They aren't approved, even highrises with 90m or 120m. There are many proposals since the 1970's. In some cases proposals since 1940. The investors wait many years and go... nowhere. I'm not talking about projects in the historic center, but in new parts of the city.

It is possible to make modern architecture without resorting to skyscrapers. There are especially sensitive, delicate cities in this regard. I would not want a view from the Tagus River to break the historical landscape of Lisbon, although the skyscrapers were built in the modern part. Sevilla is an example of how controversial it may be this.

About the "Lisbon needs skyscrapers" question, If a major city had a huge historic centre, and they announced plans to develop skyscrapers/highrises al of a sudden, then maybe the best that the major city can hope for is a mini La Defense. No need to wreck a major historic centre just for skyscrapers/highrises.

Paris is flat compared to Lisbon. There are two 90m towers 4km away from the historic center, and it's impossible to see them from old areas, because of the hills. Look at this 360º Lisbon photo, taken from the top of the castle, historic center hearth. The tallest structures you see far way are the bridge pillars (190m).

Make some zooms. In the photo there's also another bridge with 150m pillars. Can you find them easily? This can give you a glimpse of the distances/scales between old and modern areas.

A new office building proposed for Lisbon. The building is elegant, however they cuted almost 35m in height from the previous projects proposed in the past. And the city council only spent 40 years choosing something to this plot. It's a progress?

Santander Totta bank headquarters expansion. The taller building already exists, see here. The expansion will be the flat one bellow. Located next to a "green corridor", the new building will have green roofs. Very discreet, but a good solution for the place.
