Maybe the structure can survive without dampers quite well, but it would be unbearable to live without them during strong winds.

Is it unbearable to be on a cruise ship in bad weather? I think you could sense some motion in a tall steel building, but probably not so much with all this concrete.

At the 1-minute mark, this video states the building "sways 4 to 5 feet." Anyone have any other sources to confirm or refute that? 4 to 5 feet seems like a massive amount, certainly the kind of thing you'd feel in a significant way at the top floors. Maybe they mean 4 to 5 inches?

It is probably correct. It means the tower only sways about 0.2 degrees from its original position, which isn't that much.
