Cabinet clears draft of 'Cox's Bazar Dev Authority Act'

The Cabinet on Monday approved the draft of the 'Cox's Bazar Development Authority Act, 2012 ' seeking planned development of the beach town and protection of its ecological balance.

The approval was given at the regular weekly meeting of the Cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.

After the meeting, Cabinet Secretary Muhammad Musharraf Hossain Bhuyan briefed reporters.

He said the cabinet held detailed discussions on the draft law and asked for inclusion of various suggestions of the ministries concerned in the draft law.

The aim of constituting the Authority is to ensure overall development of Cox's Bazar with all civic amenities.

The Cabinet also endorsed the draft of the Bilateral Capital- Investment Development and Protection Agreement signed between Bangladesh and Turkey to make the existing agreement of 1987 time befitting.

Besides, reports on the policy dialogue of Bangladesh delegation with International Islamic Studies Trade Finance Corporation in Jeddah and at the 4th High Level Forum on Aid Effectiveness at the policy dialogue in South Korea were placed before the cabinet.

The Cabinet was also informed about the visit of Bangladesh delegation to four countries of greater Mekong sub-region and participation of the Civil and Tourism Minister at the ' Road Show for Tourism in Bangladesh' in Kolkata.

Cabinet members, advisers to the Prime Minister and state minister concerned attended the meeting while cabinet secretary and secretaries concerned were present.

Cox's Bazar : If you want to step into Cox's Bazar beach from your resort, then Fu-Wang Dominous Resort, the star hotel nearest to the beach, is the place.

The resort has recently been built to the highest international standards within 100 feet of the beach at Labonee Point, Cox's Bazar.

The resort comprises a hotel and offers guests a choice of restaurants, refreshment and entertainment facilities both indoors and outdoors.

The hotel's spacious bedrooms are fully air conditioned and have 42 inch wide screen televisions, balconies and a minibar with tea, coffee, soft drinks and snacks. Some rooms have a sea view.

Its Koyla provides guests with Indian style cuisine with an emphasis on dishes cooked over while Dominous Pizza, besides pizza, offers a wide range of fast foods, Greek, and Italian dishes in a hygienic family friendly setting overlooking the sea.
Other facilities include a juice bar, tea shop and secluded garden allowing guests to relax and unwind with Sheesha, refreshments and an al fresco cinema on a 40-feet wall.

A well-equipped Banquet/ conference room is available for up to 150 persons.
Potential

Graham Prince, Executive Director, Fu-Wang DPL Group said, "The government is long way behind where it should have been in supporting tourism in the country. There are countries worse off than Bangladesh, which provide a better tourism experience."

"Bangladesh has got the potential to earn billions from tourism. There is no reason Bangladesh cannot be another Malaysia or Indonesia. All that is required is a little support from the government."

He called for transforming Cox's Bazar Airport into a place at which arrivals and departures would be moments to remember in tourists' memory and improve the beach city's connectivity by improving the road condition. Roads are not constructed or repaired properly, he said.

Illustrating how country's natural attractions are being destroyed, he said, "I have been to Himchari again after 11 years. It was a nice place then, but it had been completely destroyed. There has been a beautiful waterfall and a lake. Now all that is left is a muddy trickle and a muddy hole."

Graham Prince said, "Scruffy old "reserved" buses are allowed to come right onto the beach blaring songs over loudspeakers while air-conditioned coaches are not allowed to enter the city. There seems to be none to look into this sound pollution."
"You also can't get an air or train ticket instantly. If you can't just turn up and get even a train ticket - it will not help tourism."

"It is difficult to find trained people," he said adding "we recruit local people and send them to our Dhaka outlets and bring them here after training. We also have people who have worked in cities of Federal Republic of Germa-ny, Sweden, Saudi Arabia and New York.?

Terming Bangladesh Parjatan Corporation (BPC) website a "joke," he said developing and maintaining a website is not that costly.

Bangladesh has many beautiful places for tourism. In some places old structures are falling down as enough care is not being taken, he added.

Speaking of the eye-catching thatched roof of Koyla, he said we managed to find a group of local artisans expert in this art, an old craft which was prevalent in Bangladesh earlier but now dying out with the advent of brick buildings. We wanted to do something different."

Stop construction on Cox’s Bazar beach: HC

The High Court on Tuesday asked the government to take steps to stop all constructions inside the “ecologically critical area” on the Cox’s Bazar beach.

The HC also exempted the Liberal Democratic Party (LDP) chairman, Col. (retd) Oli Ahmed, from personally appearing before it in connection with construction of structures in the Cox’s Bazar beach area violating the environment act. An HC bench, comprising Justice AHM Shamsuddin Chowdhury and Justice Jahangir Hossain, also asked the cabinet secretary to set up a high-power committee to examine whether the agreement on the leasing of the lands was made in accordance with the relevant law. The committee has to submit its report before the court by June 30, and the matter will come up in the list for further order on July 10.

The HC also asked the government to explain why allocation of certain lands, which falls inside government-declared “ecologically critical area”, to individuals, companies, corporates and others should not be declared illegal. The authorities also require to give an explanation why they should not be directed to cancel the lease on the lands.

Secretaries in the cabinet division, land, law, tourism and environment ministries, the director general of the department of environment, deputy commissioner of Cox’s Bazar and the superintendent of police have been made respondents to reply to the rule within two weeks.

The HC bench also directed the authorities concerned not to build any structures in and around the beach area till disposal of the case.
Following a report published in The Daily Star, the HC bench had on February 23 summoned Oli Ahmed to appear before the court to explain his position regarding the construction work on the “ecologically critical area” in Cox’s Bazar. As per the HC directive, the LDP chairman appeared before the court and said he had taken leased the land from the government.

During hearing, barrister Moudud Ahmed, counsel for Oli, told the court that the news was not only “incorrect”, “false”, and “fictitious”, but it had been made to mislead the court.

Moudad said though the news report mentioned that Oli had constructed a four-storeyed building in the Tamarisk (jhau) woods on the Cox’s Bazar beach, the land in question had only been encircled by a fence. He also said that not a single tree was cut in the process.

Ashutosh Sarker, reporter of The Daily Star, told the court: “It has been mistakenly printed that a four-storeyed building has been constructed in the area. In reality, such a building has remained under construction in the place.” The Daily Star also published a rejoinder in this regard, he added.
The court also heard Iqbal Kabir, a lawyer of the Bangladesh Environmental Lawyers’ Association, who noted that the government. in a gazette notification in 1999, had declared 10,000 hectares on the Cox’s Bazar and Teknaf beach as “ecologically critical area” and banned erection of structures there.

“Oli’s land falls inside the area. The government can’t lease out any land in the area as per the notification.” said Iqbal. He said that a committee should investigate how much land had been leased out by the governments in the past.

Additional Attorney General MK Rahman said the court should not deal with the case on its own.

He suggested that a committee be formed to resolve the issue whether the government has any authority to lease out the beach land.
Oli Ahmed told the court that he wanted to own a land in Cox’s Bazar since 1970, and in 2002, the government had allotted the land to him.
Five persons, including former lawmaker of Tangail, Asaduzzaman, noted writer Hasnat Abdul Hye and Oli Ahmed got plots on the same land.

The moment I heard about the number of 5 star's being built around Cox's, my first reaction was that the beach is going to get ruined. I guess this HC order is a good thing. A cap needs to be placed on the number of acres that can be allocated for construction projects.

THE HIGH COURT DIRECTIVE TO STOP CONSTRUCTION DOES NOT APPLY FOR MOST PROJECTS.
IT APPLIES ONLY FOR PROJECTS BEING BUILT ON ECOLOGICALLY CRITICAL AREAS.

I heard about it from an uncle...But dont have a render.Is it being built by the same people who own the AGRABAD hotel in chittagong?More details would be appreciated.

That's a good thing I guess

I am waiting for the big boys of real estate to step in... When developers like Concord,Navana,Bashundhara,Borak,Spl come to coxs bazar,projects in thte city will reach a completely new level.Coxsbazar unlike Dhaka gives developers the opportunity to undertake massive luxury projects as land here is no prob and uniqueness is given high priority!
