ಕಾಪು: ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ 66ರ ಕುಂದಾಪುರ-ಸುರತ್ಕಲ್* ಮತ್ತು ನಂತೂರು-ತಲಪಾಡಿಯವರೆಗಿನ ನಡೆಯುತ್ತಿರುವ ಚತುಷ್ಪಥ ಯೋಜನೆಯ ಕಾಮಗಾರಿಯು ಕೆಲವೆಡೆ ಮುಕ್ತಾಯ ಹಂತಕ್ಕೆ ತಲುಪಿದ್ದು, ಇದೀಗ ಡಿವೈಡರ್*ನ ಮಧ್ಯದಲ್ಲಿ ಹೂವಿನ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದೆ.


ಪ್ರತೀ ಮೂರು ಮಿಟರ್* ಅಂತರದಲ್ಲಿ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದೆ.

ಸ್ವತ್ಛ - ಸುಂದರ ಮತ್ತು ತೊಡಕಿಲ್ಲದ ಸಂಚಾರಕ್ಕೆ ಯೋಗ್ಯವಾದ ರಸ್ತೆ ನಿರ್ಮಾಣ ಮಾಡುವ ಸಂಕಲ್ಪವನ್ನು ಹೊಂದಿರುವ ಹೆದ್ದಾರಿ ಕಾಮಗಾರಿಯ ಗುತ್ತಿಗೆಯನ್ನು ವಹಿಸಿಕೊಂಡಿರುವ ನವಯುಗ ಕನ್*ಸ್ಟÅಕನ್ಸ್* ಕಂಪೆನಿಯವರು ಕುಂದಾಪುರದಿಂದ ಸುರತ್ಕಲ್*ವರೆಗಿನ ಸುಮಾರು 90 ಕಿ. ಮೀ ಉದ್ದದ ರಾ. ಹೆದ್ದಾರಿ 66ರ ರಸ್ತೆಯ ಮಧ್ಯದ ಡಿವೈಡರ್*ನೊಳಗೆ ಕೆನೇರಿಯಾ ಜಾತಿಯ ಗಿಡಗಳನ್ನು ನೆಡಲಾರಂಭಿಸಿದೆ.



ಎರಡೂವರೆ ಲಕ್ಷ ಗಿಡ

ಆಂಧ್ರ ಪ್ರದೇಶದಲ್ಲಿ ಹೆಚ್ಚಾಗಿ ಚಾಲ್ತಿಯಲ್ಲಿರುವ ಕೆನೇರಿಯಾ (ಬೆನ್ನರ್*) ಜಾತಿಯ ಗಿಡಗಳನ್ನು ಹೆದ್ದಾರಿಯ ನಡುವಿನ ಡಿವೈಡರ್*ನೊಳಗೆ ಎರಡು ಸಾಲುಗಳಲ್ಲಿ ನೆಡುವ ಪ್ರಕ್ರಿಯೆಗೆ ಉಡುಪಿ ಜಿಲ್ಲೆಯ ವಿವಿಧೆಡೆಗಳಲ್ಲಿ ಈಗಾಗಲೇ ಚಾಲನೆ ನೀಡಲಾಗಿದೆ. ನೆಟ್ಟ ಗಿಡಗಳಿಗೆ ಅವಶ್ಯಕತೆಗೆ ತಕ್ಕಂತೆ ನೀರು ಪೂರೈಸುವ ಕಾರ್ಯವೂ ನಡೆಯುತ್ತಿದೆ. ಒಂದೊಂದು ಡಿವೈಡರ್*ನ ನಡುವೆ ನೆಡಲಾಗುವ ಪ್ರತೀ ಗಿಡಗಳಿಗೂ ಕನಿಷ್ಟ ಮೂರು ಮೀಟರ್* ಅಂತರ ಕಾಯಲಾಗುತ್ತಿದೆ. ಒಂದು ಕಿ. ಮೀ ಅಂತರದಲ್ಲಿ ಕನಿಷ್ಠ 650 ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದೆ. ಒಟ್ಟು ಸುಮಾರು 2.50 ಲಕ್ಷ ಗಿಡಗಳನ್ನು ನೆಡುವ ಯೋಜನೆ ಹಾಕಲಾಗಿದ್ದು, ಪ್ರತೀ ಗಿಡ ನಾಲ್ಕರಿಂದ ಆರು ರೂ. ಗಳವರೆಗೆ ಬೆಲೆಬಾಳುತ್ತವೆ.



ಹದಿನೈದು ದಿನಕ್ಕೊಮ್ಮೆ ನಿರ್ವಹಣೆ

ಕೆನೇರಿಯಾ ಜಾತಿಯ ಗಿಡಗಳು ಕರಾವಳಿಯ ಪರಿಸ್ಥಿತಿಗೆ ಹೊಂದಿಕೊಳ್ಳುತ್ತವೆಯೇ ಎನ್ನವುದರ ಕುರಿತಾಗಿ ವಿವಿಧ ಕೋನಗಳಲ್ಲಿ ವೈಜ್ಞಾನಿಕ ಪರಿಶೀಲನೆ ನಡೆಸಲಾಗಿದ್ದು, ಈ ವರದಿ ಇಲ್ಲಿನ ಪರಿಸರಕ್ಕೆ ಪೂರಕವಾಗಿ ಗೋಚರಿಸಿರುವರಿಂದ ಈ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದೆ. ತೋಟಗಾರಿಕಾ ಇಲಾಖೆಯ ರಾಷ್ಟ್ರೀಯ ಮಿಷನ್*ನ ನಿದೇರ್ಶನದ ಅಡಿಯಲ್ಲಿ ರಾಜ್ಯದ ತೋಟಗಾರಿಕಾ ಇಲಾಖೆಯ ಅನುಮತಿಯನ್ನು ಪಡೆದುಕೊಂಡೇ ಈ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದ್ದು, ಇವುಗಳು ಪರಿಸರ ಸಹ್ಯವಾಗಿರುತ್ತವೆ ಎಂದು ಹೆದ್ದಾರಿ ಇಲಾಖೆಯ ಅದಿಕಾರಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ. ಮುಂದೆ ಹದಿನೈದು ದಿನಗಳಿಗೊಮ್ಮೆ ಈ ಗಿಡಗಳನ್ನು ನಿರ್ವಹಣೆ ಮಾಡಲಾಗುತ್ತದೆ.


ಪರಿಸರ ಸಹ್ಯ, ರಾತ್ರಿ ಬೆಳಕಿನ ನಿಯಂತ್ರಣ

ಕಡಿಮೆ ನೀರಿನಲ್ಲಿ ಬೆಳೆಯುವ ಈ ಸಸ್ಯ ಸಂಕುಲದ ಪ್ರತೀ ಗಿಡಗಳು ಒಂದು ಮೀಟರ್*(ಮೂರು ಅಡಿ)ನಷ್ಟು ಎತ್ತರಕ್ಕೆ ಬೆಳೆದ ಬಳಿಕ ಹೂ ಬಿಡಲಾರಂಭಿಸುತ್ತದೆ. ಈ ಗಿಡಗಳು ಮತ್ತು ಇದರಲ್ಲಿ ಬಿಡುವ ಹಳದಿ ಮತ್ತು ತಿಳಿ ಕೆಂಪು ಬಣ್ಣದ ಹೂ ನೋಡಲು ಕೂಡ ಆಕರ್ಷಕವಾಗಿತ್ತದೆ. ದಪ್ಪ ಎಲೆಗಳಿದ್ದು, ಇದು ವಾಹನಗಳ ರಾತ್ರಿಯ ಬೆಳಕನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ನಿಯಂತ್ರಿಸುವ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೊಂದಿವೆ. ಈ ಕುರಿತಾಗಿ ಈಗಾಗಲೇ ಹಲವಾರು ರೀತಿಯ ವೈಜ್ಞಾನಿಕ ಸಂಶೋಧನೆಗಳು ನಡೆದಿದ್ದು, ಮುಖ್ಯವಾಗಿ ಇದು ಪರಿಸರ ಸಹ್ಯ ಗಿಡ ಎಂಬ ನಿರ್ಧಾರಕ್ಕೆ ಬಂದ ಬಳಿಕವೇ ಈ ಜಾತಿಯ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗಿದೆ.

ನಂತೂರು-ತಲಪಾಡಿ ರಸ್ತೆಗೂ ವಿಸ್ತರಣೆ

ಈಗಾಗಲೇ ಕುಂದಾಪುರ-ಸುರತ್ಕಲ್* ರಸ್ತೆಯ ನಡುವೆ ನೆಡಲಾಗುತ್ತಿರುವ ಕೆನೇರಿಯಾ ಜಾತಿಯ ಗಿಡಗಳು ಕರಾವಳಿಯ ಪರಿಸ್ಥಿತಿಗೆ ಸಂಪೂರ್ಣವಾಗಿ ಹೊಂದಾಣಿಕೆಯಾಗುತ್ತವೆ ಎಂಬ ಮಾಹಿತಿಯನ್ನು ಪಡೆದೇ ಈಗ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುತ್ತಿದೆ. ಮುಂದೆ ನಂತೂರು - ತಲಪಾಡಿಯ ನಡುವಿನ ಹೆದ್ದಾರಿ ವಿಸ್ತರಣೆಯ ಸಂದರ್ಭದಲ್ಲೂ ಈ ಜಾತಿಯ ಗಿಡಗಳನ್ನು ನೆಟ್ಟು - ಬೆಳೆಸುವ ತೀರ್ಮಾನಕ್ಕೆ ಬರಲಾಗಿದೆ. ಮುಂದಿನ ಹಂತದಲ್ಲಿ ಕೋರ್ಟ್* ಕೇಸುಗಳೆಲ್ಲವೂ ಮುಗಿದ ಬಳಿಕ ಹೆದ್ದಾರಿಯ ಇಕ್ಕೆಲಗಳಿಂದ ತೆರವಾಗಿರುವ ಮರಗಳ ಬದಲಿಗೆ (1 ಮರಕ್ಕೆ ಬದಲಾಗಿ 3) ಉತ್ತ ಜಾತಿಯ ಮರವಾಗಿ ಬೆಳೆಬಲ್ಲಂತಹ ಗಿಡಗಳನ್ನು ನೆಡಲಾಗುವುದು ಎಂದು ರಾಷೀrÅಯ ಹೆದ್ದಾರಿ ಪ್ರಾದಿಕಾರದ ಅದಿಕಾರಿ ಕೆ. ಎಂ. ಹೆಗಡೆ ಉದಯವಾಣಿಗೆ ತಿಳಿಸಿದ್ದಾರೆ.

ಪುತ್ತೂರು: ಕಳೆದ ತಿಂಗಳು 10ರಂದು ಪುತ್ತೂರಿಗೆ ಭೇಟಿ ನೀಡಿದ್ದ ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ವಿ. ಸದಾನಂದ ಗೌಡ ಮಾಣಿ - ಸಂಪಾಜೆ ಹೆದ್ದಾರಿ ಗುತ್ತಿಗೆದಾರರನ್ನು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡು ಕೆಲಸವನ್ನು ಚುರುಕುಗೊಳಿಸುವಂತೆ ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದರು.


ಪುತ್ತೂರು ಬೈಪಾಸ್* ರಸ್ತೆಯ ದುರವಸ್ಥೆ

ಮುಖ್ಯಮಂತ್ರಿಗಳ ತವರು ಕ್ಷೇತ್ರ ಪುತ್ತೂರು ನಗರದ ಬೈಪಾಸ್* ರಸ್ತೆಯನ್ನು ಕೆಆರ್*ಡಿಸಿಎಲ್* ಗುತ್ತಿಗೆದಾರರು ಅಗೆದು ಹಾಕಿ ಎರಡು ವರ್ಷ ಕಳೆದಿದೆ. ಮುಖ್ಯಮಂತ್ರಿಗಳು ಹೇಳಿದ ಬಳಿಕವೂ ಗುತ್ತಿಗೆದಾರರು ಬೈಪಾಸ್* ರಸ್ತೆಗೆ ಒಂದು ಹಿಡಿ ಜಲ್ಲಿ ಕೂಡಾ ಹಾಕಿಲ್ಲ.

ಬೈಪಾಸ್* ರಸ್ತೆಯ ತೆಂಕಿಲದಿಂದ ಮಂಜಲ್ಪಡು³ ತನಕದ ಭಾಗದಲ್ಲಿ ಯಾವುದೇ ಕಾಮಗಾರಿಯನ್ನು ಗುತ್ತಿಗೆದಾರರು ಮುಂದುವರಿಸಿಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿಗಳ ಸೂಚನೆಗೆ ತಲೆ ಅಲ್ಲಾಡಿಸಿದ ಗುತ್ತಿಗೆದಾರ ಕಂಪೆನಿಯ ಎಂಜಿನಿಯರ್* ಬಳಿಕ ಈ ಕುರಿತು ಶನಿವಾರದ ತನಕ ಯಾವುದೇ ಗಮನ ಹರಿಸಿಲ್ಲ. ಮರ ಕಡಿಯಲಾಗಿಲ್ಲ, ವಿದ್ಯುತ್* ಕಂಬ ಸ್ಥಳಾಂತರಗೊಳಿಸಿಲ್ಲ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಗಳ ಬಳಿ ಗುತ್ತಿಗೆದಾರ ಕಂಪೆನಿಯವರು ಅಹವಾಲು ಹೇಳಿಕೊಂಡಿದ್ದರು.

ಪುತ್ತೂರು ಬೈಪಾಸ್* ರಸ್ತೆಯಲ್ಲಿ ಕಾಮಗಾರಿಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಲು ಗುತ್ತಿಗೆದಾರರಿಗೆ ಯಾವ ತಾಂತ್ರಿಕ ಅಡಚಣೆಗಳೂ ಇಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿಗಳು ಸೂಚನೆ ನೀಡಿದ ಬಳಿಕ ಗುತ್ತಿಗೆದಾರರ ಅವೈಜ್ಞಾನಿಕ ಕಾಮಗಾರಿಯ ಕಾರಣಕ್ಕಾಗಿ ಎರಡು ಬಾರಿ ಗುತ್ತಿಗೆದಾರರ ವಿರುದ್ಧ ಕುಂಬ್ರ ಮತ್ತು ಕೌಡಿಚ್ಚಾರ್*ಗಳಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆದಿದೆ. ಕಾವು ಮದ್ಲದಲ್ಲಿ ಮಳೆ ಬಂದು ರಸ್ತೆ ಕೆಸರು ಮಯವಾಗಿ 12 ತಾಸು ಕಾಲ ವಾಹನ ಸಂಚಾರ ಇಲ್ಲಿ ಸ್ಥಗಿತಗೊಂಡಿತ್ತು.

ಡಿ.ವಿ. ಸದಾನಂದ ಗೌಡರಿಗೆ ರಾಜಕೀಯ ನೆಲೆ ಕೊಟ್ಟ ಕ್ಷೇತ್ರ ಪುತ್ತೂರು ಕೆಆರ್*ಡಿಸಿಎಲ್* ಗುತ್ತಿಗೆದಾರರ ಅವೈಜ್ಞಾನಿಕ ಮತ್ತು ಅಸಂಬದ್ಧ ಕಾಮಗಾರಿಗಳು ಇಲ್ಲಿ ನಡೆದಿದ್ದು, ಯಾರು ಹೇಳಿದರೂ ಗುತ್ತಿಗೆದಾರರು ಕಿವಿಕೊಡುತ್ತಿಲ್ಲ. ಸ್ವತಃ ಮುಖ್ಯಮಂತ್ರಿಗಳೇ ಹೇಳಿದರೂ ಸೂಚನೆಯನ್ನು ಪಾಲಿಸುತ್ತಿಲ್ಲ.

ಮುಖ್ಯಮಂತ್ರಿಗಳು ಮೇ 6ರಂದು ಪುತ್ತೂರು ನಗರವನ್ನು ಮಂಜಲ್ಪಡು³ವಿನಿಂದ ಬೈಪಾಸ್* ರಸ್ತೆಯ ಮೂಲಕ ಪ್ರವೇಶಿಸಿದಲ್ಲಿ ಅವರಿಗೆ ವಾಸ್ತವದ ಅರಿವಾದೀತು.

Faulty planning leads to digging of concrete roads

If your vehicle on a cement road hits a road block because debris of the concrete has been abandoned and the road has been cut, blame it on faulty planning.

Observers point out that the corporation should have shifted the utility lines, including the drainage pipeline and drinking water pipeline, before laying the concrete surfaces. It was known that concreting the roads without shifting the lines was akin to inviting a future crisis, they argue. Top corporation officials do seem to agree.

The former Mayor Shashidhar Hegde said that there was no alternative to cutting open the concrete roads. The pipes were more than 15 years old and weak and leaks were common. In the absence of any technology to reach the pipes from the roadside through trenches, the corporation would have to cut open the concrete road, repair the pipeline, and re-lay the concrete.

President of the Nagarika Hitarakshana Samithi G. Hanumantha Kamath said he had written to the corporation regarding this a year ago.

By the time the corporation concreted a few roads under the first grant of Rs. 100 crore by the Chief Minister, the problem had surfaced. They had cut open concrete roads in around 25 places. But the corporation had refused to learn from the folly. More roads were given concrete surface without shifting lines and consequently there were more frequent cutting of concrete roads.

He wondered how this could happen when the roads were laid under the guidance of “consultants”.

The corporation authorities had promised that they would provide roads that would be ideal for the urban setting. Most roads did not have pavements and drains and could hardly be called “ideal”, he said.

In his opinion, when roads were cut open the strength of the road was lost and the original quality could not be ensured. The roads that were cut open frequently would not last long, he said.

Mangalore City Corporation Commissioner Harish Kumar K. agreed that an ideal cement concrete road should have the utility lines shifted to roadsides. He said that the corporation had decided to take all the issues into consideration when the new cement concrete roads would be laid between Pandeshwar and Mangaladevi Temple, and between Mannagudda and Car Street. They would use the web-based tool “Tendersure”.

ಮೊಗ್ರು ಗ್ರಾಮಸ್ಥರ ಹಲವಾರು ವರ್ಷಗಳ ಕನಸಾದ ತೂಗು ಸೇತುವೆ ಕಾಮಗಾರಿಯು ಕಾಮಗಾರಿಯು ಮೇ ಕೊನೆಯಲ್ಲಿ ಅಥವಾ ಜೂನ್* ತಿಂಗಳೊಳಗೆ ಪೂರ್ಣಗೊಂಡು ನಾಗರಿಕರಿಗೆ ಸಂಚಾರ ಭಾಗ್ಯ ದಕ್ಕಲಿದೆ ಎಂಬ ಭರವಸೆ ಇದೀಗ ಗ್ರಾಮಸ್ಥರಲ್ಲಿ ಮೂಡಿದೆ. ತೂಗು ಸೇತುವೆ ಸುಮಾರು 85 ಲಕ್ಷ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ನಿರ್ಮಾಣಗೊಳ್ಳುತ್ತಿದ್ದು ಮುಗೇರಡ್ಕ ತೂಗು ಸೇತುವೆಯು 190 ಮೀಟರ್* ಉದ್ದ ಹಾಗೂ 1.20 ಮೀಟರ್* ಅಗಲದಲ್ಲಿ ಭೌಗೋಳಿಕ ಸನ್ನಿವೇಶಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಅತ್ಯಾಧುನಿಕ ತಾಂತ್ರಿಕತೆ ಹಾಗೂ ಆಕರ್ಷಕ ವಿನ್ಯಾಸದೊಂದಿಗೆ ನಿರ್ಮಾಣಗೊಳ್ಳುತ್ತಿದೆ. ಇದೀಗ ತೂಗು ಸೇತುವೆಯ ಸೌಂದರ್ಯಕ್ಕೆ ಮೆರುಗು ನೀಡುವ ಎರಡು ಪ್ರಮುಖ ಪಿಲ್ಲರ್*ಗಳು ತಲೆ ಎತ್ತಿ ಗ್ರಾಮಸ್ಥರನ್ನು ಆಕರ್ಷಿಸುತ್ತಿದ್ದು ಶೀಘ್ರದಲ್ಲೇ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳ್ಳುವ ಹಂತದಲ್ಲಿದೆ.

ನೇತ್ರಾವತಿ ನದಿಯ ಪಿಜಕಲ - ಮುಗೇರಡ್ಕ ಎಂಬ ಎರಡು ದಡಗಳ ನಡುವೆ ನಡೆಯುತ್ತಿರುವ ತೂಗು ಸೇತುವೆ ಕಾಮಗಾರಿಯಲ್ಲಿ ಸುಮಾರು 20 ಮಂದಿ ಕಾರ್ಮಿಕರು ನದಿ ತೀರದಲ್ಲೇ ಮುಗೇರಡ್ಕ ದೆ„ವಸ್ಥಾನದ ಸನಿಹದಲ್ಲಿ ಬಿಡಾರ ಹೂಡಿ ದುಡಿಯುತ್ತಿದ್ದು ನಾಗರಿಕರ ಗಮನ ಸೆಳೆಯುತ್ತಿದ್ದಾರೆ. ತೂಗು ಸೇತುವೆ ಕನಸು ನನಸಾಗಲು ಶ್ಲಾಘನಾರ್ಹವಾಗಿ ಶ್ರಮಿಸಿದ ಪ್ರಮುಖರಲ್ಲೊಬ್ಬರಾದ ಆನಂದ ಗೌಡ ತೂಗು ಸೇತುವೆ ಕಾರ್ಮಿಕರೊಂದಿಗೆ ಕಾಮಗಾರಿಯ ಉಸ್ತವಾರಿ ನೋಡಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ.

ಪಡುಬಿದ್ರಿ : ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ 66ನ್ನು ಚತುಃಷ್ಪಥಗೊಳಿಸುವ ಕಾಮಗಾರಿಗೆ ಪಡುಬಿದ್ರಿಯಲ್ಲಿ ತೊಡಕಾಗಿರುವ ವಿವಾದವನ್ನು ಪರಿಶೀಲಿಸಿ ಬಗೆಹರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಮೇ 11ರಂದು ಕೇಂದ್ರ ಸರಕಾರದ ತಜ್ಞರ ಸಮಿತಿ ಭೇಟಿ ನೀಡಲಿದೆ.

ಸಮಿತಿಯೊಂದಿಗೆ ಕಾಂಗ್ರೆಸ್*ನ ರಾಜ್ಯಸಭಾ ಸದಸ್ಯ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಹಾಗೂ ತಾನೂ ಇರುವುದಾಗಿ ಉಡುಪಿ ಸಂಸದ ಜಯಪ್ರಕಾಶ್* ಹೆಗ್ಡೆ ತಿಳಿಸಿದ್ದಾರೆ.

ಪಡುಬಿದ್ರಿಯಲ್ಲಿ ಈಗಿನ ಹೆದ್ದಾರಿ ಭಾಗವನ್ನೇ ವಿಸ್ತರಿಸಿ ಚತುಃಷ್ಪಥ ಹೆದ್ದಾರಿಯ ಕಾಮಗಾರಿಯನ್ನು ಕೈಗೆತ್ತಿಕೊಳ್ಳಬೇಕಾಗಿ ಉಡುಪಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಹಾಗೂ ಸರಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು ತಮ್ಮ ವರದಿಯನ್ನು ಸರಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿದ್ದರು. ಆದರೆ ಮುಖ್ಯಮಂತ್ರಿ ಸದಾನಂದ ಗೌಡರು ಶಾಸಕರ ಬೇಡಿಕೆ ಮೇರೆಗೆ 45 ಮೀಟರ್* ಬೈಪಾಸ್* ನಿರ್ಮಿಸಲು ಷರಾ ಬರೆದು ತಮ್ಮ ಸಹಿಯೊಂದಿಗೆ ಕೇಂದ್ರ ಭೂಸಾರಿಗೆ ಇಲಾಖೆಗೆ ರವಾನಿಸಿ¨ª*ರು. ಬಳಿಕ ಕೇಂದ್ರ ಸರಕಾರವು ಬೈಪಾಸ್* ನಿರ್ಮಿಸಲು ಮುಂದಾಗಿತ್ತು. ಇದಕ್ಕಾಗಿ ಎರ್ಮಾಳು ಕಲ್ಸಂಕದ ಬಳಿ ಕಿರು ಸೇತುವೆ ನಿರ್ಮಾಣಕ್ಕೂ ಗುತ್ತಿಗೆದಾರ ಕಂಪೆನಿ ಮುಂದಾಗಿತ್ತು.

ದಲಿತರ ಆತ್ಮಹತ್ಯೆ ಬೆದರಿಕೆ

ಬೈಪಾಸ್* ನಿರ್ಮಾಣವನ್ನು ವಿರೋಧಿಸಿ ಪ್ರತಿಭಟನಾ ಸಭೆಗಳೂ ನಡೆದವು. ಇದೇ ವೇಳೆ ಚುನಾವಣಾ ಸಮಯದಲ್ಲಿ ಉಡುಪಿಗೆ ಆಗಮಿಸಿದ್ದ ಕಾಂಗ್ರೆಸ್* ನಾಯಕ ಆಸ್ಕರ್* ಮುಂದೆ ದಲಿತ ನಾಯಕರೋರ್ವರು ತಮ್ಮವರ 38 ಮನೆಗಳನ್ನು ಬೈಪಾಸ್* ನಿರ್ಮಾಣಕ್ಕೆ ಭೂಸ್ವಾಧೀನ ಪಡಿಸಿಕೊಳ್ಳುವುದಾದಲ್ಲಿ ತಾವು ಸರಕಾರದಿಂದ ಭಿಕ್ಷೆ ಬೇಡಲು ತಯಾರಿಲ್ಲ. ಪಡುಬಿದ್ರಿ ಪೇಟೆಯಲ್ಲೇ ಭಿಕ್ಷೆ ಬೇಡಿ ಉಡುಪಿಯ ಆಸ್ಕರ್* ನಿವಾಸದ ಮುಂದೆಯೇ ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಳ್ಳುವುದಾಗಿ ಬೆದರಿಕೆಯನ್ನೂ ಒಡ್ಡಿದ್ದರು.

ಸ್ಥಗಿತಗೊಂಡ ಕಾಮಗಾರಿ

ದಲಿತರ ಬೆದರಿಕೆಗೆ ಮಣಿದ ಕೇಂದ್ರದ ಮಾಜಿ ಸಚಿವ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಅವರ ವಿನಂತಿಯ ಮೇರೆಗೆ ಕೇಂದ್ರ ಭೂಸಾರಿಗೆ ಇಲಾಖೆಯಡಿಯ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರವು ಈ ಕಾಮಗಾರಿಯನ್ನು ಸ್ಥಗಿತಗೊಳಿಸಿತ್ತು. ಪಡುಬಿದ್ರಿಯಲ್ಲಿನ ಸ್ಥಳ ಪರಿಶೀಲನೆಗಾಗಿ ಕೇಂದ್ರ ಭೂಸಾರಿಗೆ ಸಚಿವರು ಬರುವುದಾಗಿ ವದಂತಿಯೂ ಹಬ್ಬಿತ್ತು. ಆದರೆ ಈಗ ಕೇಂದ್ರ ಸಮಿತಿಯೊಂದು ಉಡುಪಿ ಜಿಲ್ಲೆಗೆ ಆಗಮಿಸಿ ಪಡುಬಿದ್ರಿ, ಕುಂದಾಪುರವೂ ಸೇರಿದಂತೆ ವಿವಿದೆಡೆಗಳ ಹೆದ್ದಾರಿ ಚತುಃಷ್ಪಥ ಕಾಮಗಾರಿಗಳ ಅಡಚಣೆಯ ಕುರಿತಾಗಿ ಪರಿಶೀಲನೆಯನ್ನು ನಡೆಸಲಿರುವುದಾಗಿ ತಿಳಿದುಬಂದಿದೆ.

ಚರಂಡಿ ನಿರ್ಮಾಣಕ್ಕೆ ಜಾಗ ಬಿಡಿ

ಜಿಲ್ಲೆಯ ಅಲ್ಲಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ 66ರ ನಿರ್ಮಾಣದ ಭರದಲ್ಲಿ ಮುಂಬರುವ ಮಳೆಗಾಲದಲ್ಲಿ ಅನಿರೀಕ್ಷಿತ ನೆರೆಯ ಸಂಭವವಿರುವುದಾಗಿ 'ಉದಯವಾಣಿ' ಸಂತ್ರಸ್ತರ ಮನದಳಲಿಗೆ ಸ್ಪಂದಿಸಿದ ಬೆನ್ನಲ್ಲೇ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ ಅಧಿಕಾರಿಯೋರ್ವರು ಹೆದ್ದಾರಿ ಬದಿ ಮಳೆನೀರು ಹರಿದು ಹೋಗಲು ಚರಂಡಿ ನಿರ್ಮಾಣಕ್ಕೆ ಸಂತ್ರಸ್ತರು ಹೆದ್ದಾರಿಗೆ ಸೇರಿದ ಭೂಮಿಯನ್ನು ಬಿಟ್ಟುಕೊಡಲಿ ಎಂದಿದ್ದಾರೆ.

ಸಂತ್ರಸ್ತರಿಗೆ ಈಗಾಗಲೇ ಪರಿಹಾರ ನೀಡಲಾಗಿದೆ. ಯಾವುದೇ ಪ್ರಕರಣಗಳು ರಾಜ್ಯ ಉಚ್ಚ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಬಾಕಿ ಇಲ್ಲ. ಹಾಗಾಗಿ ಸಂತ್ರಸ್ತರು ತಮ್ಮ ಭೂ ಭಾಗಗಳನ್ನು ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ವಹಿಸಿಕೊಟ್ಟಾಗ ಮಾತ್ರ ಚರಂಡಿ ನಿರ್ಮಾಣಕ್ಕೆ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದು ಹೆಸರು ಬಹಿರಂಗಗೊಳಿಸಲಿಚ್ಛಿಸದ ಈ ಅಧಿಕಾರಿ ಹೇಳಿದ್ದಾರೆ.

ಒಪ್ಪದ ಸಂತ್ರಸ್ತರು

ಆದರೆ ಸಂತ್ರಸ್ತರು ಇದನ್ನು ಒಪ್ಪಿಕೊಳ್ಳುತ್ತಿಲ್ಲ. ಉಚ್ಚ ನ್ಯಾಯಾಲಯದ ಏಕಸದಸ್ಯ ಪೀಠದ ಮುಂದಿದ್ದ ತಮ್ಮ ದಾವೆ ತಿರಸ್ಕೃತವಾಗಿದ್ದರೂ ಡಿವಿಷನ್* ಬೆಂಚ್*ನ ಮುಂದೆ ತಮ್ಮ ದಾವೆ ವಿಚಾರಣೆಗೆ ಬಾಕಿ ಇದೆ. ಇದು ಜೂ. 6ರಂದು ವಿಚಾರಣೆಗೆ ನ್ಯಾಯಪೀಠದ ಮುಂದೆ ಬರಲಿದೆ. ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರಕ್ಕೂ ಇದು ತಿಳಿದಿದೆ. ತೆಂಕ ಗ್ರಾಮದಲ್ಲಿ ಕೇವಲ ಒಂದು ಮಸೀದಿಯ ಆವರಣಗೋಡೆಯನ್ನು ಉಳಿಸಿಕೊಳ್ಳಲು ಹೆದ್ದಾರಿಯ ಸಂಭಾವ್ಯ ಮಧ್ಯರೇಖೆಯನ್ನು ಪಶ್ಚಿಮ ಭಾಗದಲ್ಲಿ ಹೆದ್ದಾರಿ ಇಲಾಖೆ 1968ರಲ್ಲಿ ಸ್ವಾಧೀನಪಡಿಸಿಕೊಂಡಿರುವ ಬಹಳಷ್ಟು ಭೂಭಾಗವಿದ್ದರೂ ಪೂರ್ವ ಬದಿಗೆ ಸರಿಸಲಾಗಿದೆ ಎಂದು ಸಂತ್ರಸ್ತರ ಪರ ಹೋರಾಡುತ್ತಿರುವ ಎರ್ಮಾಳು ಬೀಡು ಅಶೋಕರಾಜ ಹೇಳಿದ್ದಾರೆ.

ಬೆಳಗ್ಗೆ ಕುಂದಾಪುರದಿಂದ ತಂಡದ ಪರಿಶೀಲನಾ ಕಾರ್ಯ ಪ್ರಾರಂಭವಾಗಲಿದೆ. ಅಧಿಕಾರಿಗಳ ಭೇಟಿ ಹಾಗೂ ಪರಿಶೀಲನೆಯ ಸಂದರ್ಭದಲ್ಲಿ ರಾಜ್ಯಸಭಾ ಸದಸ್ಯರಾದ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಹಾಗೂ ಸಂಸದ ಕೆ. ಜಯಪ್ರಕಾಶ ಹೆಗ್ಡೆ ಹಾಜರಿದ್ದು, ಸ್ಥಳೀಯರ ಅಹವಾಲುಗಳನ್ನು ಸ್ವೀಕರಿಸುವ ಜತೆಗೆ ಸಮಸ್ಯೆಗಳ ಪರಿಹಾರಕ್ಕೆ ಮಾರ್ಗೋಪಾಯಗಳನ್ನು ಸೂಚಿಸಲಿದ್ದಾರೆ ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.¬

ರಾ.ಹೆ 66ರ ಚತುಷ್ಪಥ* ಕಾಮಗಾರಿ ಯೋಜನೆಯಲ್ಲಿ ಕುಂದಾಪುರ* ನಗರದ ಶಾಸ್ತ್ರಿ ಸರ್ಕಲ್* ಬಳಿಯಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಲು ಉದ್ದೇಶಿತ ಎಂಬ್ಯಾಕ್*ವೆಂಟ್* ರಚನೆಯ ಬದಲಿಗೆ ಮೇಲ್ಸೇತುವೆ ಹಾಗೂ ಉಡುಪಿಯ ಅಂಬಲಪಾಡಿ ಜಂಕ್ಷನ್*ನಿಂದ ಕರಾವಳಿ ಜಂಕ್ಷನ್* ವರೆಗಿನ ನಡುವೆ ವಿಸ್ತರಣೆ* ಮಿತಿಯನ್ನು ಕಡಿಮೆಗೊಳಿಸುವಂತೆ ಸ್ಥಳೀಯರು ನಡೆಸುತ್ತಿರುವ ಹೋರಾಟಗಳ ಕುರಿತು ಇತ್ತೀಚೆಗೆ ರಾಜ್ಯಸಭಾ ಸದಸ್ಯ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಆವರ ಹೊಸದಿಲ್ಲಿಯ ಕಚೇರಿಯಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಪ್ರಾಧಿಕಾರದ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ನಡೆದ ಸಭೆಯಲ್ಲಿ ವಿವರವಾಗಿ ಚರ್ಚಿಸಲಾಗಿತ್ತು.

ಸಭೆಯಲ್ಲಿ ಪ್ರಾಧಿಕಾರದ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ವಿವರವಾಗಿ ಚರ್ಚೆ ನಡೆಸಿದ ಎಐಸಿಸಿ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಹಾಗೂ ಉಡುಪಿ-ಚಿಕ್ಕಮಗಳೂರು ಸಂಸದ ಕೆ. ಜಯಪ್ರಕಾಶ ಹೆಗ್ಡೆ ಅವರು ಉಡುಪಿ, ಕುಂದಾಪುರ, ಪಡುಬಿದ್ರಿ, ಬ್ರಹ್ಮಾವರ, ಮಂಗಳೂರಿನ ನಂತೂರು ಸೇರಿದಂತೆ ರಾ.ಹೆ 66ರಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಕಾಮಗಾರಿಯ ಪ್ರಗತಿ ಹಾಗೂ ಸ್ಥಳೀಯರ ಬೇಡಿಕೆಗಳ ಕುರಿತು ವಿವರವಾಗಿ ವಿವರಿಸಿದರು.

ಕುಂದಾಪುರ ನಗರದ ಶಾಸ್ತ್ರಿ ಸರ್ಕಲ್* ಬಳಿಯಲ್ಲಿ ಎಂಬ್ಯಾಕ್*ವೆುಂಟ್* ರಚನೆಯ ಮಾಡುವುದರಿಂದ ಕರಾವಳಿ ಭಾಗದಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಹೊಂದುತ್ತಿರುವ ನಗರವೊಂದನ್ನು ಇಬ್ಭಾಗ ಮಾಡಿದಂತಾಗುತ್ತದೆ ಎನ್ನುವ ಸ್ಥಳೀಯರ ಆತಂಕಗಳನ್ನು ಅಧಿಧಿಕಾರಿಗಳ ಗಮನಕ್ಕೆ ತರಲಾಯಿತು. ಉಡುಪಿ ಜಿಲ್ಲಾ ಕೇಂದ್ರವಾಗಿರುವುದರಿಂದ ಹಾಗೂ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಹಾದು ಹೋಗುವ ಎರಡು ಭಾಗಗಳಲ್ಲಿಯೂ ನಗರ ಪ್ರದೇಶಗಳು ಬೆಳೆದಿರುವುದರಿಂದ ಜಿಲ್ಲೆಯ ಉಳಿದ ಭಾಗಗಳಲ್ಲಿ ರಸ್ತೆಯ ವಿಸ್ತರಣೆಯನ್ನು ಮಿತಿಗೊಳಿಸಿರುವಂತೆ ಅಂಬಲಪಾಡಿ ಜಂಕ್ಷನಿಂದ ಕರಾವಳಿ ಜಂಕ್ಷನ್* ವರೆಗಿನ ರಸ್ತೆಯ ವಿಸ್ತರಣೆಯನ್ನು ಮಿತಿಗೊಳಿಸಬೇಕು ಎನ್ನುವ ಸ್ಥಳೀಯರ ಬೇಡಿಕೆಗಳ ಬಗ್ಗೆ ಗಮನ ಸೆಳೆಯಲಾಯಿತು.

ಸಂಸದರು ಗಮನ ಸೆಳೆದ ಸ್ಥಳೀಯರ ಬೇಡಿಕೆಗಳ ಕುರಿತು ಹಾಗೂ ಹೆದ್ದಾರಿ ಕಾಮಗಾರಿಯ ಪ್ರಗತಿಯ ಕುರಿತು ವಿವರವಾದ ಮಾಹಿತಿಗಳನ್ನು ನೀಡಿದ ಪ್ರಾಧಿಧಿಕಾರದ ಅಧಿಧಿಕಾರಿಗಳು, ಕಾನೂನು ಹಾಗೂ ಪ್ರಾಧಿಕಾರದ ನಿಯಮದ ಇತಿ ಮಿತಿಯೊಳಗೆ ಬೇಡಿಕೆ ಹಾಗೂ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆ ಹರಿಸುವ ಕುರಿತು ಭರವಸೆ ನೀಡಿದರು.

ಅಧಿಕಾರಿಗಳ ಪ್ರತಿಸ್ಪಂದನಕ್ಕೆ ಉತ್ತರಿಸಿದ ಆಸ್ಕರ್* ಫೆರ್ನಾಂಡಿಸ್* ಹಾಗೂ ಕೆ. ಜಯಪ್ರಕಾಶ ಹೆಗ್ಡೆಯವರು ರಾ.ಹೆ. 66 ಚತುಷ್ಪಧಿಥ ಕಾಮಗಾರಿಯ ಹಂತದಲ್ಲಿ ತಲೆದೋರಿರುವ ಸಮಸ್ಯೆ ಹಾಗೂ ಸ್ಥಳೀಯರ ಬೇಡಿಕೆಗಳನ್ನು ಈಗಾಗಲೆ ಕೇಂದ್ರ ಭೂ ಸಾರಿಗೆ ಸಚಿವರ ಗಮನಕ್ಕೂ ತರಲಾಗಿದೆ. ಸಮಸ್ಯೆ ಹಾಗೂ ಬೇಡಿಕೆಗಳ ಅಗತ್ಯತೆಯ ಕುರಿತು ಮನವರಿಕೆಯಾಗಬೇಕಾದರೆ ಸಮಸ್ಯೆ ಇರುವ ಕಡೆಗೆ ತೆರಳಿ ಪರಿಶೀಲನೆ ನಡೆಸಬೇಕು. ಇಲಾಖಾ ಅಧಿಕಾರಿಗಳು ಕೂಡಲೆ ಈ ಕುರಿತು ಗಮನ ಹರಿಸುವಂತೆ ತಾಕೀತು ಮಾಡಿದರಲ್ಲದೆ, ಪರಿಶೀಲನೆಯ ಸಂದರ್ಭದಲ್ಲಿ ತಾವುಗಳು ಖುದ್ದು ಸ್ಥಳದಲ್ಲಿ ಇರುವುದಾಗಿ ತಿಳಿಸಿದ್ದರು.

ಕಾಪು : ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ 66ರಲ್ಲಿ ಕಾಪು ಹೊಸ ಮಾರಿಗುಡಿ ಬದಿಯಿಂದ ಕಾಪು ಪೇಟೆಗೆ ನೇರ ಸಂಪರ್ಕಕ್ಕೆ ಅವಕಾಶ ಕಲ್ಪಿಸಿಕೊಡುವ ಅಂಡರ್* ಪಾಸ್* (ಸುರಂಗ ಮಾರ್ಗ) ರಸ್ತೆ ಕಾಮಗಾರಿ ಆರಂಭವಾಗಿದೆ.


ಅಂಡರ್*ಪಾಸ್* ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿರುವ ಮಾರಿಗುಡಿ ಮುಂಭಾಗದ ಸಂಪೂರ್ಣ ನೋಟ.

ಅಂಡರ್*ಪಾಸ್* ಕಾಮಗಾರಿ ಕಾಪು ಮಾರುಕಟ್ಟೆ ಬಳಿ ನಿರ್ಮಾಣವಾಗುತ್ತದೆ ಎಂಬ ಗುಮಾನಿ ಆರಂಭದಲ್ಲಿ ಇತ್ತಾದರೂ ಕಾಪು ವಿಧಾನ ಸಭಾ ಕ್ಷೇತ್ರದ ಪ್ರಮುಖ ಕೊಂಡಿಯಂತಿರುವ ಕಾಪು ಪೇಟೆಯ ಜನತೆಗೆ ಸಹಕಾರಿಯಾಗುವಂತೆ ಮರು ಸರ್ವೆ ನಡೆಸಿ ಹೊಸ ಮಾರಿಗುಡಿಯ ಬಳಿ ಈ ಅಂಡರ್*ಪಾಸ್* ನಿರ್ಮಿಸುವ ಯೋಜನೆಯನ್ನು ಹಾಕಿಕೊಳ್ಳಲಾಗಿದೆ.

2009ರಿಂದಲೂ ಬಹಳಷ್ಟು ಚರ್ಚೆಯಲ್ಲಿದ್ದ ಹೆದ್ದಾರಿಯಿಂದ ಪೇಟೆಗೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುವ ಈ ಅಂಡರ್* ಪಾಸ್* ನಿರ್ಮಾಣ ಕಾಮಗಾರಿ ಆರಂಭಗೊಳ್ಳುವವರೆಗೂ ಗೊಂದಲವಿತ್ತು. ಇದೀಗ ಸಿಮೆಂಟ್* ಬೆಡ್* ಮತ್ತು ರಾಡ್*ಗಳನ್ನು ಹಾಕಲಾಗಿದೆ. ಈ ಮೂಲಕ ಎಲ್ಲ ಸಂಶಯಗಳಿಗೆ ಪೂರ್ಣ ವಿರಾಮ ಇಟ್ಟಂತಾಗಿದೆ.

ರಸ್ತೆ 4 ಮೀ. ಎತ್ತರ

ಸುಮಾರು 4 ಮೀಟರ್* ಎತ್ತರ, 9 ಮೀಟರ್* ಅಗಲ ಹಾಗೂ 200 ಮೀಟರ್* ಉದ್ದಕ್ಕೆ ನಡೆಯಲಿದೆ. ಅಂಡರ್*ಪಾಸ್* ನಿರ್ಮಾಣದಿಂದ ರಸ್ತೆಯು ಈಗಿರುವುದಕ್ಕಿಂದ 4 ಮೀಟರ್* ಎತ್ತರಕ್ಕೇರಲಿದೆ. ಅಂಡರ್* ಪಾಸ್* ನಿರ್ಮಾಣ ಕಾಮಗಾರಿಯನ್ನು ರಾ.ಹೆ. 66ರ ಚತುಷ್ಪಥ ಯೋಜನೆಯ ಕಾಮಗಾರಿಯನ್ನು ನಿರ್ವಹಿಸುತ್ತಿರುವ ನವಯುಗ್* ಕನ್*ಸ್ಟ್ರಕ್ಷನ್ಸ್* ಒಂದು ವಾರದ ಹಿಂದೆ ಪ್ರಾರಂಭಿಸಿದ್ದು, ಮುಂದಿನ ಒಂದು ತಿಂಗಳೊಳಗೆ ಮುಕ್ತಾಯಗೊಳಿಸುವ ಇರಾದೆ ವ್ಯಕ್ತಪಡಿಸಿದೆ.

ಹೈವೇಯಿಂದ ಪೇಟೆಗೆ ನೇರ ಪ್ರವೇಶಕ್ಕೆ ಅವಕಾಶ

ಮಂಗಳೂರಿನಿಂದ ಉಡುಪಿಗೆ ಸಂಚರಿಸುವ ವೇಳೆ ಕಾಪುವಿನಲ್ಲಿ ಇಳಿದ ಬಳಿಕ ಕಾಪು ಪೇಟೆಯನ್ನು ನೇರವಾಗಿ ಸಂಪರ್ಕಿಸುವ ಅಂಡರ್*ಪಾಸ್* ಇದಾಗಲಿದೆ. ಈಗಿನ ಹೆದ್ದಾರಿಯಿಂದ ಕಾಪು ಪೇಟೆಗೆ ಸಂಪರ್ಕಿಸ ಬೇಕಾದರೆ ಬಹಳಷ್ಟು ಸಾಹಸ ನಡೆಸಬೇಕಾದ ಅನಿವಾರ್ಯತೆಗೊಳಗಾಗಿದ್ದ ಹೆದ್ದಾರಿ ಸಂಚಾರಿಗಳು ಇದರಿಂದಾಗಿ ನಿಟ್ಟುಸಿರು ಬಿಡುವಂತಾಗಿದೆ. ಈ ಅಂಡರ್*ಪಾಸ್* ಸುರಂಗ ರಸ್ತೆಯ ಮೂಲಕ ಸರ್ವೀಸ್* ರಸ್ತೆಯಲ್ಲಿ ಸಂಚರಿಸುವವರು ಕೂಡಾ ಕಾಪು ಪೇಟೆಗೆ ನೇರವಾಗಿ ಪ್ರವೇಶ ನೀಡುವ ಅವಕಾಶವನ್ನು ಕಲ್ಪಿಸಲಾಗಿದೆ.

ಮಾರಿಗುಡಿಯ ದೇವರಿಗೂ ಅನುಕೂಲ

ಕಾಪುವಿನಲ್ಲಿ ಈಗಾಗಲೇ ಆಚರಣೆಯಲ್ಲಿರುವ ಧಾರ್ಮಿಕ ಆಚರಣೆಯಲ್ಲಿ ಮಾರಿಪೂಜೆಯೂ ಒಂದಾಗಿದೆ. ವರ್ಷಕ್ಕೆ ಮೂರು ಮಹಾ ಮಾರಿಪೂಜೆಯೂ ಸೇರಿದಂತೆ ಇಲ್ಲಿ ಸಾಮಾನ್ಯವಾಗಿ ಪ್ರತೀ 15 ದಿನಕ್ಕೊಮ್ಮೆ ಹರಕೆಯ ಮಾರಿಪೂಜೆ ನೆರವೇರುತ್ತಿದೆ. ಮೂಲ ಬಿಂಬವನ್ನು ಹೊಂದಿರದ ಮಾರಿಯನ್ನು ನಿರ್ದಿಷ್ಟ ಪ್ರದೇಶದಿಂದ ಬೊಂಬೆಯ ಮೂಲಕ ಆವಾಹಿಸಿ ಹೆದ್ದಾರಿಯನ್ನು ದಾಟಿಕೊಂಡು ಮಾರಿಗುಡಿಗೆ ತರುವ ಸಂಪ್ರದಾಯವಿದ್ದು, ಮರುದಿನ ಸಂಜೆ ಅದೇ ಬೊಂಬೆಯನ್ನು ದರ್ಶನಾವೇಶದಲ್ಲಿಯೇ ಹೊತ್ತುಕೊಂಡು ಹೆದ್ದಾರಿ ಮೂಲಕವೇ ಸಾಗಿ ದಾಟಿಯೇ ವಿಸರ್ಜಿಸಬೇಕಾದ ಅನಿವಾರ್ಯತೆಯಿದೆ.

ಆದರೆ ರಾ.ಹೆ. 66ರ ಚತುಷ್ಪಥ ಯೋಜನೆಯ ಕಾಮಗಾರಿ ಪ್ರಾರಂಭಗೊಂಡಂದಿನಿಂದಲೂ ಎಲ್ಲರಿಗೂ ಒಂದೇ ಚಿಂತೆಯಾಗಿತ್ತು. ಇನ್ನು ಮುಂದೆ ಮಾರಿ ಬೊಂಬೆಯನ್ನು ರಥದ ಮೂಲಕ ತರುವುದಾದರೂ ಹೇಗೆ. ಮತ್ತು ಮಾರಿಯನ್ನು ವಿಸರ್ಜಿಸುವುದಾದರೂ ಹೇಗೆ ಎಂಬ ಚಿಂತೆಗಳ

ನಡುವೆಯೇ 2009ರಲ್ಲಿ ಹೊಸ ಮಾರಿಗುಡಿ ದೇವಳದಲ್ಲಿ ಹಾಲಿ ಮತ್ತು ಮಾಜಿ ಜನಪ್ರತಿನಿಧಿಗಳು, ವಿವಿಧ ಪಕ್ಷಗಳ ಮುಖಂಡರು, ಕಾಪು ಕ್ಷೇತ್ರದ ಅಭಿವೃದ್ಧಿಯ ರೂವಾರಿಗಳು, ಹೆದ್ದಾರಿ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳನ್ನೂ ಸೇರಿಸಿಕೊಂಡು ಸಭೆ ನಡೆಸಲಾಗಿದ್ದು, ಮೂರು ವರ್ಷದ ಹಿಂದೆ ನಡೆದ ಸಭೆಗೆ ಈಗ ಬೆಲೆ ದೊರಕಿಂದಂತಾಗಿದೆ.

ವಾಣಿಜ್ಯೋದ್ಯಮಿಗಳಿಗೆ ನಷ್ಟದ ಭೀತಿ

ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ 66ರ ಹೊಸ ಮಾರಿಗುಡಿಯ ಬಳಿಯ ಅಂಡರ್*ಪಾಸ್* ನಿರ್ಮಾಣದಿಂದಾಗಿ ಹೆದ್ದಾರಿ ಪಕ್ಕದಲ್ಲಿರುವ ಕೆಲವು ವಾಣಿಜ್ಯೋದ್ಯಮಿಗಳಿಗೆ ನಷ್ಟದ ಭೀತಿ ಎದುರಾಗಿದೆ. ಈ ಅಂಡರ್*ಪಾಸ್* ರಸ್ತೆ ಹಾದುಹೋಗುವ 200 ಮೀಟರ್* ದೂರದವರೆಗಿನ ಅಂತರದಲ್ಲಿರುವ ಅಂಗಡಿ, ಹೊಟೇಲ್*, ಪೆಟ್ರೋಲ್* ಬಂಕ್* ಸಹಿತ ಕೆಲವು ಉದ್ಯಮಗಳಿಗೆ ತೊಂದರೆಯುಂಟಾಗುವ ಸಾಧ್ಯತೆಗಳಿದ್ದು, ಇವುಗಳಿಗೆ ಪರಿಹಾರ ಹುಡುಕಿಕೊಳ್ಳುವ ಅನಿವಾರ್ಯತೆಯಿದೆ. ಆದರೂ ಎಲ್ಲರಿಗೂ ಉಪಯೋಗವಾಗುವುದಾದರೆ ನಾವ್ಯಾಕೆ ಅಡ್ಡಿಪಡಿಸಬೇಕೆಂಬ ಮಾತುಗಳನ್ನು ಕೆಲವರು ಆಡಿಕೊಳ್ಳಲಾರಂಭಿಸಿದ್ದಾರೆ.

ಸರ್ವರಿಗೂ ಅನುಕೂಲಕರ ಯೋಜನೆ

ಕಾಪು ಪೇಟೆಗೆ ನೇರ ಪ್ರವೇಶಾವಕಾಶ ಕಲ್ಪಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕಾಪು ಹೊಸ ಮಾರಿಗುಡಿಯ ಬಳಿ ನಡೆಯುತ್ತಿರುವ ಅಂಡರ್* ಪಾಸ್* ನಿರ್ಮಾಣ ಕಾಮಗಾರಿ ಸರ್ವರಿಗೂ ಅನುಕೂಲವಾಗುವಂಥಾದ್ದಾಗಿದೆ ಎಂದು ಕಾಪು ಗ್ರಾಮ ಪಂಚಾಯತ್*ನ ಅಧ್ಯಕ್ಷ ಯೋಗೀಶ್* ರೈ ತಿಳಿಸಿದ್ದಾರೆ.

ಹೈವೇ ಇಲಾಖೆಯ ಅವೈಜ್ಞಾನಿಕ ನಿರ್ಧಾರದಿಂದಾಗಿ ಮಾರುಕಟ್ಟೆಯ ಬಳಿ ಅಂಡರ್* ಪಾಸ್* ನಿರ್ಮಾಣಕ್ಕೆ ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದ್ದು, ಈಗ ಮಾರಿಗುಡಿಯ ಮುಂಭಾಗದಲ್ಲಿ ಎಲ್ಲರಿಗೂ ಅನುಕೂಲವಾಗುವ ರೀತಿಯಲ್ಲಿ ಸೂಕ್ತ ಸ್ಥಳದಲ್ಲಿಯೇ ಈ ಕಾಮಗಾರಿಯನ್ನು ನಡೆಸಲಾಗುತ್ತಿದೆ ಎಂಬ ಅಭಿಪ್ರಾಯ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.

ದೂರದೃಷ್ಟಿಯ ಯೋಜನೆ

ಪುರಾಣ ಕಾಲದಿಂದಲೂ ಧಾರ್ಮಿಕ ಕ್ಷೇತ್ರಗಳ ತವರೂರು ಎಂದೇ ಖ್ಯಾತಿ ಪಡೆದಿರುವ ಕಾಪುವಿನಲ್ಲಿ ಹೆದ್ದಾರಿಯಿಂದ ಪೇಟೆಗೆ ಹೋಗುವ ನಿಟ್ಟಿನಲ್ಲಿ ಹೊಸ ಮಾರಿಗುಡಿಯ ಮುಂಭಾಗದಲ್ಲಿ ಅಂಡರ್*ಪಾಸ್* ಕಾಮಗಾರಿ ನಡೆಯುತ್ತಿದ್ದು, ಇದು ಸಾರ್ವಜನಿಕರು ಮಾತ್ರವಲ್ಲದೇ ದೇವಿಯ ಭಕ್ತರಿಗೂ ಬಹಳಷ್ಟು ಅನುಕೂಲಕಾರಿಯಾಗಿರುವ ಯೋಜನೆಯಾಗಿದೆ. ಪ್ರತೀ ಮಂಗಳವಾರ ಸಾವಿರಾರು ಮಂದಿ ದೇವಸ್ಥಾನಕ್ಕೆ ಆಗಮಿಸುತ್ತಿದ್ದು, ಮಾರಿಪೂಜೆಯ ವೇಳೆಯೂ ವಿವಿಧ ರೀತಿಯ ಮೆರವಣಿಗೆಗಳು ನಡೆಯುತ್ತಿವೆ. ಹೆದ್ದಾರಿ ಕಾಮಗಾರಿಯ ವೇಳೆ ವಿವಿಧ ತೊಂದರೆಗಳುಂಟಾಗಿದ್ದು, ಇದೀಗ ಅಂಡರ್* ಪಾಸ್* ನಿರ್ಮಾಣದ ಮೂಲಕ ಭಕ್ತರ ಬವಣೆಯನ್ನು ನೀಗಿಸುವ ಕೆಲಸ ನಡೆಯುತ್ತಿದೆ ಎಂದು ಕಾಪು ಹೊಸಮಾರಿಗುಡಿ ದೇವಸ್ಥಾನದ ವ್ಯವಸ್ಥಾಪನಾ ಸಮಿತಿ ಅಧ್ಯಕ್ಷ ನಡಿಕೆರೆ ರತ್ನಾಕರ ಶೆಟ್ಟಿ ತಿಳಿಸಿದ್ದಾರೆ.

The NHAI officials visited Kundapura, Udupi, and listened to the woes of the public here on Friday.

Rajya Sabha Member Oscar Fernandes, MP Jayaprakash Hegde and National Highway Authority of India officials inspecting the ongoing work on four-laning of the road in Kundapur and Udupi on Friday. Heddari Horata Samithi members and Banta yane Nadavara Sangha members urged the authorities to drop the proposal on embackment which will divide the roads in Kundapur into two and take up the work on flyover in Kundapur.

Responding to the woes, Rajya Sabha member Oscar Fernandes and MP Jayaprakash Hegde promised to solve the problem within the limits of the department.

Eralier, the victims of widening of National Highway 66 met MPs, MLC K Prathapchandra Shetty and aired their grievances.

The team also visited Kota Amatheshwari road, Jumma masjid, Hire Mahalingeshwara temple and Chempi Sri Venkataramana temple.

Kolkebailu Gopala Shetty and family members said that the family will lose its land, with the NHAI coming forward to acquire land for tollgate at Sasthana.

In Udupi, the members of Chamber of Commerce urged the authorities to construct a tunnel in Udupi to facilitate the easy flow of vehicles. They urged to restrict the widening of the road to 45 metres from Ambalpadi to Karavali Junction. The public also urged the authorities to construct a sub way in Udupi town.

In Padubidri

The NHAI Chief General Manager A K Mathur said that the problems faced by the people of Padubidri while taking up the work on four-laning of road from Surathkal-Kundapur will be discussed in New Delhi.

The officials and the MPs collected information on the proposed bypass project in Padubidri.

Dalit leader Shekar Hejamady said that the bypass proposal should be dropped to provide justice to Dalits. The team also inspected the ongoing work on underpass at Kaup Marigudi.

Good that people are demanding for pedestrian subways in areas like Mukka & NMPT. Generally politicians and government officials never interested in them as all of them travel by personal vehicles.

What I feel is that in Haleyangadi-Mulky-Hejamady-Padubidre they should just expand road fourlane without underpass or flyover now. Anyway fourlane is needed at these places whether it is part of NH in future or not. And once it is completed immediately take up works of a six lane straight highway like shown below. I think the stretch does not have many houses.

Long ago when they took up NH works they paid almost a zero to evacuees. This time they are paying much better. And in future as economy becomes strong the government should be in a strong position to pay very well for sixlane bypass.

Good diagram. I think they should decide each case of widening on its merits,the advantage it brings to the public,economy and the compensation should be adequate and transparent.At the end of the day road safety has to be given utmost importance.
NITK has already got an underpass for pedestrians. We need such underpasses/subways on MG ROad near canara college ,Hampankatta ,Jyothi etc. If underpass is expensive can they not build a pedestrian overbridge at canara college junction. I am sure private companies would sponsor them.why are pedetrians been treated like third class citizens in India?Just look at the road widening projects in Mangalore city. Ideally it would have been sensible to mark the pavement space and then widen the road accordingly. If they cannot accomodate pavements then they should never widen the roads. I hope this should be taken into consideration while widening KRR road or any other road with high pedestrian density.What I find is they are building pavements in areas with low pedestrian density. in those areas they could built pavents on one side of the road.

Mangalore, May 12: A fly over is essential to provide greater convenience for the people and save time in rush hour from heavy traffic here at Nathoor junction, said Rajya Sabha member and senior Congress leader Oscar Fernandes.

In his visit to Nathoor junction, he examined the present condition of the junction and addressed the press persons.

The construction will immediately begin as soon as the technical problems are solved, he anticipated.

Talking about the Supreme Court’s judgment to hand over the cases of the former chief minister BS Yeddyurappa to CBI, he said that it is a welcome sign. The judgment would send a strong message to all the corrupt officials, he opined.

Reacting about the convention that was organized by the Kuruba community (the third biggest community in the state) to make their poster boy Siddaramaiah as the next chief minister, Oscar said high command and congress central election committee will take a final decision about it.
MLA K Abhaychandra Jain, municipality member Naveen D’Souza, Udupi district Congress former president M A Gapoor, Sudhir T K and Mahabala Marla among others were present on the occasion.

The prime link between Udupi, Mangalore and Shimoga is Theerthahalli-Kundapura State Highway-52. The work on concreting of the road on Balebare Ghat is nearing completion and the movement of vehicles on the road will be restored by May 30.

To facilitate the work on concreting of the road, Udupi and Shimoga district Deputy Commissioners had banned the movement for vehicles on Theerthahalli-Kundapura State Highway for the last three months. “We are expecting the DCs to pass a notification to allow the movement of vehicles soon,” said Hosanagara division PWD Engineer Veerabhadrachari.

The PWD had released Rs 4.95 crore to develop four kilometre road in Balebare Ghat. The work commenced on October 16, 2011. After completing the work on concreting of the road in Dakshina Kannada district, the work was taken up in Shimoga district. In Udupi, the work on concreting the road has been completed. Now the work on constructing retaining walls at few places in Hosanagara is under progress. The road has been widened by seven metres. More than 12 culverts have been constructed.

Non co-operation

After conducting the survey work, the PWD had submitted a detailed report to the forest department to fell huge trees grown on either side of the road. However, the fortest department had declined to issue permission to fell the trees.

“Several huge trees which are on either side of the road is posing threat. The trees might collapse on the road at any moment,” said residents.

Hosangady villagers said that the forest department failed to grant permission for the felling of the trees. As a result, the trees might collapse during rainy season and disrupt the movement of vehicles. To clear the road, the police from Amasebailu, situated about 50 kilometres away from the Balebare ghat and the villagers have to come togther. The forest department should atleast now allow the felling of the trees, which pose threat to the movement of vehicles.

HC dismisses PIL against bypass at Padubidri

The Karnataka High Court on Tuesday dismissed a public interest litigation petition challenging construction of a by-pass road at Padubidri town on National Highway (NH) 66 instead of widening the existing highway passing through the town.

A Division Bench comprising Chief Justice Vikramajit Sen and Justice B.V. Nagarathna passed the order on the petition filed by Shekar Hejamadi, who had challenged the government's decision asking the National Highways Authority of India (NHAI) to build a by-pass for NH-66 instead of widening the existing road as part of widening of the NH between Kundapur-Surathkal stretch.

Chief Minister D.V. Sadananda Gowda had passed an order on January 25, 2012 asking the NHAI to a build a by-pass near Padubidri town as against the advice of the Udupi District Deputy Commissioner for widening the existing highway passing through the town for the reason that the cost of building a bypass would be costlier than process of widening. Both the suggestion of the deputy commissioner and the decision of the Chief Minister were one among the three suggestions made by the NHAI.

“There is no perversity in the said order as the Government had considered all the three suggestions,” the bench observed.

Government Counsel Ravindra G Kolle submitted that the cost of the construction would not be an issue as the project is undertaken by the NHAI through public-private-partnership mode.

The petitioners had claimed that construction of by-pass would increase the length of the road by three kms, require acquisition of 45 houses besides increasing the cost of construction. It was also pointed out by the petitioners that it was only at Padubidri a by-pass has been proposed but in all other towns on the NH the government allowed widening of the existing road.

Not to worry. When proposed Airport-Shirva-Athrady-Manipal road comes up it will be a grand bypass to all cities like Surathkal, Mulki, Kaapu, etc on NH-66. What I want is there should not be any commercial buildings allowed on this new road so as to keep it free from interference of parked vehicles and it will be a freeway in reality.
