The Plaza Constitución - Temperley branch circulate with two four-car trains coupled

If Buenos Aires is going to be developing an RER system in the future, then the existing commuter lines that are affected by the proposal would have to be reconfigured/upgraded so that all of them have the same electrification and track gauge. Also, does the Paris RER system have the same or different electrifications/track gauges for each of its five lines?

No, the two metre-gauge lines will be a unique line in exclusive tunnel and the four indian gauge lines will be a unique line in exclusive tunnel, the Urquiza line 1435 mm don't included in the RER.

Two tunnels (1676 mm first phase)
Four tracks
Two 1065 mm tracks
Two 1676 mm tracks (first phase)
25 kv. AC. Catenary.

The Roca line 25 kv. AC Catenary will be extended to Palermo yard (San Martin Line) and Belgrano C yard (Mitre line branch Tigre) Colegiales yard (Mitre Line branch Suarez-Mitre), the Sarmiento line will be extended 8 km aprox. in third rail and two stations and the 1065 mm tracks will be electrificated in phases with the tunnel construction.

Besides the two new tunnels, is there even any new construction or upgrades that are required for the proposed RER system, even though plans right now are preliminary and could be subject to change at anytime?

The linea Roca La Plata branch will be electrified (in works) in 2016 inaugurated and renovations in tracks in lines Sarmiento, Mitre and Roca. And the RER it's a 50's project, the studies for construction are launched by the city of Buenos Aires in this year.

I would suspect that the recent decision to launch the RER project is because of possible congestion of several lines of the Buenos Aires Underground, as well as on some of the commuter lines.
