Mazgaon Chawl redevelopment

MUMBAI: A mega cluster project in Mazgaon to redevelop one of Mumbai's most dilapidated building complex may finally take off with the Bombay high court giving a last chance to the developers to deposit a premium of around Rs 4 crore if they want to commence the redevelopment work. A division bench of Justices Dhananjay Chandrachud and Rajesh Ketkar cited a 2010 interim order in the matter asking HIMS Botawala Charities and the developer to deposit the premium within six weeks of it getting an NOC to start the redevelopment work. "The HC order allowing the petitioners to carry on joint development was expressly subject to the condition of deposit. In the event of a failure of deposit, they would not be entitled to (this) benefit," said the judges earlier this month, giving a final chance to deposit the amount in three weeks. The Botawala Chawl, constructed in 1917, is located on a sprawling 4,721-sq m piece of land in Central Mumbai in Mazgaon. It comprises 18 buildings, housing some 423 occupants. For the major part of the last decade, the chawls have featured in the city's list of very dilapidated structures. The cluster redevelopment policy under the urban renewal scheme allows developers to redevelop cessed buildings housed in a minimum area of at least 4,000 sq m and gives them benefit of construction rights in the form of an FSI of 4. As per the proposal, the developers, Sarah Housing Development Ltd, can construct around 16,000 sq ft of residential and commercial space. While the occupants, mostly mill workers and their families, currently living in 150 sq ft rooms will be eligible to get new flats, the developer can utilize the remaining space to construct residential and commercial complexes to be sold in the open market. The trust moved the HC recently seeking permission to start redevelopment. Assistant government pleader G W Mattos informed the court that the state high-powered committee on cluster development had given its nod in January 2012 and the builders had been informed in April. As per the 2010 HC order, they were required to deposit a premium of nearly Rs 4 crore, which is 25% of Ready Reckoner rates for the land," said Mattos. The trust then sought three weeks time to pay the amount. |

Fundamentally, I think in India once a builder like Kathawala comes up with a so called proof-of-concept, consider it done. Because by this time all the ideation and politics is lined up, therefore the proof. Funding and implementation in Mumbai is easy. I speak from experience. Nobody has the time or money to do this level of render's.

DD chawls to go off latest heritage list
Chief minister Prithviraj Chavan said Mumbai’s over century-old Bombay Development Directorate (BDD) chawls will be struck off the latest heritage list. Other vital cessed buildings or landmarks will also be spared the heritage tag as the state government plans to facilitate their redevelopment. The decision comes as a major relief for thousands living in old and dilapidated structures needing urgent repairs. Chavan told the legislative council that though the chawls have been included in the list by the corporation and heritage committee, it will be ensured that final list does not include the 207 chawls built by the British in central Mumbai. Of the total, 19 chawls are on Mumbai Port Trust (MbPT) land, while the others are in Naigaum, Lower Parel and Sewri. Minister of state for housing Sachin Ahir informed the council that the government was committed to redeveloping the chawls and had even prepared a proposal. The project file, however, got destroyed in the fire at Mantralaya on June 21. “The government is committed to the cause of the people living in these chawls, which are in urgent need of repair. Unfortunately, the project file got destroyed in the fire and we lost crucial time. It will take another one month to repair and retrieve this file. Once that is done, we will bring a fresh proposal before the cabinet for approval,” said Ahir. The issue was raised by Prakash Binsale (Nationalist Congress Party), who expressed concern over the slow pace of redevelopment. Ahir’s reply did not satisfy the Opposition, warranting an intervention from the chief minister. Thats the funniest thing ever heard... now as they have reason most important files which they want to hold the work for will be burnt in mantralaya fire.... even though they would not hav made it... if they have it made so there would be some soft copy of it too.. bloody every individual keeps a hard copy as wel as soft copy of even a modified resume so one thinks that this gentlemen havnt kept those crucial imp documents as saved docs.. liers...

Maharashtra proposes redevelopment of BDD chawls in Mumbai.

Maharashtra government proposes to redevelop 202 chawls of the erstwhile Bombay Development Directorate’s (BDD) situated on 91 acre in the south central Mumbai. This would translate into construction of 1.50 crore sq ft of floor space index (FSI) further translating into about 2 crore sq ft of saleable area. (So on one had Govt wants the transactions to happen on carpet area basis but here its own projections are on super-built up!!!!) Considering the construction cost of Rs 2,500 per sq ft and the prevailing saleable rate of Rs 30,000 to 40,000 per sq ft the redevelopment project entails total sale value of Rs 15,000 crore. The redevelopment of BDD chawls is being proposed after the government has recently launched redevelopment of sector 5 of Dharavi slums which is expected to have a turnover of Rs 5,000 crore. Moreover, the government’s move also coincides with the much debated redevelopment of 249 four-to-six storied buildings situated in Bhendi Bazar in south Mumbai. The project is of the order of Rs 2,900 crore. The BDD chawl redevelopment is also being proposed at a time when nearly 4,500 sq mt of land in Bandra east situated adjacent to the western express highway would be thrown open for the commercial exploitation. Maharashtra’s minister of state for housing Sachin Ahit told Business Standard: “The BDD chawl redevelopment will soon be forwarded to state cabinet for its approval. The government proposes to provide 4 FSI for the proposed redevelopment. The modalities are being currently worked out.” He said the government had already prepared a road map and there was no need to appoint consultants for its implementation. However, a senior government official, who did not want to be identified, said the government may explore an option of appointing the state run Maharashtra Housing & Area Development Authority as the nodal agency for the project. “The project will be developed solely by MHADA or through a joint venture route with the participation of private sector. The government may consider a formula whereby one third each will be available for MHADA for affordable housing, one third for tenants and one third for the private developer,” the official informed. According to the official, another option is to develop these chawls as clusters and allot tenants a self contained 300 sq ft flat which is double the size of their prevailing tenement. Sunil Mantri, chairman and managing director, Mantri Realty Developers asserted that the redevelopment of BDD chawls would be a game changer for the city’s realty sector. “This will give tremendous opportunities for developers to join hands with MHADA and undertake development of large area. Of the 2crore sq ft saleable area as per the one third formula nearly 70 lakh sq ft will be available for free sale to the private developers.” However, Mantri suggested that the government would need to implement the project in a time bound manner. Lalit Kumar Jain, national president of Confederation of Real Estate Developers’ Association opined the project is a step in the right direction. “This will lead to increase in supply of stock and bring in market stability and price correction. However, this will be possible if the government does not jack up land prices whereby sale prices will never come down,” he added.

Despite oppn, SRA clears prime plot for redevpt
Mumbai: On the evening of December 31, as the city prepared to herald the new year, the chief minister-headed Slum Rehabilitation Authority (SRA) issued a letter of intent to a builder to redevelop a prime 17-acre plot of slum land in Worli under a controversial law. The same project was among several placed on the backburner by the state government two years ago following an expose by TOI and after vehement opposition from the Brihanmumbai Municipal Corporation. The civic body, which owns the land off Dr E Moses Road, had insisted that the project be scrapped and competitive bids be invited. Now greenlighted again despite widespread disapproval, it will rake in a conservative profit of Rs 8,000 crore for the chosen developer, Lokhandwala Infrastructure. “The decision to issue the letter of intent was taken at the highest political level,” a government source told TOI. SRA wants NOC for Worli project in a mnth Mumbai: Despite facing still criticism over the project in the past, the Slum Rehabilitation Authority (SRA) has issued a letter of intent to a builder to redevelop a 17-acre slum land in Worli under a contentious law. The SRA wants the BMC to give a no-objection certificate to the project within a month. Its letter of intent—a copy of which is with this newspaper—says the builder will have to rehabilitate 3,787 tenement dwellers free of cost on 16 lakh sq ft of built-up area. As compensation, the developer will be entitled to over 12 lakh sq ft in free sale component. Property prices in Worli are in the range of Rs 40,000 to Rs 50,000 per sq ft. In its edition on February 1, 2011, TOI had revealed how a little-known rule in the Slum Act was used to allocate almost 500 acres of slum pockets, including the Worli land, to six developers between 2008 and 2010. Called Section 3K, the rule allowed the state to pick builders on “first-come, first-served” basis. Furthermore, it excused the developers from obtaining the mandatory consent of 70% of slumdwellers during initial stages. This led to fights between rival builders, court cases and allegations of nepotism. The same contentious law was employed last December by the SRA to re-initiate the Worli project, which was the most divisive of the shelved lot and the most lucrative because of its prime location. Highly-placed sources said a senior NCP leader was also keen to kickstart the project. A few months after the TOI expose, the then municipal commissioner Subodh Kumar had written to the government, demanding that the state discontinue the project since it would only benefit the developer. He suggested that the civic body be allowed to redevelop the property—which covers Jijamata Nagar, Mata Ramabai Nagar, Vivekanand Nagar and Jivan Jyot—and exploit its full potential. Kumar also pointed out to the government that the affected slumdwellers had not given their consent to the builder. The SRA’s unusual hurry in issuing the letter of intent to the builder has raised eyebrows. This is partly because no survey has been carried out to ascertain how many slum residents are eligible for rehabilitation. Also, the letter asks the municipal commissioner to obtain from the Supreme Court special permission to fix the cut-off date for eligible slumdwellers at January 2000 instead of January 1995. But the biggest contentious issue pertains to Jijamata Nagar, one of the four enclaves making up the Worli project. Residents claim that Jijamata Nagar is not a slum but a series of chawl tenements where project-affected persons were rehoused 40 years ago. “We are project-affected people. Marine Drive beautification

MUMBAI: If all goes as planned, South Mumbai will get pedestrian-friendly features in the near future. Other than revitalizing the Marine Drive beautification plan, the government has decided to refurbish the CST-to-Regal Cinema stretch into "a state-of-the-art walkway". An empowered committee (EC) headed by chief secretary Jayant Kumar Banthia for Mumbai transformation projects reviewed both the beautification plans on Friday. Banthia told TOI on Saturday that the state administration would like to implement both the plans. While the Marine Drive makeover, initiated in 2004, has not gained much ground since February 2008, the walkway project is being considered for the first time. While works for strengthening of the sea wall, refurbishment of footpaths, construction of medians, bus shelters and landscaping works were completed for Rs 27 crore under Phase-I, the better part of the makeover got stuck. In February 2008, the MMRDA handed over the project to the BMC. The incomplete facelift components involve setting up of eco-walks and low-level walkways along the sea wall, construction of a breakwater promontory and a viewing deck at Nariman Point, an amphitheatre at Chowpatty, restoration of the heritage Parsi Gate and construction of pedestrian subways at four traffic junctions. Banthia, meanwhile, said the Regal-CST plan would involve setting up pedestrian facilities while evicting hawkers. A parking plaza near the state police headquarters is planned too, but it will first require security clearance. The state, however, wants citizens completely on board for the Marine Drive plan. Banthia has sought a written submission from the Marine Drive Council (MDC), an outfit representating nine residents' association, over consensus on the plan. "Phase-I of the beautification process could not be completed following objections by a group of residents. While MDC members, present for the meeting, assured unanimity, we have sought a written undertaking. We are keen to revitalize the plan but would not like to run into similar problems," he said. MDC president Swarn Kohli, who is also president of the Nariman Point Churchgate Citizens' Association and Trust, said, "While everybody is on board, we will soon convene a meeting over the revival bid." Atul Kumar, another MDC member, echoed her views. Welcoming the initiative, local Congress leader Vinod said he would strive to get all citizens on board. Shekhar, along with his mother Annie, a legislator, had earlier approached Chief Minister Prithviraj Chavan demanding the makeover's revival. Restoration work of the heritage Parsi Gate, situated opposite Taraporewala Aquarium, and construction of a kiosk for tourists and a public toilet near Nariman Point will be taken up first. Banthia said the state administration would also like to set up a sea-facing viewing deck at Nariman Point. "This would enhance the view of the sea," he said. |

But it is amazing to see how much more land is still covered by slums. Every time I see slum rehabilitation, I think the city got further cleaner. But when you see overall there is still so much more that needs to be done when it comes to slums and their rehabilitation. |
