That's a good question. Also, what's holding that canopy up? It appears to be cantilevered on transparent (glass?) beams.

I guess this is a load test to test if the canopy can withstand anticipated snow falling on it or so.

No way.

For a start, the engineers would have worked out the load bearing capacity before it was constructed. Further, who would perform such a test in an open building with people walking under the structure being tested?

My guess is those bags are filled with something like sand are being used to weight something down. Perhaps there are uplift concerns on the glass and that is a temporary solution until fastened down sufficiently. Or perhaps they're holding down temporary wiring or protective tarps.

Does anyone know for sure?

My guess would be that they're weighing down something temporarily too. Sheets of laminate on the glass, maybe, while the glue dries?

Who knows how many times I've said this before, but it's so simple yet so beautiful, for a second I don't even mind if it's the epitome of oligarchytecture, which is awful from my side I suppose.

that's actually the neighborhood of Long Island City in the borough of Queens. And that's showing only about 1/3 of that one neighborhood.
