I don't really go down to Kizilay a lot but as far as I know it is usually full as it caters mainly to students and people who want to have a quick snack before hitting the relatively cheap pubs and bars in the area.

No, i wast just very interested in this area because it just looked so 'non Turky' when I saw a picture of it several years ago...

Tunali Hilmi street located in Cankaya district.
Very lively street with shops, cafes, pubs one oy my favorite places in Ankara.
