just for the record - it was the other way round, ELITE has been replaced with 4.
But what you write about the authorities is indeed outraging. I mean the fact that governement is asked to be involved is not anything special in itself, because this is common in most countries hosting the World Cup (1998, 2002, 2006, 2010 - in all cases govt helped finance the ground or even financed them at all) or in our case Euro (2012, 2016...). But here you have a much more sensible option of taking the Gremio Arena and getting rid of the problem...

I live here in Porto Alegre, and all I have to say is that, even though the outside looks reeeeeally cool, the stands are not getting a lot closer to the pitch, and because the stadium is oval, in most places (specially behind the goals), you'll still be quite away from the field. It is really bad, and to make matters worse, there's a brand new, almost finished, bigger and better stadium being built in the same city

32 m from end stands, wow thats alot. Surely a Werder Bremen or Stuttgart option wouldve been better????

One would imagine, and would allow for a higher capacity, though the pitch of the stand would have to be reduced some.

The point is the model of business which the club wanted for the stadium. They wished to make the upgrade works by themselves, on a more affordable budget, so, no drastic changes like Stuttgart or Bremen (rectangular stands etc).
Since the stadium was selected as a WC host, the costs had increased too much (more than twice the initial estimative) due FIFA's demands, and Internacional had to make a partnership (with the constructor company Andrade Gutierrez) to execute the works, sharing the revenues for next twenty years. Regardless the possible flaws, it's gonna be a nice stadium, with a new, state-of-art roof, skyboxes, business seats, vip sectors, commercial facilities etc. But, of course, this concept will never so desirable as a brand-new stadium or a radically retrofited, as-a-new one (like Stuttgart) |

It's indeed sad the don't reshape the 1st tier like they do with the Mineirão of Belo Horizonte. The could do it easily I think.
But I would be a fatastic stadium anyway, when I saw the renders ! |
