vice-chairman Sanjeev Goenka said after inking a pact with Oxford Institute of Research Management to design the retail management course for International Management Institute-Kolkata (IMI-K ).
The RPG Group has already pumped Rs 100 crore into the institutes development with 250-room hostel facility and will begin its academic journey from July 2011 when the first batch of 120 students are admitted.The only other association that the group has had with education thus far has been its sponsorship at IMIDelhi along with other corporate houses like Nestle,ITC,SAIL,Tata Chemicals,BOC and Williamson Magor.
Though Goenka insists that no call has been taken yet on developing a chain of B-schools across the country,he admitted that a second B-school was well under way in another state.Smaller in size than IMI-K,this B- school is likely to open sometime this December.Elaborating on the courses that IMI-K aspired to offer,Goenka said apart from specialization in marketing,finance and human resource that were in high demand at all Bschools,the institute would offer courses in retail,infrastructure,healthcare,digital technology and green technology management through tie-ups with global institutes.There is a shortage of qualified managers in several sectors.As a business group,we face this at Spencers and CESC.Digital tech firms like telcos and healthcare chains encounter a similar challenge.We are in talks with several top global B-schools and hope to bring them on board for curriculum development.The entire suite of programmes will be on offer within two-three years,benefiting a whole range of industries, Goenka said.
Richard Cuthbertson,research director at Oxford Institute of Retail Management,University of Oxford,said the agreement with IMI-K to make it a leading centre of excellence for retail management within Asia would have four objectives: to influence public policy decision makers on retail development issues;to influence retail practitioners through data-driven retail and consumer-related research outputs;to influence management education within a rapidly expanding retail market;and to influence global understanding of the importance and priorities for retailing in emerging markets by disseminating results around the world.

Getting French visas set to be easier

Kolkata: By December 2010 or early 2011, visas to France would be issued directly from Kolkata. French ambassador to India Jérôme Bonnafont, on a visit to the city on Tuesday, said work on the French consulate in the city was on.
“Work is going on well. Manpower is ready. We should be able to start it soon,” he said.
With the opening of the visa window in the city, the ambassador is hopeful to target businessmen, tourists and students to France. “At this moment, there are not too many tourists from eastern India. Most of the tourist applications come from Delhi and Mumbai. Once the window opens here, the situation is likely to change,” Bonnafont said.
The French ambassador is also keen on Indo-French Chamber of Commerce and Industry setting up shop in Kolkata to foster growth in the region. The question also cropped during an interaction with CII members earlier in the day. “We opened the Chennai chapter recently. The Delhi chapter has been working for some time. Kolkata is also a possibility but the initiative has to come from the business community here. Of the 750 French companies operating in India, 50 are doing business in eastern India,” he said.
The ambassador said there was a lot of sympathy for Bengal among the French. “This is because of the cultural links. But it hasn’t translated into business ties. That the French consulate is here is testimony to the French government’s trust in the economic growth of West Bengal,” he said.
Bonnafont said Alliance Francais would be revitalized to become a flagship centre in Bengal.

Consulate of Ireland inaugurated in Kolkata

Kolkata: The Consulate of Ireland in Kolkata was officially inaugurated on Tuesday night. M.K Jalan was appointed the Consulate General of Ireland by Irish Ambassador Kenneth Thompson.

Ireland's diplomatic mission has been in existence in Delhi for quite some time. Irish links has been strong in Kolkata since early times through the Loreto Convent nuns and through various medium of education. Now Ireland made its presence officially in Kolkata by appointing a Consulate General.

Speaking on the occasion, Thompson said: "M.K Jalan is an exemplary businessman and I am sure he can build the bridge between Ireland and West Bengal. At present we are supplementing through non-governmental organization (NGO) fronts by means of liberty business.

"But Ireland has one of the highest rate of new start up companies in the world, as more than 80 per cent of all the manufacturing output in Ireland are sold in international markets. And we want to share the secret of our success with you."

The Ambassador further said: "We are not into heavy industrial products. Ireland is a leading location for information communication technology (ICT). It is also a leading creator of softwares, for mobile to video games."

"And I must tell you, we are a land of pharmaceutical and agro- based industries and our dairy products are best in the world. Recently Bengal has made its mark in the IT sector. and i believe, together we can progress further by sharing our experience and lending considerable support to the growing economy of the state and the country," said Thompsom.

Commenting on his newly-appointed post, Jalan said: "I am honoured to be appointed as the Consulate General by the Irish government. The post bestowed to me is very important and I will give my full effort to shape up the image."

"I have also planned a work calender and will follow it accordingly to get a fruitful outcome. Apart from this, tomorrow we are meeting the IT minister to discuss on issues how to grow more infra- structure on IT with the joint ventures of both the Countries," he said.

Whether Mr.Jalan is appointed as honorary Consul General of Ireland to India(India based) or there is a full fledged Consulate office opened in Kolkata is not clear.

Kolkata to have new financial hub in Rajarhat

Kolkata, Oct 6 (IANS) Kolkata will have a new financial hub in Rajarhat in North 24 Parganas district this month.

'We are planning infrastructure projects in the state. We have decided to set up a financial hub in Rajarhat township. I hope to open that hub in October and the finance minister would come to inaugurate it,' Chief Minister Buddhadeb Bhattacharjee told industrialists in an interactive session organised by the Confederation of Indian Industry (CII) here Wednesday.

This was the first appearance of the chief minister in any industry body meeting after the Singur debacle in the state in 2008.

Singur, 40 km from here, turned into a battleground since May 2006 after the state's Left Front government announced global auto major Tata Motors would roll out Nano, the world's cheapest car, from there.

Opposition party of the state Trinamool Congress-led protesters demanded return of 400 acres of the 997.11 acres acquired from farmers. Finally, Tata Motors in October 2008 moved the small car plant to Sanand in Gujarat.

Talking about land acquisition, Bhattacharjee said the central government should enact the new Land Acquisition Act as the current one, prepared in 1894, was very old. 'We can't go with the 1894 Act anymore.'

Regarding agricultural marketing rules in the state, he said: 'The state is conservative in encouraging big retails in agricultural sector as it will affect thousands of small agricultural players. We should not hurry. We are changing our policy. Any decision in haste might create problems for many other farmers.'

Bengal Engineering & Science University to be converted to IIEST

New Delhi, October 12, 2010

The Union Cabinet today approved a proposal for taking over the Bengal Engineering and Science University (BESU) at Shibpur in West Bengal and converting it to an Indian Institute of Engineering Science and Technology (IIEST).


The project cost has been estimated at Rs 592.20 crore over a five-year period, including Rs 300.30 crore as non-recurring cost towards capital expenditure and Rs 291.90 crore as recurring expenditure.


An official press release said the conversion would be made by suitably amending the National Institute of Technology (NIT) Act, with special clauses, which should reflect its exclusive character.


It said IIEST would be an "Institute of National Importance" covered under NIT Act and its organisational and governing structure would be on the lines of the NITs.


IIEST will integrate under-graduate education, post-graduate education and research in engineering and science under the same umbrella. It is expected to be an institution of international standards and produce quality manpower for the strategic sectors of the country, research laboratories and quality teachers for the institutions of engineering and science education.


The Government had constituted an Expert Committee in 2005 to evaluate and suggest a plan of action for upgrading seven institutes, including BESU, which had earlier been identified by the Prof. S K Joshi Committee. The committee recommended the establishment of a new system of IIESTs and recommended upgradation of five institutes, including BESU, to IIESTs.


The admissions to IIEST will be through the All India Engineering Entrance Examination (AIEEE).

IKF Tech bags BPO deal from Vodafone; plans to add 2K people

NEW DELHI: Kolkata-based IT firm IKF Technologies today said it has bagged a contract from telecom major Vodafone for running their BPO operation for the Eastern region.

The scope of the contract consists of providing BPO and call centre services to Vodafone in Eastern India comprising Kolkata and rest of West Bengal circles, IKF said in a statement.

However, no financial details were disclosed. "This development is in sync with our business plans to emerge as a major player in the Indian BPO industry. We are confident of securing significant business deals in the sector and plan to add 2,000 work force to expand our capacities and offer world class services to our clients," IKF Technologies Chief Executive Officer Mukesh Goyal said.

IKF had bagged a three-year call centre contract from Aircel in the first quarter of this financial year.

Aircel has outsourced call centre operations of the entire east circle comprising West Bengal, Assam, Orissa, North East and Bihar to IKF.

Translation: Indigo is planning to make Kolkata as the hub of their international service. Expected date for the commencement of such service is Aug 2011. Apart from the South Asian countries Indigo is planning to have direct flights to Sharjah-Dubai from Kolkata. At present Indigo gets one third of its business from Kolkata.

Thanks Sidney!:-) Hope this takes off really. Sometime ago, when the airlines started withdrawing their international services one after another from Kolkata on the pretext of low number of international travelers, I heard from someone in the business that a lot of it was motivated for different reasons altogether.
Subsequently, being deprived of options, Kolkata travelers (and much of the travelers from the entire hinterland of Eastern India for that matter) had to fly through Delhi and Bombay, which in turn resulted in the surge of international travellers through those cities. When the surveys are made, no body provides statistics for the region-wise percentage of international travelers from India (not possible also I guess!). I understand that there could be much less international business travelers from eastern India compared to that from South, West or North for that matter, but its really difficult to buy the argument that its so low that it does not qualify for more than a couple (I guess?) international from the city - forget about daily service. Hope Indigo becomes successful with this venture and shows the way for others.

Once Indigo establishes its footprint in international flights, it should start CCU-LHR and CCU-Tokyo flights. Then monopoly of Emirates and Thai could be broken. But these flights must be all economy class to be profitable!
