DEVELOPMENT PLAN UNTIL 2020

The socio- economic development master plan of Thua Thien Hue province until 2020

(Extracted from the Decision No. 86/2009/QĐ-TTg dated June 17th, 2009 by the Governmental Prime Minister on approving the socio-economic development Master Plan of Thua Thien Hue Province until 2020)

II. DEVELOPMENT TARGETS

1. General target

Building Thua Thien Hue Province into a centrally-managed city, a center of the central Vietnam, and one of the big and special centers of the country on culture, tourism, science and technology, intensive healthcare, and interdisciplinary education and training of high quality. Thua Thien Hue will strive to be, by the year 2020, an urban center of the national, regional, and international level, one of the big centers of economy, culture, science and technology, healthcare, and training of the whole country as well as the South East Asian region with strengthened national defence and security, sustainable and stable socio-politics, and constantly improved material and spirit life of the people.

2. Specific targets and duties

a) Economic targets

- Trying to achieve the annual average economic growth rate of 15-16% in the period of 2006-2010 and 12-13% in the period of 2011-2020. Quickly raising the GDP per capita to reach and exceed the national average level right in the period of 2006-2010, achieving over 1,000 USD per capita in 2010 (with the price of 2005), and over 4,000 USD per capita in 2020 (with the real price);

- Restructuring the economy in the direction of industrialization and modernization. By 2010, the economic structure is expected as follows: 45.9% service industry; 42.0% industry and construction; 12.0% agriculture, forestry, and fishery. The correlative percentage will be 45.4% - 46.6% - 8.0% by 2015 and 47.4% - 47.3% - 5.3% by 2020;

- Trying to achieve the export turnover of at least 300 millions USD in 2010 and about 1 billion USD in 2020;

- Trying to achieve the budget revenue ratio of 13-14% of the GDP in 2010 and over 14% in 2020.

b) Social targets

- Making basic changes in the fields of culture, health, education, and training; enhancing people’s intellectual standards; properly solving urgent social issues; gradually improving the material and spirit life of the people;

- Gradually decreasing the average population growth rate to less than 1.2% in the period of 2006-2010 and the annual average birth rate to 0.3 – 0.4‰. After 2010, decreasing the natural population growth rate to 1.1-1.2%.

- Trying to stabilize and gradually decrease the unemployment rate in urban areas to about 5%; increasing the working time in rural areas to over 80% in 2010 and about 90% in 2020; increasing the number of employed people to over 14,000 labourers/year in the period of 2006-2010 and 16,000-17,000 labourers/year in the period of 2011-2020. Trying to achieve the export labourer rate of 2,000-2,500 labourers/year by 2010 and 5,000-6,000 labourers/year by 2020. Increasing the rate of trained labourers to 40% in 2010 and to over 50% in 2020.

- By 2010, the rates of students going to school in comparison with the whole population of school-age children are expected as follows: over 70% at preschool level, over 99.5% at primary school level, over 99% at secondary school level, and 62% at high school level. By 2020, the above rates are expected as follows: 50% at kindergarten level, over 90% at preschool level, 100% at primary school level, 99.9% at secondary school level, and 75% at high school level. Trying to achieve basically high school education universalization in Hue City and plain districts by 2010.

- By 2010, 98% households have electricity for use; 95% people have clean water for use.

- Significantly limiting and decreasing and gradually eliminating HIV/AIDS and other kinds of epidemic. Maintaining the result that there are doctors in 100% commune clinics; trying to reach 12 doctors/10 thousand people in 2010 and 15 doctors/10 thousand people in 2020; achieving 37 hospital beds/10 thousand people by 2010 and more than 40 hospital beds by 2020; decreasing the rate of malnourished under-five-year-old children to under 5% in 2020.

- Decreasing the rate of poor household to under 10% in 2010 and under 3% in 2020;

- Improving quality of activities in terms of culture, sports, radio and television in the whole province. Quickly training and fostering talents, making key and traditional local sports catch up with the regional and national level.

c) Environmental targets

- Increasing the forest coverage rate to 55% in 2010 and over 60% in 2020;

- Protecting the environment of ecologic areas, preventing surface and underground water from being polluted, protecting coastal inundated forests and the lagoon ecosystems;

- Urban areas, industrial areas, clusters of industrial areas and handicraft villages must do waste water treatment, collect and do solid waste treatment according to the required standards before discharging them to the environment.

- Preventing and minimizing the exhaustion and pollution of natural resources and damage caused by natural disasters.

III. DEVELOPMENT AND BREAKTHROUGH ORIENTATIONS

1. Selecting direction for breakthrough development

- Developing human resources of high quality, building and promoting scientific and technological potentialities of the province, meeting the requirements of socio-economic development in the direction of industrialization and modernization.

- Building Hue City into a center of culture and tourism, a specific festival city of Vietnam, a training center of tertiary level and intensive and high-tech healthcare of the whole country, a service center of the key economic zone of the Central region and highlands.

- Focusing on strongly developing Chan May – Lang Co Economic Zone (E.Z.) in the fields of ports, port services, industrial zone, duty free area, tourist area of high quality, entertainment areas, golf-courts, etc.

- Restructuring and enhancing industrial proficency by developing the following main production sectors: mechanical industry, electronic manufacturing and installation, and high-tech industry. Paying attention to the development of auxiliary industries in association with industrial areas and clusters; developing industries which have advantages in natural resources, of big scale and make great contribution to the State budget, such as cement and construction material production, drinks processing and food industry, etc. Building small and medium industrial areas and clusters in combination with the urbanization process and creating non-agriculture jobs. Focusing on filling the industrial areas; constructing and developing small and medium industrial clusters as well as traditional handicraft villages in the rural areas while protecting the ecological environment. Paying attention to developing small and handicraft industry, especially traditional handicraft villages and villages producing products for export.

- Speeding up the restructuring of and enhancing the quality of the service industry in order to meet requirements of the market.

2. Orientations on development priorities to 2020

- Focusing on investing, early completing and modernizing the infrastructure system, accomplishing the construction of big buildings;

- Paying attention to sustainable development, properly dealing with issues relating to environmental safety right in the planning and managing process;

- Investing to develop Hue city into a growth and key nucleus so as to promote Thua Thien Hue Province to early become a centrally-managed city;

- Investing to strongly develop Chan May - Lang Co E.Z. as an important economic and urban center in the South of the province, gradually as an economic center of the key economic area of the Central region and the whole country;

- Developing A Dot Border Gate E.Z. as one of the centers in charge of promoting economic and commercial co-operation at the border between Vietnam and other countries on the East-West Economic Corridor (EWEC);

- Restructuring rural economy, making rural economy as a belt and development satellite of the economic zones and other urban areas of the province; developing Tam Giang - Cau Hai economic area;

- Completing the territorial and aerial planning in the way that urban areas are interconnected and linked with rural areas in the synchronized infrastructure system;

- Associating the construction and development of Thua Thien Hue Province and Hue urban city in an interconnected relation with the development of other provinces and cities in the key economic zone of the Central region and other countries in the Greater Mekong sub-region;

- Associating economic development with security and defence maintenance, creating stable political conditions to pave the way for socio-economic development.

IV. ORIENTATIONS FOR THE DEVELOPMENT OF INDUSTRIES AND FIELDS

1. Service

- Building Thua Thien Hue Province into one of the regional big service centers on the basis of enhancing the quality of the service activities of tourism, finance, banking, telecommunications, IT, health, education, etc. Diversifying and improving the quality of service products so that service will become a key economic industry to promote the socio-economic development with such big service centers as Hue urban city, Chan May - Lang Co E.Z., A Dot Border Gate E.Z.

- Developing sustainable tourist industry in order to achieve the economic, cultural, social and environmental targets; promoting the tourist industry as the provincial key economy. Trying to attract from 2-2.5 million times of visit/year with 1 million times of foreign visit/year by 2010; increasing the tourism turnover to 30%/year in the period of 2006-2010 and the tourist growth rate from 15-20%/year in the period of 2011-2020.

- Exploiting effectively natural resources, history, and culture; strongly promoting the brand name of Hue in potential markets; diversifying and improving tourist products; building strategies to develop technical infrastructure and human resources in order to serve for the development of the tourist industry.

- Building a general strategy of international integration in the field of services and a competitive strategy for the provincial goods and services in accordance with the timeline of integration commitments.

- Speeding up the production of export products and services, increasing the capability of exporting intensively processed products and commodities of high added value. Actively looking for international markets, maintaining and developing traditional markets such as EU, Japan, ASEAN, and paying enough attention to trading with the Lao PDR.

2. Industry

- Increasing quality and competition of industrial products. Trying to achieve the average increase in industrial production value by more than 21% in the period of 2006-2010, 15% in the period of 2011-2015, and 14% in the period of 2016-2020.

- Exploiting effectively the advantageous resources of the province. Giving priority to developing products of competitive advantage and high benefit, focusing on the industries of market demand and high technology which attract lots of labourers.

- Restructuring industrial products in the direction of forming principal industrial products with advanced technology and competitive capability. Focusing on promoting the investment in hi-tech industry, new material industry, software industry, intensive processing industry of agricultural and food products; mineral exploiting and processing industry, handicraft production industry, etc.

- Developing trades and villages of small and handicraft industry in association with tourist and export development; making full use of local materials and labours, creating jobs and increasing income for labourers.

- Constructing infrastructure for Chan May - Lang Co E.Z., A Dot Border Gate E.Z., Industrial Zones of Phu Bai, Tu Ha, Phong Dien, Phu Da, La Son, and Quang Vinh; building clusters of industry - small and handicraft industry and handicraft villages in Hue City and other districts into centers which attract investment and technological transfer as well as scientific breakthroughs.

3. Agriculture, forestry, and fishery

- Increasing the average value of agricultural cultivation land per ha to over 50 million VND; animal husbandry making up 40% of agricultural production value; stabilizing production value growth of agriculture - forestry - fishery with the rate of 4-5% in the period of 2006-2010 and about 3% in the period of 2011-2020.

- Regarding agriculture: developing comprehensively and sustainably in the direction of diversifying cultivated crops and domestic animals and transfering crops in accordance with natural conditions; applying technological and scientific breakthroughs to achieve high economic efficency. Associating the development of agriculture - forestry - fishery with the protection of land, forest, and marine resources; protecting environment and ecological balance.

Restructuring agricultural and rural economy in the direction of developing a clean ecological agriculture with high technologies and biotechnologies. Increasing the percentage of animal husbandry, ensuring food security; developing rural careers.

- Regarding forestry: developing forest economy in association with environment protection. Protecting and developing forest resources, especially watershed protective forest, special use forest, and natural forest. In the next 10 years, afforesting about 40,000-45,000 ha of forest; delineating for regeneration; caring and protecting forest in order to restore and enrich about 100,000 ha of forest; increasing forest coverage to 55% in 2010 and over 60% in 2020.

- Regarding fishery: integrated exploitation of the coastal areas, brackish lagoons, and fresh water rivers and lagoons; ensuring the diversity and capability of maintaining and regenerating aquatic and marine resources as well as living environment in the coastal and lagoon areas. Trying to achieve the growth rate of the fishery production value of 7-8% in the period of 2006-2010 and 8-9% in the period of 2011-2020.

- Restructuring the labour in rural areas so as to decrease the labour in agriculture to 50% in 2010 and to 13-15% in 2020.

4. Orientations for socio-cultural development

a) Population, labour, and poverty-alleviation

- Scale and structure of population: It is forecast that the scale of Thua Thien Hue population will be 1,356.6 thousand people in 2020, in which the urban population will be about 949.6 thousand people (making up 70% of the population) and the working population (age 15-59) will be about 773.3 thousand people (making up 57% of the population).

- Tasks regarding population, family, and children: speeding up the population and family planning program, strengthening communication education aiming at the sustainable development. Conducting well the task of caring, protecting and educating children; paying attention to children with difficult conditions. Implementing well the National Target Program on population, family, and children.

- Labour and employment: relocating labour and inhabitants in accordance with the production restructuring direction and socio-economic development orientations of each area. Training, cultivating, and enhancing quality of human resources in order to increase job opportunities for labourers. Promoting labour restructuring in the direction of decreasing agricultural labour and increasing non-agriculture labour. Speeding up labour export.

- Implementing poverty alleviation and social policies: focusing on the investment in difficult and poor communes. Improving living conditions of rural inhabitants, especially in mountainous areas, lagoons, and coastal areas. Implementing properly the policies on settled agriculture and settlement, stabilizing inhabitants’ life according to the planning; establishing social housing funds for those who have low income and poor urban households.

- Implementing well the social policies for war veterans and invalids, families with meritorious services to the revolution. Paying attention to the solitary elderly, the disabled people, and orange agent affected victims; conducting well social security policies.

b) Healthcare and people’s health protection

- Enhancing quality of the whole people’s health. By 2010, trying to achieve the rate of 100% under-one-year-old children being injected with enough 10 kinds of vaccines; decreasing the death rate of under-one-year-old children to 7‰ and the death rate of under-five-year-old children to 2.5‰; decreasing the rate of under-five-year-old malnourished children to below 20% in 2010 and below 5% in 2020.

- Studying and applying scientific achievements and technological breakthroughs in order to enhance the service quality of public healthcare and prevention of social diseases and newborn diseases. Controlling and preventing big epidemic diseases from breaking out. Pro-actively preventing the risks of HIV/AIDS infection. Investing and exploiting valuable traditional medicine resources and medicine production of the province. Implementing well the National Target Programs on healthcare and regulations on food safety and hygiene.

- Perfecting infrastructure system of the grassroots healthcare network, speeding up the application of scientific and technological breakthroughs and paying attention to developing human resources; trying to achieve the rate of 100% communes reaching the national health standard by 2020.

- Continuing to consolidate and develop hospitals and health centers at the provincial and district level and regional general clinics; enhancing the quality of medical examination and treatment at commune clinics in order to deal with overloaded situations of hospitals at higher levels. Calling investment for international hospitals and specialized hospitals, etc. Encouraging healthcare socialization and development of home healthcare services.

- Finishing upgrading Hue Central Hospital – a medical examination and treatment center of high quality for the whole region; stabilizing operations of the intensive healthcare center. Upgrading and modernizing the provincial Preventive Health Center to be the Preventive Health Center of the Northern Central region; establishing a regional Testing Center for Food Safety and Hygiene and Medical Waste on the basis of the reinforcement of the Center for Pharmaceutical – Chemical - Cosmetics Products.

c) Education – Training

- Improving the quality and effectiveness at each education level; diversifying the training forms, dealing with the relation between universalization and enhancement. Building teacher staff with specialized quality and moral pedagogy. Developing policies to attract and arrange enough teachers for difficult and remote areas.

- Paying attention to developing pre-school education, especially in hilly and mountainous communes, lagoon and coastal areas; consolidating the result of illiteracy elimination, universalizing primary education at the right age, and universalizing secondary education. By 2010, achieving the target of high school level education universalization in Hue city and 6 plain districts. Increasing the rate of children going to school at the right age at all education levels; ensuring 100% students of all primary schools, secondary schools, and high schools studying informatics; gradually connecting internet for schools. Building a school system of national and international standards with friendly schools and positive students; particularly, all high schools will have achieved the national standard by 2010. Developing a school system of high quality for all education levels. Finishing the consolidation of schools and construction of public houses for teachers.

- Investing to upgrade, expand, and diversify the system of vocational training schools and technical secondary schools in order to satisfy the requirements of the province and its adjacent areas. Encouraging and creating conditions to develop non-public schools.

- Expanding and upgrading the training system of colleges, junior colleges, and high schools in the direction of interdisciplinary and technological enhancement; promoting the role of an important training center regarding colleges, junior colleges, and vocational schools in the Central region and the whole country. Trying to build Hue University into the national university before 2015 with institutions of an interdisciplinary training center of high quality so as to satisfy the graduate and postgraduate training requirements of the Central region and the whole country. Strengthening international co-operations and trying to build international universities in Hue. Developing Hue College of Fine Arts and Hue Academy of Music. Perfecting the infrastructure in order to serve for the teaching and studying of all colleges.

- Associating training with scientific researches and technological breakthroughs application. Paying special attention to training and re-training the leading staff, scientific and technological staff, businessmen, and skilled craftsmen. Associating the education and training of scientific and technological staff, management staff, and technical workers with the expansion of labour market.

- Conducting education and training socialization; paying special attention to education universalization, enhancing intellectual standards of the people, particularly rural and mountainous inhabitants. Building a society aiming at regular study with diversified and modern educational forms. Encouraging the development of non-public system at all basic education levels; ensuring 100% communes and wards having public studying centers.

d) Culture, information, gymnastics - sports

- Preserving and developing traditional cultural heritage values; building Thua Thien Hue into a cultural and tourist center which is rich in traditional identities and Hue culture. Basically finishing the restoration, conservation, and embellishment of Hue Ancient Capital monuments complex.

- Building and gradually modernizing the cultural institutional system at all levels. Enhancing the quality of current cultural institutions’ activities. Consolidating the organization of the cultural system and staff. Extending domestic and international cultural co-operations.

- Strongly developing tasks regarding literature and arts, encouraging creative capability of writers and artists. Gradually modernizing mass media systems, preparing conditions to properly manage and use the internet.

- Strongly transforming sports in the direction of service, professionalization, and socialization. Developing professional sports and public sports. Building district cultural and sports centers with enough institutions to direct the management and development of grassroots gymnastics and sports movements. Building Thua Thien Hue into a strong sports center of the Central region.

đ) Science – technology – environment:

Science – technology:

- Enhancing level and capability of scientific and technological application in all fields. Extensively applying national and international scientific and technological achievements in the production and management. Strengthening research activities in the fields of social sciences and humanities; paying attention to basic surveys.

- Building and developing IT as a universalized sector in the society. Successfully implementing the electronic government program, constructing an electronic information environment for state agencies, businesses, schools, and the whole society. Developing IT as a key economy.

- Strengthening the co-operation and connection in scientific researches and applications. Encouraging activities in terms of mediation, technology transfer, intellectual property registration, and brand name registration. Speeding up the social mobilization of resources for science and techonology and the establishment of a scientific and technological market.

- Co-ordinating with Hue University to construct a national key laboratory and national specialized centers in Hue. Trying to build Thua Thien Hue into a strong center for medical researches, education and training, IT, monuments conservation, social sciences and humanities of the whole country.

Environment protection:

- Implementing well the regulations of the Environment Protection Law and its guiding documents on implementation. Paying attention to the task of education communications and socialization of environment protection. Applying synchronously ecological and environment protection measures. Developing and enhancing quality of clean water supply system and rubbish and waste water treatment system. Strengthening the solid waste management and treatment in urban areas, residential areas, industrial areas, and tourist areas.

- Studying anti-erosion measures in Thuan An and Tu Hien coast and other riverbank areas; dealing with environmental issues arose by rough sea at seaports as well as river and sea anti-erosion. Studying to protect gene resources of fauna and flora in Bach Ma National Park and aquicultural species in Tam Giang – Cau Hai lagoon. Constructing a Natural Museum in the Central coastal area.

- Applying biotechnology in the development of crop and domestic animal species of high productivity and quality without degrading and doing harm to the biodiversity.

- Implementing the “clean industrialization” process. Institutionalizing the inclusion of the environment factor into the planning process; developing development plans at all levels; issuing regulations which require all businesses to establish self-supervising environmental systems.

e) Associating economic development with security, defense, and home affairs

- Closely combining the socio-economic development with the reinforcement of defense, security, and foreign affairs; building the national defense posture in association with the people’s security posture; constructing strong armed forces, maintaining political stability and social order and safety. Building a number of defense construction works in some critical areas of the province.

- Building a timely and pro-active prevention and rescue plan so as to minimize material and human losses of the State and people in case of natural disasters. Consolidating the organization of human resources for home affairs agencies.

- Strengthening the directions on combating against corruption, smuggling, and trade fraud; applying timely strict rules towards negative cases. Directing the good implemention of grassroots open and democratic regulations as well as the regulations on receiving citizens; dealing with complaints and denunciations of citizens.

- Paying attention to constructing the strong and powerful political system. Looking after the cultivation and training of leader staff for the party committee, authorities, and organizations at all levels. Speeding up the administrative reform and directing the disciplinary implementation of working, traveling and other activities’ policies.

V. PLAN FOR THE ORGANIZATION OF SOCIO-ECONOMIC SPACE

- Trying to build Thua Thien Hue Province into a centrally-managed city with Hue as a nucleus and central urban city, Chan May – Lang Co new city as a satellite urban city, towns of Huong Thuy, Huong Tra, Thuan An, Phong Dien, and other towns connected with residential areas of districts, industrial and tourist zones. Speeding up the progress of building the motive urban cluster of Hue – Tu Ha – Phu Bai – Thuan An – Binh Dien into an area within Thua Thien Hue City in the future; newly constructing Chan May – Lang Co city and urban areas of Phu Da, Binh Dien, Phong Thu, Thanh Ha, Vinh Thanh, Vinh Hung, A Dot, Hong Van, etc.

- As a central urban area and a specific festival city of Vietnam, Hue City is the focus of the construction of a modern urban infrastructure system in accordance with a heritage and festival city and a trading center on the EWEC. Moreover, Hue is developed in correspondance with the position of a center for culture, tourism, international exchanges, tertiary training, intensive and high quality healthcare, commerce and services of the Central and highlands region.

- Focusing on building Chan May – Lang Co E.Z. into one of the big centers for international exchanges, a modern urban city of the Central key economic area, a regional and international center for tourism and convalescence, a center for maritime transport. Developing Chan May – Lang Co E.Z. in the relation and co-operation with Hue and Danang cities, provinces in the Central key economic area and with other countries in the Greater Mekong Subregion and the EWEC; ensuring the economic effectiveness, politics, security, and defense; protecting natural landscape and environment.

- Regarding the plain areas: speeding up agricultural development in the direction of industrialization and modernization. In order to ensure food security and create solid conditions to develop other industries, focusing on building the irrigation system, strengthening agricultural extension activities, speeding up the application of scientific and technological breakthroughs, transformation of cultivated crops and domestic animals in order to quickly increase the production value of cultivation land per ha. Encouraging the development of trades and villages of small and handicraft industry in association with the development of industrial zones and clusters; developing small and medium agricultural product processing industry; gradually re-arranging labours in the direction of decreasing the rate of agricultural labours and increasing the rate of rural trade and service labours. Associating the economic development with the construction and development of new rural areas.

- Regarding coastal and lagoon areas: promoting all potentialities and advantages, focusing on the socio-economic construction and development of Tam Giang – Cau Hai lagoon into a comprehensive and dynamic development area in the fields of tourism, aquiculture, agriculture, forestry, and processing industry. Expanding the models of farming, gardening, forest gardening; developing the farming model on inter-field sandy areas; basically dealing with irrigation process and providing domestic water for people in sandy areas.

- Regarding hilly and mountainous areas: constructing and developing in a sustainable way, establishing an economic area for agriculture – forestry – processing industry associated with the development of services and tourism. Building A Dot Border Gate E.Z., developing industrial zones and clusters. Connecting economic development with defense and security maintenance and constructing a sustainable technical and supply base. Implementing the planning of residential development, moving inhabitants to buffer zones near the border, exploiting well unoccupied lands as well as establishing border protective villages and hamlets so as to form an economic corridor in association with security and defense.

VI. ORIENTATIONS FOR THE DEVELOPMENT OF INFRASTRUCTURE SYSTEM

1. Transportation system:

- Building synchronized infrastructure in order to ensure smooth transportation among areas within the province and among provinces in the Central key economic area in association with the exploitation of the EWEC.

- Investing and constructing high-speed roads and railways, Ho Chi Minh route in the East, underground roads of Phu Gia and Phuoc Tuong Passes; upgrading and expanding the National Highway No. 49A, expanding La Son – Nam Dong road, newly investing in the roads No. 71 and No. 74 which connect Ho Chi Minh route with the National Highway No. 1A and sea ports and in the roads leading to the border gates S3 and S10 which connect with other countries in the GMS ; upgrading and expanding the National Highway No. 49B, lagoon flyovers of Ca Cut, Vinh Tu, Ha Trung, Cua Lac brigde and dam, bridges across Huong river and An Cuu river, systems of coastal and lagoon roads; accomplishing the system of border patrol roads.

- Newly investing in Lang Co railway station in association with the development requirement of Chan May – Lang Co E.Z. and Chan May urban city; moving Hue railway station out of the city and upgrading it to be the central railway station of the city; commodity railway stations will be invested and constructed in the railway stations of Huong Thuy, Van Xa, and Thua Luu. Upgrading Phu Bai international airport in order to meet the requirement of transporting 2 million passengers/year and 100 thousand tons of commodities/year.

- Exploiting effectively Chan May port, gradually investing and expanding it into an international central distributing port connecting the east and the west and a passenger port of the high-speed route on the sea; increasing the capacity of Chan May port to 2.2-2.3 million tons/year by 2010, 6 million tons/year by 2020 so as to be able to receive ships of 50,000 DWT. Expanding Thuan An port in order to achieve the capacity of 1.5 million tons/year and to be able to receive ships of 5,000 DWT by 2020. Building the connecting cable in Chan May port, studying to construct a system of petrol, oil, and liquefied gas transport pipelines connecting Chan May port with other countries in the GMS.

- Focusing on expanding, upgrading, and newly building the road system inside Hue City and in other districts and towns; developing the subregion transport and rural transport networks. Accomplishing the asphalting of provincial and district roads and concretization of rural roads.

- Investing and upgrading the waterway transportation systems, especially on Huong River, Bo River, O Lau River, Dai Giang River, and Tam Giang – Cau Hai lagoon. Firstly starting to dredge the riverbeds, perfect the signal system and construct waterway and lagoon control stations. Investing and building wharfs on rivers, lagoons, and storm shelters for boats and ships.

2. Irrigation:

- Investing to develop a multi-targeted irrigation system in order to regulate the water sources; limit flooding; prevent salt intrusion; supply water for agriculture, aquaculture, industry, and human activities in combination with forest fire prevention in places with implicit risks.
- Completing the construction work of Ta Trach reservoir by 2010; building the system of reservoir, dams, and irrigation in highlands and Thuy Yen – Thuy Cam reservoir; upgrading Phu Bai reservoir; finishing the irrigation system in the southwest of Huong Tra, the system of hydro-electric dams and reservoirs in association with irrigation, the irrigation system in the lower part of O Lau river; upgrading the system of sea dyke and dyke surrounding Tam Giang – Cau Hai lagoon and the O Lau East – West dyke; upgrading and solidifying the system of inter-region and inter-field dykes; dredging the riverbeds and drainage and flood discharging canals; continuing to invest and perfect the system of pump stations and irrigation works in hilly and sandy areas; finishing solidifying the canal system.

- Building anti-erosion construction works along Thuan An – Tu Hien coast, anti-riverbank erosion projects for Huong River, Bo River, and O Lau River. Basically completing the dam and dyke system to prevent salt intrusion and flooding in the coastal, lagoon and estuary areas. Building storm and flood warning systems.

3. Power supply network:

- Developing high-voltage transmission system. Building and improving the system of low and medium voltage power grid. Upgrading and modernizing the power supply network to meet the requirment of additional charge and to ensure safety and stability of power quality in order to serve for the production and human activities; investing and completing the urban lighting systems so as to ensure the aesthetics of urban landscapes.

- Building hydro-electric plants of Binh Dien, Huong Dien, A Luoi, A Lin and other small hydro-electric plants; building power generation stations using wind power and solar power in order to ensure enough power for production and people’s life.

4. Water supply and drainage:

- Investing to expand and upgrade the water supply systems in urban areas and their adjacent areas. Upgrading the water supply system of Hue City in phase II. Building the water supply systems of Truoi reservoir and Thuy Yen – Thuy Cam reservoir; upgrading and improving water plants in districts; increasing capacity of water supply for production and human activities to over 200,000m3/day and night by 2010; developing the synchronous system of water supply pipes; ensuring to provide clean water for 100% Hue people, 90% people in towns, industrial zones, tourist zones, and their adjacent areas. By 2010, increasing the rate of households using clean water to 95%; basically dealing with the domestic water supply for people in sandy and coastal areas.

- Basically completing the construction of water drainage and waste water treatment systems in Hue urban city, Chan May – Lang Co, etc. Investing and building the system of water drainage and solid waste treatment in urban areas, industrial zones and clusters, and handicraft villages; ensuring that domestic and industrial wastewater must be treated in accordance with permitted standards before being discharged into the general drainage system.

5. Post – Telecommunications

- Developing and enhancing quality of the post – telecommunications network in the direction of diversification, modernization, synchronization, and achieving standards of the regional countries. Implementing the strategy of connecting the internal provincial cable network to districts, industrial, commercial, and tourist zones.
