Its a residential tower, if you are spending close to 100 mil on an apartment I guarantee you would not want a viewing floor above you or visitors in the tower.

I did never argue with that. I argued with the fact that a 3000ft tall would have been nicer than the 432 at the same place and the same time. You can't say that the average 1932 midtown building looked as vertical as its contemporary counterpart.
As I said already, an overwhelming supertall is not necessarily a bad thing, it works very nicely in Paris, but also in London .... Actually, it is the central element of many old European cities, but with bell towers instead of skyscrapers.
Therefore, I think that a "hypertall" would be better in Lower Manhattan, or even in Midtown now that there is a large number of supertall projects on the way.

Or perhaps just for the penthouse owners use. You know, a couple of folding tables and plastic Wal-mart chairs up top would be pretty cool.

Don't they got something almost like an observation deck at the top?
I thought the roof ist two floors under the parapet and the last last two rows of windows just facade?

No, again, it's a residential building. They don't have observation decks 99.9% of the time, even for residents.

And it isn't like this will be the tallest building in Midtown anyways. It will probably be around 4th or 5th tallest a few years from now. No reason to have an observation deck where there are two existing Midtown decks, two more Midtown decks planned, and lots of taller buildings than 432 Park.
