especially the train doors in HK are at least 10 times more powerful than what i see in New York. You will need the strenght of at least 4 to 5 people to get that open.

MTR derails Kowloon Bay monorail dream
Group sceptical about proposal's cost benefits and raises question on funding

The MTR Corp has poured cold water on a plan to build a monorail system at the Kowloon Bay industrial area where developers are looking for a people-moving solution for the new development.

Landlords in the area, including Kerry Properties, Sino Land and Hopewell Holdings, have been looking at collaborating with MTR to build a 10km monorail to link buildings at the site.

But according to an MTR spokesman, the benefits will not justify the cost.

"It's crucial to evaluate the passenger flows in the district and how much you can charge them," he said, adding the government had not indicated that traffic flow in the area was sufficient to warrant a new transport link.

"It is also not likely that developers will wholly fund and operate the railway themselves."

According to MTR's annual report in 2003, a preliminary feasibility study on a light rail solution in the Kowloon Bay industrial area had been conducted but there had been no progress since.

The railway operator also said it had not received any formal proposals from developers.

"But we are always listening," the spokesman said, adding the value in a transit link for MTR would be in bringing more passengers to its main route.

One developer with properties in Kowloon Bay said landlords - who said increased passenger flow would boost the value of their properties - had had preliminary discussions about developing a public transport system in the area, which is undergoing a retail and commercial transformation.

"A monorail system is very suitable for the climate in Hong Kong, while a simple footbridge could be a bit too hot [for commuters] in summer," he said, adding there had been proposals to build air-conditioned footbridges with an automated carrying system similar to the escalators that linked Central with the Soho area.

He said the cost of the system was likely to be a major hurdle for developers. "Who is going to pay more is the question," he said.

A spokeswoman for Kerry, the biggest landlord in the district, said the company had studied the possibility of building a footbridge linked to the MTR station but had no plans to invest in a monorail system at the moment.

Kerry is building the Enterprise Square 5 development, which will include a 1.1 million square foot mall scheduled for completion in 2007 and will be the firm's first wholly owned shopping centre in Hong Kong.

Sino Land earlier paid $1.82 billion at an auction for a Kowloon Bay commercial site. It plans to develop the area into an office tower with a shopping podium.

Ma tight-lipped over date for railway merger

No firm date has been set for the long-awaited merger of MTR Corp and Kowloon-Canton Railway (KCRC) despite assurances from the Secretary for Financial Services and the Treasury Frederick Ma Si-hang that negotiators had agreed on several fundamental issues.

Mr Ma declined to comment on when the contentious merger might be finalised. He was attending the ground-breaking ceremony at the work site on the phase two trial section of the Shang Mei Lin Station - one of the 10 stations linked to the Shenzhen Metro Line 4 project.

Talk of a merger between KCRC and MTR to make the territory's transport system more efficient has been a contentious issue since 2002.

MTR, which was listed in 2000 with the government retaining a majority stake, backed a merger while government-owned KCRC has consistently opposed the plan.

Asked if the MTR and KCRC were still divergent over the valuation of their assets, MTR chief executive Chow Chung-kong said there was more at stake in the negotiations than simple valuations.

"It's not simply a matter of how high or low the valuations are, what we are dealing with are the negotiations over the whole financial arrangements. Certainly, valuations are one of our concerns and we are still in talks with the government."

Mr Chow said the merger would create synergies by consolidating managerial and operational resources from both sides, and there would be room for a ticket fare cut once the merger was finalised.

The deal to build phase two of the 16km Line 4 project at an estimated cost of six billion yuan was signed in May and the line is expected to be opened in 2009.

MTR has spent heavily on the project - the first of its kind in China - through its wholly owned investment arm, MTR Corp (Shenzhen), which has the rights to build, project management, property development and future operation of the new metro line.

Line 4 phase one, a 4.5km section between Huanggang and Shaoniangong, began services in December last year.

MTR secured a similar deal in Beijing to build a subway as part of the 2008 Olympic Games preparations, but the agreement has not been sweetened with the same rights to property development that is part of the proposed merger.

According to the agreement with the Shenzhen municipality, the Shenzhen arm owns the right to develop Long Sheng, Long Tang, Hong Shan and Bai Shi Long stations, covering 80 hectares with an aggregate gross floor area of 2.9 million square metres.

The development would take about 10 years to finish, the MTR said.

Private developers from the mainland or Hong Kong were welcome to form partnerships with MTR in property projects, Mr Chow said.

承認今次人為疏忽
地鐵撐培訓嚴格

【本報訊】地鐵在近半年內發生至少六宗車門夾傷乘客事故,地鐵公司承認昨日事故是車長P錯掣引致,但強調每名車長均會接受嚴格的訓練,每半年需重新接受訓練,相信今次只屬個別事件。

每半年再受訓
地鐵發言人表示,事故發生後,已即時抽調該名車長問話,地鐵了解事件後,已指示該名車長需重溫日常駕駛課程,而事件亦會作內部處理。發言人解釋,每名車長入職時均會接受連串課程訓練,包括課堂及實務兩方面,課堂訓練為期八星期,駕駛列車實務訓練則為期三星期,並需要接受考試,及格後方可成為正職車長,而每名車長更需每半年重新接受課堂訓練,更新車長的駕駛知識。

至於今次事件是否涉及人為疏忽,發言人強調是個別事件,但卻承認今次事件的確是因車長不小心P錯關門掣而導致意外,事後已該名車長加倍留心。不過,發言人卻拒絕承認過往發生的意外是否全部涉及人為疏忽,僅表示每宗意外均有不同的肇事原因,而地鐵於今年五月亦曾分別發生兩次車門夾人事件,肇事乘客的雙腳及右前臂被夾傷。

That Sunny Bay station is excellent, I love that train sponsored by Disney. Is it possible for the doors on the train to not line up with the doors on the platform?

Yes. If the train doors are not lining up with the platform gates, the gates will not open until the train has readjusted itself to the right position.

BTW, the trains are not sponsored by Disney.

該 名 的 士 司 機 姓 古 ( 六 十 六 歲 ) , 昨 晨 九 時 許 , 他 駕 車 途 至 尖 沙 咀 柯 士 甸 道 , 兩 名 年 約 廿 歲 少 女 登 車 表 示 前 往 天 瑞 , 他 滿 心 歡 喜 , 以 為 接 了 一 支 車 資 可 觀 的 「 大 旗 」 。 她 們 皆 帶 醉 意 , 滿 臉 泛 紅 , 在 車 上 「 雞 啄 唔 斷 」 調 笑 不 休 , 原 來 她 們 前 晚 相 偕 友 人 , 在 尖 沙 咀 一 間 的 士 高 消 遣 劈 酒 盡 興 。

古 心 無 旁 騖 , 對 兩 人 喧 鬧 聲 未 有 理 會 , 只 專 心 駕 車 , 的 士 沿 天 瑞 路 中 線 駛 至 近 天 瑞 對 開 交 通 燈 位 停 下 , 當 轉 為 綠 燈 時 , 的 士 繼 續 前 駛 至 一 個 交 匯 處 , 兩 人 突 然 似 發 癲 般 大 嗌 「 轉 右 呀 」 , 古 因 不 熟 路 , 被 點 到 「 陀 陀 擰 」 , 急 扭 右 欲 越 過 快 線 及 輕 鐵 路 軌 轉 入 天 瑞 。

輕 鐵 司 機 稱 曾 響 號 警 告
適 時 一 列 行 走 761 線 、 連 拖 卡 的 輕 鐵 列 車 ,正 沿 天 瑞 路 同 一 方 向 駛 至 , 兩 車 車 頭 相 撞 , 的 士 在 相 撞 後 , 車 身 與 輕 鐵 車 身 緊 貼 並排 而 行 一 段 距 離 , 至 一 段 路 欄 旁 , 的 士 被 夾 於 列 車 與 路 欄 之 間 始 停 下 , 輕 鐵 上 近 一百 名 乘 客 有 驚 無 險 。 古 當 堂 嚇 至 呆 坐 車 內 , 兩 名 醉 娃 乘 混 亂 不 付 車 資 , 匆 匆 開 車 門離 去 。 警 員 接 報 到 場 調 查 , 古 登 上 救 護 車 接 受 檢 查 , 毋 須 送 院 , 但 仍 大 嘆 倒 楣 。

輕 鐵 列 車 姓 李 ( 四 十 八 歲 ) 車 長 表 示 , 事 發 時 見 的 士 轉 入 交 匯 處 , 曾 響 號 警 告 , 但疑 的 士 司 機 未 有 為 意 , 遂 發 生 意 外 。 古 則 報 稱 當 時 交 通 燈 為 綠 燈 ; 不 過 , 現 場 天 瑞路 中 線 應 為 直 行 , 快 線 才 可 向 右 轉 , 由 另 一 組 交 通 燈 控 制 , 警 方 正 調 查 肇 事 原 因 。

事 發 後 , 三 條 輕 鐵 路 線 服 務 受 影 響 , 其 中 761 及 761P 線 往 元 朗 的 列 車 需 改 道 , 而 705 線 由 頌 富 往 天 水 圍 西 鐵 站 沿 線 數 個 輕 鐵 站 , 乘 客 改 乘 穿 梭 巴 士 前 往 目 的 地 。 事後 肇 事 的 士 被 拖 走 , 輕 鐵 服 務 受 阻 逾 半 小 時 回 復 正 常 。

Constructions of the KCRC Kowloon Southern Line start Today and Scheudule to open on 2009

The KCRC Kowloon Southern Line, which connects between the Nam Cheong KCR West Rail Station and the East Tsim Sha Tsui East Rail Station, starts its construction today.

The Line, which costs about HK$8.3 billion with the length of 3.8 km, is scheudule to complete on 2009. It will serve around 1 milion Northwestern New Territories residents along the Line directly to Kowloon.

Passengers will take around half an hour from Tin Shui Wai to East Tsim Sha Tsui by KCR West Rail then.

【本報訊】連接九廣鐵路東西兩鐵的九龍南線(前稱南環線)昨日正式動工,預計○九年落成,可為西鐵沿線的一百萬新界西北區居民提供直達九龍市中心的鐵路服務。

田北辰出席在廣東道地盤舉行的動工典禮時表示,興建九龍南線具策略意義,因為可方便西鐵乘客直接到達九龍市區,並接駁九廣東鐵。屆時乘客由天水圍出發,在南昌站經過行人通道轉車,只需三十分鐘車程便可抵達尖沙咀。另外,九龍南線的興建亦配合西鐵上蓋物業發展,他預計日後該線客量會頗理想。

九廣鐵路公司新鐵路工程高級總監李鏡權則表示,本年底世貿會議進行期間,可能會有示威人士闖入九龍南線地盤。他們已跟警方及政府部門保持緊密接觸,並成立工作小組保障工程能免受滋擾。他透露屆時將有圍板封住地盤,工人亦會移走地盤外的雜物,免得落入示威人士手中成為攻擊武器。


兩鐵擬租賃式合併
承諾不削員工 只精簡高層

地鐵與九鐵合併已步入「埋牙」階段,九鐵主席田北辰表示,雖然合併細節尚未落實,但他認為由地鐵先租用九鐵經營權,再視乎利潤然後合併是最為可行的方法之一。至於合併後的員工安排,田北辰表示前線員工不會被削減,但管理層如果有重疊,就必須精簡架構。

田北辰昨日出席九龍南線動工典禮後表示,現時主要由地鐵及政府商討兩鐵合併事宜,九鐵只作配合。他指出,九鐵與政府商討合約事宜時並無談到財務安排問題,但根據外國經驗,純粹鐵路營運以全部資產計算,沒有一間鐵路公司可以帶來吸引回報,若以租賃形式,不涉及重估資產,鐵路營運可與資產脫。

田北辰續稱,現時主要有三個可保回報率的方法,包括效法地鐵利用地產項目作補貼、將資產以較低作價賣出,以及以租賃形式合併。他個人認為「先租後併」是最可行方法之一,因為將來鐵路公司毋須經過資產估值及交易等程序,便可使用兩鐵現有資產,另外亦可保持盈餘。

對於政府開出的條件中包括鐵路公司在一段時間內不能削減前線員工,田北辰認為問題不大,因為日後將陸續有新鐵路啟用而需要人手;至於管理層則有需要精簡架構。

望年底前取得協議
田北辰又透露,雖然政府要求兩鐵合併後降低票價,但不會一刀切,將全線票價降至同一幅度,而是會因應路線長短及競爭力調整票價。

消息指出,政府與地鐵已就租賃九鐵資產的租金價格達成共識,現時政府目標是盡快在年底前就兩鐵合併取得最後協議,最快明年初便會公布具體合併細節。

The current transfer point is Nam Cheong. Once the link is finished passengers may transfer at East Tsim Sha Tsui as well.
