Simcity "make historical" problem

hello, i understand how to make historical function work's in simcity 4 but that isnt it what i need. When i make building historical, but it came to abondend and then some other § group houses came more popular then they take down it anyway and build other different house. Is there any possibiliti to make "make historical" button stronger?

There's a modification for this on the STEX, look up the Building Dilapidation mod.
